PRAYERS.

Corn Spirits for Distilling, and Duty on Low Wines, Bill.

(fn. 1) Hodie 2^a vice lecta est Billa, "An Act for the encouraging the distilling of Brandy and Spirits from Corn, and for laying several Duties on Low Wines or Spirits of the First Extraction."

A Debate arose, concerning the committing of the said Bill.

ORDERED, That the said Debate shall be adjourned to To-morrow, at Eleven of the Clock.

Distillers, West India Merchants, and Sugar Refiners, to be heard.

Upon reading the Petitions of the Master, Wardens, and Assistants, and Commonalty, of the Trade, Art and Mystery of Distillers of London; the Petition of the Merchants and Planters concerned in, and trading to, Their Majesties Sugar Plantations; and the Petition of the Refiners of Sugar; all praying, "That they may be heard, before the passing of the Bill, intituled, An Act for the encouraging the distilling of Brandy and Spirits from Corn, and for laying several Duties upon Low Wines or Spirits of the First Extraction:"

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That they shall be heard, by themselves or their Counsel, at the Bar of this House, thereunto, To-morrow, at Ten of the Clock in the Forenoon.

Message from H. C. to return the E. of Aylesbury's Bill.

A Message was brought from the House of Commons, by Mr. Bickerstaffe and others:

Who returned the Bill, intituled, "An Act to enable Thomas Earl of Aylisbury and Elizabeth Countess of Aylisbury his Wife to make Provision for Payment of Debts, and to make Leases of their Estates;" which they had passed, without any Amendment.

Poor Prisoners for Relief of, Bill.

Hodie 2^a vice lecta est Billa, "An Act for Relief of poor Prisoners for Debt or Damages."

ORDERED, That the Consideration of this Bill is committed to these Lords following:

Their Lordships, or any Three of them; to meet To-morrow, at Nine of the Clock in the Forenoon, in the Prince's Lodgings near the House of Peers; and to adjourn as they please.

Bill for attainting Persons in Rebellion.

Hodie 2^a vice lecta est Billa, "An Act for attainting Persons in Rebellion in England and Ireland, and for applying their Estates towards the Charge of the present War."

ORDERED, That the Consideration of this (fn. 2) Bill is committed to a Committee of the whole House, presently.

Then the House was adjourned during Pleasure, and put into a Committee upon the said Bill.

And, after some Time spent therein, the House was resumed.

And the Earl of Fauconberge reported, "That the Committee had made some Progress in the Bill; and had received divers Petitions and Provisos, desiring to be heard to the Particulars and Persons therein mentioned; and that the Committee had thought fit to hear One Counsel upon any of the Petitions or Provisos by them received, on Thursday next, at Ten of the Clock in the Forenoon; and therefore desired that the House might then be put into a Committee again for that Purpose, and to proceed on the Bill."

To which the House agreed, and ordered the same accordingly.

Navigation and Corn Acts, for Suspension of, Bill.

The Earl of Bridgewater reported from the Committee, the Bill, intituled, "An Act for suspending, during the War with France, that Part of the Act of Navigation, and that Part of the Act for Exportation of Corn, which obliges English Ships to sail with English Seamen," with several Amendments.

Which were Once read.

Then they were read again, to the Amendment in 1 Sk. 18 L. which obliges Half English Seamen.

After long Debate thereupon,

This Question was put, "Whether the Commissioners of the Navy and the Members of Trinity House shall be heard To-morrow, at the Bar?"

It was Resolved in the Affirmative.

It is ORDERED, That the Commissioners of the Navy and the Members of Trinity House shall be heard, at the Bar, To-morrow, at Ten of the Clock in the Forenoon, concerning the said Bill.

Public Accompts for examining, Bill.

Then the House was adjourned during Pleasure, and put into a Committee, upon the Bill, intituled, "An Act for appointing and enabling Commissioners to examine, take, and state, the Public Accompts of the Kingdom;" and to open the Balloting Glass, as appointed Yesterday.

The House was resumed.

Lords chosen Commissioners by Ballot.

And the Earl of Fauconberge reported, "That the Committee had opened the Balloting Glass, and had cast up the Numbers of the several Lords named in the reading over the Papers in the Glass; and that the Earl of Bridgewater had Thirty-nine, the Earl of Stamford Twenty-six, the Earl of Rochester Twentytwo, and the Lord Cornwallis Forty-seven Ballots for him, which were the Four Lords that had the major Number of the Lords named for Commissioners to be added to the said Bill; and the Committee desired the House might be put into a Committee again Tomorrow, the First Business, to proceed further on the said Bill."

To which the House agreed, and ordered the same accordingly.

Adjourn.
