Prayers.

UPON the Report of Mr. Henry Pelham, from the Committee of the Eastern Association, concerning the State and Condition of the Forces in the County of Lincolne;

It is Ordered, upon the Question, That the Committee at Goldsmiths-Hall, out of the first Monies that shall be raised out of the Fines and Compositions of Sir Philip Tirwhit, Edward Pelham Esquire, Sir John Mounson, Mr. John Newton, and Sir George Hennage, do pay unto William Bury Esquire the Sum of Eight thousand Pounds, for the Pay of the Forces of the County of Lincolne: And that the Acquittance of the said William Bury shall be a good Discharge to the Treasurers at Goldsmiths-Hall for the Payment of the said Eight thousand Pounds accordingly.

Ordered, That Sir Edward Partherich, a Member of this House, shall have Leave to go into the Country.

The Question was propounded, Whether this House would nominate and appoint Colonel Rous to be Governor of the Isle of Silley; and that the Members of both Houses that are of the Committee of both Kingdoms, should grant him a Commission accordingly:

And the Question being put, Whether the Question should be now put;

It passed with the Affirmative.

And then the Question itself being put;

It is Resolved, &c. That this House doth nominate and appoint Colonel Rous to be Governor of the Isle of Silly: And that the Members of both Houses that are of the Committee of both Kingdoms, do grant him a Commission accordingly.

The Lords Concurrence to be desired herein.

A Message from the Lords, by Sir Edward Leech and Doctor Aylett;

The Lords have commanded us to return you this Ordinance for the Continuance of the Treasurers at War for Six Months: It came from you: And the Lords have agreed unto it; with these Alterations:-A Report from the Committee of the Admiralty, for William Thomas to be Captain of the great Frigate: Another Report from the same Committee, for Thomas Turner to be Captain of the Royalist Frigate: To both these the Lords have agreed; and desire your Concurrence: The Ships are ready to go away:-A Letter that came from the same Committee (it was sent from Sir George Askew) concerning the State of the Islands of Silly: Which the Lords have commanded us to deliver unto you: This Vote for the Lord Roberts to be Governor of those Islands: A Vote for the Earl of Middlesex to be Lord Lieutenant of the County of Stafford: Two Ordinances for Two Ministers to be presented to Two Livings: To all which they desire your Concurrence.

The Amendments to the Ordinance for continuing the Committee and Treasurers of the Army, for Six Months longer, were read: Which were, That the Ordinance should continue till October next.

Resolved, &c. That this House doth adhere to the Ordinance, as it went from hence: And that a Conference be desired with the Lords hereupon.

Mr. Scawen and Mr. Pury are appointed Managers of this Conference.

Sir Walter Erle is appointed to go to the Lords, to desire this Conference.

He is likewise to desire a Conference upon the Ordinances returned from the Lords concerning the Moiety of the Excise, for the Western and Northern Associations: And carried to the Lords, for their Concurrence, the Classes for the County of Lancaster.

Resolved, &c. That this House doth agree with the Lords in nominating and appointing Captain William Thomas to be Commander of the greater Frigate, lately built at Deptford, called the Nonesuch; he having served the Parliament formerly, in several Expeditions at Sea, with Courage and Fidelity.

Ordered, That the Report from the Committee of the Admiralty and Cinque-Ports, this Day sent from the Lords, for Thomas Turner to be Captain of the Royalist Frigate, be re-committed.

Resolved, &c. That, as to the rest of the Particulars of this Message, this House will send Answer by Messengers of their own.

Answer returned by the same Messengers;

The House hath considered your Message: And, as to the Appointing of Captain William Thomas to be Captain of the Nonesuch Frigate, they do agree: And, as to all the rest, they will send Answer by Messengers of their own.

Resolved, &c. That Mr. Sollicitor, Mr. Selden, Mr. Ellys, Mr. Maynard, Mr. Grimston, Mr. Lisle, Sir Thomas Widdrington, Mr. John Goodwyn, Mr. Prideaux, Mr. Hill, Mr. Lane, Mr. Crewe, Mr. John Stephens, Mr. William Stephens, be added to the Committee appointed to confer with the Common-Council, or their Committee, upon the Business of the Borrowing of the Two hundred thousand Pounds: And are to meet presently; and make their Report To-morrow Morning, if it can be ready.

Resolved, &c. That the Vote concerning the Disposal of the King's Person, and the Declaration upon it, be communicated to the Scotts Commissioners, by the Members of both Houses that are of the Committee of both Kingdoms.

Resolved, &c. That the Lords Concurrence be desired herein.

Mr. Holles is appointed to carry this to the Lords for their Concurrence: And likewise the Votes appointed to be carried by him to the Lords on Friday last: And the Ordinance for Payment of One thousand Pounds to Sir John Evelyn, out of Sir George Strode's Estate.

Resolved, &c. That a Committee be appointed to reduce the Propositions, lately presented to his Majesty at Newcastle, into one or more Ordinances; Regard being had to the Proposition made to the City for the Borrowing of Two hundred thousand Pounds, and the Agreement thereupon: And Mr. Sollicitor, Mr. Selden, Mr. Recorder, Mr. Grimston, Mr. Prideaux, Mr. Wm. Pierpont, Mr. Boys, Mr. Ellis, Mr. Maynard, Mr. Crewe, Mr. Robinson, Sir William Lewes, Mr. Hill, Mr. Lisle, Sir Thomas Widdrington, Mr. Ball, Mr. Samuel Browne, Sir Henry Vane junior, Mr. Holles, Mr. Marten, Mr. Westrowe, and Sir Arthur Heselrige, are appointed to be of this Committee: And they, or any Four of them, are to meet this Afternoon at Four of the Clock, in the Duchy-Court.

And the Care of this Business is more particularly referred to Mr. Sollicitor.

Sir Walter Erle brings Answer, That the Lords will send Answer, by Messengers of their own, to the Division of the several Classes for the County of Lancaster: And will grant a Conference in the Painted Chamber, presently by Committees of both Houses, concerning the Ordinance for Continuing of the Committee and Treasurers of the Army, and concerning the Ordinances for the Excise of the Western and Northern Association.

Ordered, That Mr. Prideaux be added to the Managers of the Conference upon the Ordinance for continuing the Committee and Treasurers of the Army, and upon the Ordinance for a Moiety of the Excise to the Western Association.

Ordered, That Sir Thomas Widdrington be added to the Managers of the Conference upon the Ordinance for a Moiety of the Excise of the Northern Association to be granted to the said Association.

Sir Anthony Irby reports, from the Committee at Goldsmiths-Hall, the Delinquency of Dame Judith Clerke, of Pleshy in the County of Essex, Widow: Which was, That she supplied her Son with Monies; and maintained him in Arms against the Parliament: Her Estate, in Jointure, for her Life, is One hundred and Sixty Pounds per Annum; and an Annuity, for her Life, of One hundred and Sixty Pounds per Annum: For a Composition for which Estate the Committee propound the Fine of Three hundred and Twenty Pounds.

The humble Petition of Robert Clerke, Son and Heir to Sir Robert Clerke, late of Newarks in the County of Essex, Knight, deceased, was this Day read.

A Certificate from the Committee of the County of Essex, from Chelmesford, concerning the Values of the Manor of Newarks in the said County; and testifying the good Affections of Mr. Robert Clerke; was read; and nothing done upon it.

Resolved, &c. That this House doth accept of the Sum of Three hundred and Twenty Pounds of Dame Judith Clerke, of Pleshy in the County of Essex, Widow, for a Fine, for her Delinquency: Her Offence is, That she supplied her Son with Monies; and maintained him in Arms against the Parliament: Her Estate is One hundred and Sixty Pounds per Annum, for Jointure; and an Annuity of One hundred and Sixty Pounds more, during her Life.

An Ordinance for granting a Pardon unto Dame Judith Clark, in the County of Essex, for her Delinquency, and for Discharge of the Sequestration of her Estate, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Mr. Holles brings Answer, That the Lords will send Answer to the Message this Day carried by him to the Lords, by Messengers of their own.

Ordered, That the Business of Ireland be taken into Consideration on Friday Morning next: And that Mr. Samuel Browne, and Mr. Pury, do then make their several Reports concerning Monies for Ireland.

Ordered, That the Ordinance for the County of Chester be read the Second time on Thursday Morning next.
