Prayers.

AN Ordinance for the Payment of the yearly Sum of Eight thousand Pounds, by several Portions, for the Support of his Highness the Prince Elector Palatine of Rhyne; viz. Two thousand Pounds out of the King's Revenue; and the other Six thousand Pounds yearly out of the Manors, Lands, and Messuages, of divers Persons named in the said Ordinance; was this Day read the Second time; and, upon the Question, committed unto Sir Benjamin Rudyard, Colonel Ashton, Mr. Trenchard, Mr. Baynton, Sir Thomas Widdrington, Sir Edmund Fowell, Mr. Selden, Sir Robert Harley, Mr. Grimston, Mr. Bond, Sir William Massam, Mr. Henry Pelham, Sir Simon D'Ewes, Lord Fairfax, Colonel Moore, Mr. Blakeston, Sir Wm. Strickland, Sir Nathanael Barnardiston, Sir Thomas Woodhouse, Mr. John Browne;

This Committee, or any Five of them, are to meet at Two of the Clock this Afternoon, in the ExchequerChamber; and are to present the Names of fitting Persons to the House, to be a Committee, to have the Management of the Lands, out of which the Six thousand Pounds is to be paid: And Mr. Trenchard is to take care hereof.

An Ordinance for making Doctor Metcalfe and Doctor Pratt Two of the senior Fellows of Trinity-College, for the better Regulation of that College, was this Day read the Second time; and, upon the Question, passed.

Ordered, That One thousand Pounds shall be allowed and paid to the Widows, out of the first Fine and Composition that shall be made at Haberdashers-Hall, upon such Delinquent or Delinquents as shall be sent thither upon Mr. Speaker's Warrant: And Mr. Speaker is hereby authorized to send the first of those that shall come in upon his Warrant, to Haberdashers-Hall, to compound there for his Delinquency.

Resolved, &c. That the Mayor of the City of Lincolne for the Time being, Robert Marshall, Wm. Marshall, George Bracebridge, and William Goodknapp, Aldermen of the said City of Lincolne, and Thomas Peachell, and Richard Ward, Gentlemen, shall be, and are hereby added to the Committee for Sequestrations in the said City of Lincolne, and within the County of the said City.

The Lords Concurrence to be desired herein: And

Mr. Broxholme is to carry these Names to the Lords.

The humble Petition of Captain Richard Hepey was this Day read.

Ordered, That it be referred to the Committee of Examinations, to examine the whole Business concerning Captain Hepey; and concerning his Detaining and Imprisonment in Lancashire: And the said Committee of Examinations are to meet upon this Business this Afternoon: And have Power to give the said Captain Hepey Damages for his Imprisonment and Losses, if they shall see Cause.

Ordered, That Colonel Egerton do forthwith deliver, or cause to be delivered, the Men, Horse, and Arms, in Lancashire, appearing to be justly belonging to Captain Hepey; to be by the said Captain transported into Ireland, for the Service of that Kingdom: And that he be accommodated with Conveniences for transporting his Horses and Arms at Leverpoole in the said County; the said Captain Hepey paying for the same.

Resolved, &c. That this House doth accept of the Sum of One hundred and Fifty Pounds of Mr. Edmund Sawyer, as a Fine, for Discharge of his Delinquency and Sequestration: And that, upon the Payment of the said Sum of One hundred and Fifty Pounds to the Committee of Northampton, to be employed for the Service of the Forces of that County, an Ordinance be brought in, for discharging him of his Delinquency, and for taking off the Sequestration from his Estate.

An Ordinance for appointing the Collecting and Payment of all Monies in Arrear in the County of Essex, for the Fifth, and Twentieth-Part, weekly Assessments, and other Monies, for Maintenance of the Army late under the Command of the Earl of Manchester, and not yet collected, to the Committee for the County of Essex; to be by them disposed of, for the Defence and Service of the said County; was this Day read the First and Second time; and, upon the Question, passed; and ordered to be sent to the Lords, for their Concurrence, by Sir William Massam.

An Ordinance for appointing the Payment of the Interest of Five hundred Pounds, charged upon the Excise, out of the Receipts of the Excise, for the first Six Months, unto Nathanael Stephens, Thomas Hodges, and Thomas Pury, Members of this House, and for Payment of the said Five hundred Pounds, and Interest for the same, at the End of Twelve Months, out of the Receipts of the Excise, unto them, or their Assigns, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for Discharge of the Delinquency and Sequestration of Charles Edmonds, of Preston in the County of Northampton, Esquire, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for securing the Payment for, and Maintenance of, Eight hundred Horse under the Command of Major Haynes, for the Safety of the County of Lincolne, and of the Eastern Association, upon the Receipts of the Excise, for Two Months, with Interest for the same, was this Day read the Second time; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

An Ordinance for charging the Sum of Six thousand One hundred Fourscore and Four Pounds upon the Receipts of the Excise, in Course, for the Payment of Eight hundred Horse, raised by the Eastern Association, for the Safety of the County of Lincolne, and of the Eastern Association, was this Day read; and, upon the Question, passed; and ordered to be sent to the Lords for their Concurrence.

Ordered, That the Nine-and-twenty Towns in Cheshire, formerly assigned and allotted to the Maintenance of the Garison of Warrington in Lancashire, be now applied and assigned, amongst the other Towns of Cheshire, to the Maintenance of the Forces and Garisons of Cheshire: And the Governor of Warrington, and all other Officers and Soldiers whom it may concern, are to take notice hereof, and demean themselves accordingly.

Sir William Waller reports a Declaration, to be sent to the Isle of Jersey, concerning the Executing of any the Inhabitants of that Island, now Prisoners there for their good Affections to the Parliament: Which was read; and, upon the Question, assented unto; and ordered to be sent to the Lords, for their Concurrence, by Sir William Waller.

Ordered, That it be referred to the Committee of Prisoners, to consider of some fitting Exchanges of some Prisoners here, for Prisoners in the Enemy's Custody in the Isle of Jersey: And that likewise they do consider of some Expedient for sending the Declaration concerning the Prisoners there into that Island.

Ordered, That the Monies collected in the several Churches and Chapels Yesterday, the One-and-twentieth of this instant September, by virtue of an Order of this House, for the Relief of many distressed and plundered People of Bristoll, and the Counties adjacent, at present in London and Westminster, and Suburbs, shall be distributed by the Treasurers appointed to receive the said Collections, amongst the said distressed People, according to a List of Names delivered in to the Lord Mayor.

Ordered, That Sir Thomas Woodhouse shall have Leave to go into the Country for a Month: And he is desired to employ his best Care and Endeavours for speeding up the Recruits and Monies for Sir Thomas Fairfaxe's Army.

Ordered, That the Committee of Plymouth shall have Power, with the Advice of the Committee of the Navy, to give Liberty, that Pilchards may be brought into Plymouth out of the Enemy's Ports.

Ordered, That the Business concerning the Scotts Papers, and Scotts Army, be taken into Consideration Tomorrow Morning, so soon as Mr. Speaker comes to the Chair, in such manner as the same was appointed to be this Day considered of by the Order of Saturday last: And that Mr. Speaker do put the House in mind hereof.

Ordered, That the Committee appointed, on Saturday last, to inquire after the Paper, in Form of a Petition, concerning the Matter of Church-Government, do meet this Afternoon, in the Exchequer-Chamber: And the Care of this Business is especially recommended to Mr. Lisle.

The House was acquainted with a printed Paper, concerning Elections, sent down to Alisbury; and likewise with a Paper concerning some Proceedings at Alisbury, touching Elections.

The Question being propounded, Whether a Committee should be appointed upon the whole Matter of his Information;

Ordered, &c. That a Warrant shall issue forth, under Mr. Speaker's Hand, directed to the Clerk of the Crown in Chancery, to issue forth a Writ, for the new Election of Two new Burgesses for the Borough of Alisbury in the County of Bucks, in the places of Sir Ralph Varney, and Sir John Packington; who are disabled, by Judgment of this House, to sit as Members thereof, during this Parliament.
