House of Commons Journal Volume 6: 14 April 1649

Coinage, &c.

ORDERED, That it be referred unto the Council of State, to take into Consideration the Paper presented to the House, concerning the Coining of the Gold brought in a Ship lately come from Guiny, for the better Advancing of Trade: And that the Governor, or some other of the Guyny Company, by them appointed, be required to attend the Council of State this Afternoon, for that Purpose.

Ordered, That it be referred to a Committee, to consider of, and peruse, the Statutes touching the Sale or Transportation of Gold and Silver, and other Laws concerning Coinage and Treasons; and to bring in a Bill for the Forfeitures to be converted to the Use of the Commonwealth:

Mr. Rigby, Mr. Hill, Mr. Garland, Mr. Long, Mr. Millington, Sir Thomas Wroth, Attorney General, Mr. Lechmere, Mr. Love, Mr. Edwards, Colonel Temple, or any Five of them: And this Committee is to meet at Two of the Clock this Afternoon, in the Speaker's Chamber: And the special Care hereof is referred to Mr. Lechmere.

Ordered, That the Propositions by Colonel Temple, for preventing Exportation of Gold, or other Coin, and the Business of Melting down of Coin, be referred to the Consideration of the Council of State; to take some effectual Course for preventing the Abuse therein, and the Damage that may come to the Commonwealth thereby.

Granting Passes.

Ordered, That no Pass or Licence whatsoever shall be hereafter granted to any Person or Persons to go beyond the Seas, until he or they shall have first given an Engagement, under his or their Hand, to such Person as shall grant the said Pass, that he and they shall not, at any time hereafter, engage, act, be aiding, assisting, advising, or counselling, against the Commonwealth: And that no such Pass shall be granted to any Person to take Shipping for their Transportation, but at a publick Port, and by publick Passage.

Ordered, That this Order, together with the former Order of Parliament concerning Mariners, be forthwith printed and published.

Coinage.

Ordered, That the Committee, touching the Stamps for Coin, be required to meet forthwith; and make a Report to the House on Monday next.

Judges.

Ordered, That the Lords Commissioners for the Great Seal of England be required to attend the House at Twelve of the Clock this Day; and to present the Names of such Persons as are fit to fill up the Courts of Justice.

Prize Goods.

Colonel Wauton reports an Act, appointing Commissioners for Sale of Prize Goods after Sentence, and Treasurers and Collectors for the said Prize Goods: Which was this Day read the First and Second time; and, upon the Question, committed unto Mr. Martyn, Mr. Miles Corbett, Mr. Rigby, Sir Henry Vane senior, Mr. Blackiston, Sir Thomas Wroth, Colonel Wauton, Mr. Long, Sir Peter Wentworth, Mr. Garland; or any Three of them: And this Committee are to meet this Afternoon at Three of the Clock, in the Speaker's Chamber; and to bring in the same on Monday Morning.

Army Committee, &c.

The House this Day resumed the Debate upon the Bill for the Committee of the Army, and Treasurers at War, for the Assessment of the Ninety thousand Pounds per Mensem; and, upon the whole Debate of the House, was, upon the Question, committed to the Committee of the Army: And all that come to have Voices: And that the Committee be required to bring in the same on Monday Morning.

Ordered, That it be referred to the Committee of the Army, to consult with the Governor of Newcastle; and take care that the Six Companies, which were drawn out by Lieutenant General Crumwell out of Newcastle, be paid as shall be just.

Duty on Coals.

Ordered, That the Business touching the Impositions of the Four Shillings per Chaldron upon Coals, be taken into Consideration on Monday next.

Customs.

Ordered, That the Business touching the Customs be appointed to be taken into Consideration on Monday next.

Sequestrations.

Whereas, by an Order of the House of Commons on the Thirteenth of January last, the Treasurers for Sequestrations, sitting at Guildhall, London, were forthwith to give in a perfect Account of all their former Doings, concerning Sequestrations, to this House, or such as they shall appoint, that so the State may receive such Satisfaction as to Right appertaineth: It is now therefore Ordered, by the Commons of England, in Parliament assembled, That John Pocock, Wm. Greenhill, William Potter, John Johns and Thomas Browne, or any Two or more of them, shall have Power to examine the said Treasurers at Guildhall, together with their original Books of Accompts, upon Oath, in relation to Matter of Sequestrations; as also all the Accompts brought in to them, with the Disbursements, and how disbursed since their first Undertaking; and forthwith to report the State thereof to the Committee formerly appointed by this House; to the end the House may take such further Order therein, as, upon Report thereof, they shall think fit.

Loan by the City.

Ordered, That the Committee appointed to meet with the Persons chosen by the Common Council of the City of London, do take notice to meet this Afternoon: And the special Care hereof is recommended to Mr. Trenchard and Mr. Pury: And Sir Henry Myldmay, Mr. Gurdon, and Mr. Corbett, be added to that Committee.

Mennes' Petition.

Ordered, That the Petition of Mrs. Mennes, and the Commissioners to Delegates to hear that Business, be read on Wednesday next. And

Civilians.

It is further Ordered, That the House do proceed in this Report concerning Civilians and Civil Courts, in the Hands of Mr. Hill, on Wednesday next, the first Business.

Oxford Petition.

Mr. Garland reports from the Committee to whom the Petition of the County of Oxford was referred.

Ordered, That it be referred to the Committee for regulating the University of Oxford, to take Consideration of the Particulars reported from the Petitioners of Oxford.

Disaffected Preaching.

Colonel Harrison, Sir Wm. Masham, Sir James Harrington, Colonel Stapeley, Dr. Palmer, Colonel Rich, Mr. Oldesworth, Colonel Alexander Popham, Mr. Humphry Edwards, Lord Grey, Mr. Thomas Challener, Sir Gregory Norton, be added to that Committee: And this Committee are to consider of, and examine, the Information touching Ministers endeavouring to stir up and disaffect the People.

Justices of Peace.

Ordered, That it be referred to the Lords Commissioners for the Great Seal, upon Advice with the Judges of the several Circuits respectively, to review the particular Commissions of the Peace; and to put out such Persons, and add such others into the said Commissions respectively, for the Service of the Commonwealth, as they shall think fit.

The House, taking notice of the great Service done to the Commonwealth by Mr. Serjeant Thorpe, in the last Circuit, did order Mr. Speaker to return him the Thanks of this House.

Mr. Speaker did give Mr. Serjeant Thorne the Thanks of this House accordingly.

Vote revoked.

Ordered, That the Vote of the * Day of *, "That Samuel Moore, of Linley in the County of Salop, Esquire, be left out of the Commission of Peace for that County," be revoked, and made null.

Deans and Chapters Lands.

Ordered, That the Committee for Deans and Chapters Lands be injoined to meet this Afternoon; and to bring in the Act on Tuesday next.

Suits against Members.

Ordered, That, upon any Action or Suit, commenced before the Lords Commissioners of the Great Seal, or in any the Courts of Westminster, against any Members of Parliament, the said Lords Commissioners, Judges, and Barons of the several Courts respectively, or any one of them, shall, by Writing, under his or their Hands and Seals, give notice thereof to every such Member; whereupon the Member is injoined to give Appearance, and proceed as other Desendants, in case of like Suits or Actions, ought to do; or, in Default thereof, both their Estates and Persons shall be liable to any Proceeding, in Law or Equity, as other Members of this Commonwealth.
