This Day was brought into this House a Commission under the Great Seal of England, signed by the King; which was read, as followeth:

L. Privy Seal's Commission to be Speaker.

"Charles R.

"Charles the Second, by the Grace of GOD, King of England, Scotland, France, and Ireland, Defender of the Faith, &c. To Our Right Trusty and Right Well-beloved Counsellor John Lord Robertes, Keeper of Our Privy Seal, Greeting. Whereas Our Right Trusty and Right Well-beloved Cousin and Coun- sellor Edward Earl of Clarendon, Our Chancellor of England, is at this present so infirm, that he is not able to travel to the Upper House of Our Parliament at Westm. continued by Prorogation from the Twentieth Day of August last past to the Four and Twentieth Day of November also last past, and from thence continued by Adjournment to this present Day, nor there to supply the Room and Place in the said Upper House, amongst the Lords Spiritual and Temporal there assembled, as to the Office of Lord Chancellor of England hath been accustomed: We, minding the same Place and Room to be supplied in all Things as appertaineth, for and during every such Time of his Absence, have named and appointed you, and by these Presents do constitute, name, appoint, and authorize you, from Day to Day, and Time to Time, when and so often as Our said Chancellor shall happen, at any Time or Times during Our said Parliament, to be absent from his accustomed Place in the said Upper House, to occupy, use, and supply, the said Room and Place of Our said Chancellor, in the said Upper House, amongst the Lords Spiritual and Temporal there assembled, at every such Day and Time of his Absence; and then and there, at every such Time, to do and execute all such Things as Our said Chancellor of England should or might do if he were there Personally present, using and supplying the same Room. Wherefore We will and command you, the said John Lord Robertes, to attend to the Doing and Execution of the Premises with Effect; and these Our Letters Patents shall be Your sufficient Warrant and Discharge for the same in every Behalf. In Witness whereof, We have caused these Our Letters to be made Patents.

Upon this, the Lord Privy Seal took his Place, as Speaker, upon the Woolsack.

PRAYERS.

River Medway Bill.

The Lord Howard of Charlt. reported, "That the Committee for the Bill for making the River of Medway navigable have considered of the same, and made some Alterations therein, which they offer to the Consideration of this House."

Then the said Alterations were read Twice, and Agreed to; and the Bill is ordered to be engrossed, with the said Alterations.

Sir R. Carr and Hume versus Philips.

Upon reading of the Petition of Sir Robert Carr Knight, and Anne Hume Spinster, against Fabian Phillips Esquire, concerning the Office of Filazer of London and Midd.:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, That the said Fabian Phillips may have a Copy of the said Petition, and shall bring his Answer thereunto in Writing before the Lords in Parliament on Friday the Third Day of February next, at Ten of the Clock in the Forenoon, that so their Lordships may give such further Direction thereupon as shall seem meet.

E. of Thanet's Bill.

Hodie 2^a vice lecta est Billa, "An Act for confirming a Deed of Settlement betwixt the Earl of Thannett and his Younger Brethren."

ORDERED, That the Consideration of this Bill is committed to these Lords following:

Their Lordships, or any Five; to meet To-morrow Morning, at Nine of the Clock, in the Lord Treasurer's Lodgings; and have Power to adjourn from Time to Time, as they shall see Cause.

River Avon Bill.

Hodie 1^a vice lecta est Billa, "An Act for making the River of Avon navigable, from Christ-Church, to the City of New Sarum."

Bp. of Winton and Rector of Bishops Waltham Bill.

Hodie 2^a vice lecta est Billa, "An Act to enable the Bishop of Winton to convey One Hundred Acres of Land, lying in the Great Disparked Park of Bishops Waltham, in the Parish of Bishops Waltham, in the County of South'ton, upon the Rector of the said Parish Church of Bishops Waltham and his Successors, in Lieu of all Tithes, and Payments for Tithes, due to the said Rector and his Successors for Waltham Parks."

ORDERED, That the Consideration of this Bill is committed to these Lords following:

Their Lordships, or any Five; to meet To-morrow Morning, at Nine of the Clock, in the Prince's Lodgings; and have Power to adjourn from Time to Time, as they shall think fit.

Pin makers Bill.

Hodie 2^a vice lecta est Billa, "An Act for Confirmation of a Contract made by the King's Majesty, with the Corporation of Pin-makers of the City of London, comprehending all the Pin-makers in England and Wales."

ORDERED, That the Consideration of this Bill is committed to the same Committee as the Bishop of Winton's Bill is.

Ld. Langdale; Privilege. Millington discharged.

Whereas John Millington, of Holme, in the County of Yorke, was, by Order of this House, summoned to appear at this Bar, to answer his Offence, in sueing the Lord Langdale, a Peer of this Realm, contrary to the Privilege both of Peerage and of Parliament, it appearing to this House that the said John Millington hath submitted himself to the said Lord Langdale:

It is ORDERED, by the Lords Spiritual and Temporal in Parliament assembled, upon the humble Petition and Submission of the said John Millington read this Day in the House of Peers, That the said John Millington be, and is hereby, discharged from any further Attendance concerning the said Matter: And this to be a sufficient Warrant in that Behalf.
