Prayers.

Helston Election.

SIR Thomas Clergys reports from the Committee for Privileges and Elections, the Case upon the double Return for the Borough of Helston in the County of Cornwall; wherein the Question was, whether the Elections of Members to serve in Parliament for the said Borough ought to be made by the Freemen alone, or by all the Inhabitants; and that, upon Examination of the Matter, it appeared to the Committee, that all the Inhabitants of Helston have right to elect for the said Borough; and that Mr. Francis Godolphin, and Sir Peter Killegrew, being chosen by the Inhabitants in general, are duly chosen: And, thereupon, offered their Opinion, that the said Mr. Godolphin, and Sir Peter Killegrew, ought to sit in this House; and that the Indenture by which Mr. Thomas Robinson (who was chosen by the Freemen alone) is returned to serve for the said Borough, be vacated, and taken off the File.

Resolved, That this Business be recommitted to the Committee for Privileges and Elections; to consider of the Matters offered on the present Debate, and to make a speedy Report to the House; and, in order thereunto, to meet on the usual Days.

Resolved, That it be referred to the same Committee, to insert into the Bill, as to the Forfeiture of Estates, all such other Persons as, being excepted in the Act of General Pardon, and are therein mentioned to be dead, did sign and seal the bloody Warrant for the putting of his late Majesty to Death.

Resolved, That it be referred to the same Committee, to insert a Clause into this Bill, in relation to those who stand excepted out of the Act of General Pardon and Oblivion, as to future Pains and Penalties not extending to Life, if they shall find the inserting of the said Clause convenient; or otherwise to prepare another Bill for the same.
