Prayers.

Leave of Absence.

ORDERED, That Mr. John Steward, and Mr. Goddard, have the Leave of this House to go into the Country.

Privilege.

Ordered, That John Gibbons be sent for in the Custody of the Serjeant at Arms attending this House, or his Deputy, for his Breach of Privilege, in arresting, and proceeding at Law against Nicholas Sampson, a Servant of Sir Courtney Poole, concerning certain Tythes to which Sir Courtney Poole makes Title, and did employ the said Nicholas Sampson to collect.

Wells Key.

An ingrossed Bill for the repairing and better preserving the Key of the Port of Wells, in the County of Norfolke, was read.

Resolved, &c. That the said Bill do pass: And that the Title shall be, An Act for the better repairing and better preserving the Key of the Port of Wells in the County of Norfolke: And the Lord Richardson is to carry up the Bill to the Lords for their Concurrence.

Leave to attend Lords.

Ordered, That Serjeant Maynard have the Leave of this House to attend and be of Counsel with Colonel Samuell Sandys, a Member of this House, before the Lords.

Advancement of Trade.

Sir George Downing reports from the Committee to whom it was re-committed, by Order of the Thirtieth of May last, upon the Debates of the House, touching the Particulars therein mentioned, to bring in additional Clauses to the Bill, That the Committee had met; and, according to the Power and Direction given them, had agreed several Clauses to be added to the Bill: Which he read in his Place; and after, delivered the same in at the Clerk's Table. And the said Clauses and Additions, being twice read, were, upon the Question, severally agreed to.

A Debate did arise upon the Clause in the Bill, touching the Exporting of Oats, when they were under Twenty Shillings per Quarter.

The Question being put, That the Rate of Twenty Shillings per Quarter for Oats, do stand in the Bill;

It passed in the Negative.

The Question being put, That it shall be lawful to transport Oats, when they are at Sixteen Shillings per Quarter;

The House was divided.

The Yeas went out.

And so it passed in the Negative.

The Question being put, That it shall be lawful to transport Oats, when they are at a Mark per Quarter;

The House was divided.

The Yeas went out.

And so it was resolved in the Affirmative.

Resolved, &c. That the Words "One Mark" be inserted, instead of "Twenty Shillings," in the several Places of the Bill where it is proper.

Resolved, &c. That the Bill, with the Amendments agreed to, be ingrossed.

Chimney Money.

Sir Charles Harbord reports from the Committee of the Revenue, the Opinion of the Committee, That all the Chimney Rolls be brought back by the respective Members this Morning into the Exchequer Office, to be there examined, and cast up, and an Account of the Totals given to the Committee To-morrow, that they may perfect the Report thereof to the House.

Ordered, That the Report from the Committee concerning the Chimney Money be made To-morrow Morning.

Sale of Offices.

Sir Charles Hussey reports from the Committee to which the Bill to discover, punish, and prevent Frauds, and Abuses in the Buying and Selling of Offices, was committed, several Amendments to be made to the Bill: Which he read, with the Coherence, in his Place; and delivered the same in at the Clerk's Table: Which Amendments were read the First and Second time; and, upon the Question, severally agreed to.

The Committee having left several Blanks in the Bill; viz. a Blank for Commissioners to execute the Powers of the Act; Two Blanks touching Penalties to be inserted; and a Blank for Allowances for Officers, to the Consideration of the House.

The House took the Matter upon the First of the Blanks in the Bill touching Commissioners to be appointed to execute the Powers of the Act, into Debate.

The Question being put, That the Commissioners shall be named by the King's Majesty;

It was resolved in the Affimative.

Resolved, &c. That the Bill be re-committed to the former Committee; to peruse the same; and to alter it so, as it may be left to the King's Majesty to appoint Commissioners, to execute the Powers of the Act: And they are to meet this Afternoon at Two of the Clock, in the Speaker's Chamber.

And then the House adjourned till To-morrow Morning, Eight of the Clock.
