Message from H. C. with Bills; and that they agree to Thynne's.
A Message was brought from the House of Commons, by Sir George Downing and others; who brought up Two Bills, wherein they desire their Lordships Concurrence:
1. A Bill for burying in Woollen.
2. A Bill for the wearing of Woollen Manufactures, and for the regulating the making thereof.
3. To acquaint their Lordships, that they agree to the Amendments made by their Lordships in the Bill concerning Mr. Thynne.
Address, for a War with France.
Next, the Address brought from the House of Commons Yesterday (to be presented to His Majesty) was read.
And, after some Debate, it is ORDERED, That this Paper be committed to a Committee of the whole House, to consider of.
Upon which, the House was accordingly adjourned into a Committee for this Purpose.
After a long Debate, the House was resumed:
And the Lord Privy Seal reported,
"That the Committee of the House have made some Progress in the said Address; but, finding there will be further Occasion of Debate thereupon, desires to know, Whether the House will please to give Way, that the House may be put into a Committee again on Monday Morning next, to proceed in the Consideration thereof."
Which the House agreed to; and ordered that no other Business should intervene.
Poll Bill, not sent back by H. C. when they signified their Assent to the Lords Amendments to it.
It being moved, "That whereas this House sent a Message to the House of Commons, on Wednesday the 13th of this Instant March, to return the Bill for raising Money, by a Poll and otherwise, &c. signifying that the Lords had agreed to the said Bill, with some Amendments, to which the Concurrence of the House of Commons was desired; an Answer was returned the next Day by Message, signifying, That the Commons had agreed to the said Amendments; but the Messengers brought not up the Bill with the said Message, as it ought to have been; whereby the Clerk of the Parliaments cannot sign the Assent of the Lords to the said Bill, with their Amendments, nor have it ready in his Custody to give His Majesty an Account thereof when He shall please to command it; that therefore the House would please to consider of this Business:"
Thereupon it is ORDERED, That this House will have a Conference with the House of Commons, on Monday Morning next, concerning this Matter, in case the said Bill be not returned to the Clerk of the Parliaments in the mean Time.
The King to be moved for a general Fast.
ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the Lords with White Staves be, and are hereby, appointed to attend His Majesty from this House, humbly to desire that His Majesty will be graciously pleased to appoint One or more Days for a general Fast, to be solemnly observed by the Two House of Parliament, and the whole Kingdom, in all Churches within England and Wales, and the Town of Berwicke upon Tweede, to implore the Blessing of GOD upon His Majesty and this Nation, and for averting of His Judgements.
Darrell versus Whitchcot.
Upon reading the Answer of Sir Paul Whitchcot Knight and Baronet, to the Petition of Marmaduke Darrell Esquire, put in for reviving the Proceedings depending in this House, between the said Marmaduke Darrell and Sir Jeremy Whichcot, deceased, Father of the said Sir Paul:
It is thereupon ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Marmaduke Darrell may have a Copy of the said Answer, to which he is hereby appointed to put in such Reply in Writing as he shall think sit.
