PRAYERS.

Message from Lords.

A MESSAGE from the Lords by Dr. Aylett and Dr. Heath;

The Lords have commanded us to bring a Draught of a Letter to the Queen of Swede: They approve of it, and desire the speedy Concurrence of this House; for that it is presently to be sent away: They have likewise sent Three Papers that belong unto it:- A Letter from the Lord Inchiquin; and their Lordships desire, That the Apparel, and other seasonable Supplies desired by the Letter, may be speedily provided, and sent to Munster.

The Lords desire to put the House in mind of the Petitions of Mr. Gyles Penny, the Lady Moore, and Mrs. Martha Picott: An Ordinance for appointing Mr. John Crowe to be Rector of Ashwell in the County of Herts': In which they desire the Concurrence of this House.

Affairs with Sweden.

The Letter to the Queen of Sweden, was read; and, upon the Question, assented unto; and ordered to be signed by the Speakers of both Houses, and delivered to the Queen of Swedes Agent.

The State of the Matter of Fact, of what passed between the Ships of England and Sweden, was read. And

It is Ordered, That this State of the said Matter of Fact be delivered unto the Swedish Agent, together with the said Letter to the Queen of Sweden: And that the Lords Concurrence be desired herein.

Mr. Knightly is appointed to desire this Conference.

Ordered, That the rest of this Message, and the Petition of the Lady Grey, be taken into Consideration on this Day Fortnight, the next Business after the Reports at Goldsmiths Hall.

Answer to Lords.

Answer returned by the same Messengers; That this House has considered their Lordships Message: And do agree to the Letter to the Queen of Swede: And will send Answer by Messengers of their own, to the rest of the Message.

Commitment respited.

Ordered, That Thomas Cullum, Alderman, and one of the Sheriffs of the City of London, ordered to be committed Prisoner to the Tower of London for High Treason, in order to his Tryal; who, as the House is informed, is very weak and sick; shall continue Prisoner to the Serjeant at Arms attending on this House: And that the Serjeant shall have Liberty to suffer him to continue at his own House, upon Security for his true Imprisonment, until he shall recover better Health, and that the House take further Order.

Army, &c.

A Letter from the General Council of the Army, from Putney, of 27 Septembris, 1647, signed William Clerk, directed to Lieutenant General Cromwell, was this Day read.

Resolved, &c. That the Ordinance of 23Septembris, 1647. requiring the Commissioners of Excise to pay or lend the Two-and-twenty thousand Pounds, mentioned in the said Ordinance, to no other Person than the Committee of the Army, be, and is hereby, clearly revoked, vacated, and made null.

Message to Lords.

Mr. Knightly carried to the Lords for their Concurrence, the Desire of this House, That the Matter of Fact between some Ships of England and Sweden might be delivered to the Swedish Agent: The Votes for Colonel Thomas Rainborough to be Vice Admiral; and the rest of the Commanders of the Fleet appointed for the next Winter's Guard: The Order for charging a thousand Pounds upon the Moiety of the Receipts at Goldsmiths Hall, in Course, to be paid to Colonel Thomas Rainborough, upon Account, in Part of his Arrears: The Order for appointing Treasurers to receive the Monies coming in upon the additional Excise for Artificers.

He was to put the Lords in mind of the Ordinance for prohibiting the Publishing and Vending of Pamphlets and Libels; and to acquaint them with the Necessity of passing it.

He likewise carried to the Lords, for their Concurrence, several Ordinances for pardoning the Delinquencies, and taking off the Sequestration of the Estates of, viz. Resolved, &c. That it be referred to the Committee of the Army, to prepare and bring in an Ordinance for enabling the said Committee effectually and speedily to bring in the Arrears of the Assessments within the Cities of London and Westminster, and Lines of Communication, upon the Debate now had in the House upon this Business: And are to bring in this Business on Thursday Morning next.

Answer from Lords.

Mr. Knightley brings Answer, That the Lords do agree, That the State of the Matter of Fact between some Ships of England and Sweden be delivered, together with the Letter to the Swedish Agent; and to the Order for appointing Treasurers upon the Monies that come in upon the additional Excise for Artificers: To the rest, they will send Answer by Messengers of their owm.

Restraining scandalous Pamphlets.

A Message from the Lords, by Dr. Aylett and Dr. Heath;

The Lords have commanded us to return unto you this Ordinance, concerning the restraining the Printing of scandalous Pamphlets and Sheets: They agree to it, with One Addition; in which they desire the Concurrence of this House; and that it may be forthwith printed and published.

The said Addition was read; and, upon the Question, assented unto: And the Ordinance, so amended, ordered to be forthwith printed and published.

Answer returned by the same Messengers; That this House has considered their Lordships Message; and do agree to the Addition returned to the Ordinance for the restraining the Printing and Vending of Pamphlets; and to the Printing and Publishing forthwith of the said Ordinance.

Treasurers at Wars.

An Ordinance for securing the Treasurers at Wars the Thirty thousand Pounds advanced by them, and for continuing unto them the Salary of Three-pence per Pound, and the other Allowances formerly made, was this Day read the first time; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Army Pay, &c.

Ordered, That the Committee of the Army do give Order to the Treasurers at War, to issue out and pay to the Army the Gratuity formerly appointed, out of the first Monies that shall come in; and, out of the next Monies that shall come in, a Month's Pay to the Army, and such other forces of the Kingdom, as the Committee of the Army, upon Advice with the General, shall think fit.

Soldiers Wives, &c.

The humble Petition of many Officers and Soldiers Wives, who are inlisted before the Committee for the Military Garden, was this Day read.

A Letter from the General, from Putney, of 11Septembris, 1647, was this Day read; recommending to the Consideration of the House a Petition, inclosed, intituled, The humble Petition of reduced Officers, and Widows to Officers deceased, within the City and Army, that did not list themselves with the City against the Army.

The which Petition was read.

Army Accompts.

An Ordinance for stating and determining the Accompts of Officers and Soldiers, as have been slain or wounded in the Service of the Parliament, &c. was this Day read; and committed unto Mr. Knightley, Mr. Thomas Scott, Mr. Ball, Mr. Weaver, Mr. John Browne, Mr. Francis Allen, Colonel Birch, Mr. Marten, Mr. Herbert, Mr. Leman; or any Three of them: And they are to meet upon it when and where they please; and to bring it in on Thursday Morning next: And are likewise to consider of the Petitions aforesaid, now read.

Wine's Petition.

The humble Petition of Richard Wine, Agent for Thomas Hill, late Master Baker to the Protestant Army in Ireland, was this Day read.

And the Petitioner not being at the Door to attest it, nothing was done upon it at present.

Prisoners Maintenance.

Ordered, That the Ordinance in Mr. Knightleye's Hand, concerning Maintenance of Prisoners to the Parliament, be read on Saturday Morning next, the first Business, peremptorily; and nothing to intervene.

Delinquents not to hold Offices.

An Ordinance for taking away the Power of Election to any Office from all Delinquents, in any City, Borough, or Town Corporate, and for putting out and declaring null and void the Election of any Delinquent to any Place or Office in any City, Borough, or Town Corporate, was this Day read the First and Second time; and committed unto Mr. Swynfen, Mr. Weaver, Sir John Danvers, Mr. Dove, Mr. Ball, Mr. Marten, Mr. Whittacre, Mr. Ashe, Colonel Birch, Mr. Luke Hodges, Colonel Sydenham, Colonel Edwards, Mr. Bois, Mr. Shuttleworth, Mr. Jesson, Colonel White, Mr. Brewster; or any Four of them: And are to meet upon it this Afternoon at Three of Clock in the Court of Wards: And the Care of this Business is more particularly referred to Colonel Birch.

Propositions to the King.

Resolved, &c. That, on Thursday Morning next, the first Business, and nothing to intervene, the House do take into further Consideration, what they shall judge necessary to be sent to the King, for his Consent.

Rector of Ashwell.

An Ordinance sent from the Lords, for appointing and constituting Mr. John Crowe Rector and Vicar of Ashwell in the County of Herts, was read; and, upon the Question, passed.

Hore's Claims.

Ordered, That the humble Petition of Wm. Hore, Merchant of Bristoll, be referred to the Consideration of the Committee of the Navy: Who are to examine and inquire into the Affections of the said Petitioner to the Parliament, and into the Truth of the Matters suggested in his Petition, concerning the Monies said to be lent by him to the Publick; and concerning the Ships taken by some Ships set forth by Authority of Parliament, in which he had a Share: And, if they find him to be a Person that hath testified good Affections to the Parliament, and that his Losses in Parts of Ships, and that the Monies by him said to be lent, are Matters of Truth, that then it be referred unto the said Committee, to value the Ship Globe, which is come into Chatham, and is informed to be no further serviceable to the State, and to make Sale of the said Ship unto the Petitioner: And, in the Sale thereof, to value and allow unto him the Sums of Money which he shall make appear unto the said . . . ., to have lent unto the Parliament; and likewise, such Parts of Ships which he shall make appear he had an Interest in, and were taken by Ships set forth by Authority of Parliament.
