PRAYERS.

Affairs at Yorke.

A LETTER from the Committees at Yorke, of the One-and-twentieth of this instant Month, relating what happened at Yorke, upon the Summons of the Horse of the County, and likewise some particular Circumstances concerning the Demeanor of the High Sheriff of that County.

Officers Arrears.

Ordered, That the Seven and twenty Officers, and Captain Armstrong, that have petitioned this House, shall be forthwith paid One thousand Pounds, being the Arrears of their personal Entertainment, out of the Monies that come in upon the Act of Contribution; and that the said Monies shall be repaid to the Treasurers appointed by that Act, out of the Monies that shall come in upon the Bill of Four hundred thousand Pounds: And the Treasurers appointed by the said Act of Contribution, are hereby required to pay the said Monies to Sir Wm. Uvedale, Treasurer at Wars in the late Northern Expedition, to be paid to the said Officers as aforesaid.

Ordered, That Sir Wm. Uvedale shall cast up what Monies are due to Lieutenant Colonel Rolle: And that the Monies that shall appear upon his Certificate to be due, shall be paid out of the Monies assigned for the Payment of the Arrears to the Officers, into the Treasurers of the Adventure for Ireland; to be employed for his Adventure.

Hereford Writ.

Resolved, upon the Question, That Mr. Speaker shall issue forth his Warrant to the Clerk of the Crown in Chancery, for issuing out a new Writ for Electing of a Burgess to serve in this present Parliament in the Stead of Mr. Weaver, formerly returned to serve as a Burgess for the City of Hereford, and since deceased.

Declaration.

The Committee, according to the Order of Saturday, brought in the Oath compared with the Record; and the Clause of his Majesty's Answer to the Lords and Commons Claim; and a Clause to be inserted; and a Clause offered to be inserted after these Two Clauses.

Ordered, That the Clause of his Majesty's Answer to the Commons Claim, in the Statute of 25 E. III. of Provisons shall be inserted in the Declaration: And that another Clause, likewise presented by that Committee, be inserted into this Declaration.

Committees of both Houses.

Ordered, That Sir H. Mildmay do go to the Lords, to desire that the Committees of both Houses, to whom the Scotts Commissioners are to address themselves for their Brotherly Assistance, may speedily meet.

Raising Voluntiers.

Mr. Selden, Mr. Lisle, Mr. Glyn, Mr. Solicitor, are appointed to withdraw, to consider of an Order for the Raising of Voluntiers, according to a Clause in the Act of Adventurers.

Importing Currans.

2da vice lecta est Billa prædicta; and, upon the Question, committed unto the Committee for Trade, where Sir H. Vane has the Chair: And they are to meet To-morow, at Two post meridiem, in the Star-chamber.

Loans.

Ordered, That Mr. Pym and Mr. Strode shall prepare a Letter to be sent to the Cities and great Towns, for the Loan of Monies; and bring it in To-morrow Morning.

Providing Money.

Ordered, That the House be forthwith resolved into a Committee, to consider of the Providing of present Monies.

Message to Lords.

Mr. Fines carried up to the Lords the Declaration, to desire their Concurrence; and to desire the Lords to give Expedition to the Bill for calling the Assembly; and to meet, That the Committee of both Houses concerning the Militia, may meet this Afternoon.

Deputy Lieutenant.

Mr. Cromwell brings Answer, That the Lords agree to Sir Walth. Pye, to be Deputy Lieutenant of the County of Bucks.

Answer from Lords.

Sir H. Mildmay reports, That the Lords do agree, that the Committee concerning the Brotherly Assistance do meet this Afternoon, at Two of Clock, in the Painted Chamber; and do agree to the Orders concerning the Contribution money for Devon and Exeter.

Loan from Merchant Adventurers.

Whereas, by a former Order, the Loan of Thirty thousand Pounds hath been desired from the Fellowship of Merchant Adventurers of England, they having Allowance of Eight per Cent. per Annum. It is now again required, considering how much the Loan of the said Money concerns the Safety of the Kingdom at this present; and that there is so great Necessity thereof, that the Want of it may much danger the Disbanding of the Army in Ireland, and consequently the Loss of that Kingdom; that the Governor and Deputy of the said Fellowship do forthwith call the whole Company together, and let us know to whom we are obliged, and to whom we are not: The Performance whereof shall be accounted and acknowledged a great Service to this House.

Loans.

Ordered, That the Committee appointed on Friday last, to treat with the Merchant Adventurers, shall have Power to send to and treat with such Persons as they shall think fit, for the Bringing in of ready Monies at Eight per Cent. upon the Credit of the Stock is now in preparing.

Persons to attend.

Ordered, That Commissary Willmott and Colonel Ashburnham, be required to attend this House To-morrow Morning: And that their Bail have Notice of this Order.

Answer from Lords.

Mr. Fienis brings Answer, That he had delivered the Declaration; and that the Lords have appointed Thursday next, to take into Consideration the Bill for calling the Assembly; and do agree, that the Committee concerning the Militia do meet this Afternoon.

A Message from the Lords, by Sir Edw. Leech and Dr. Littleton;

The Lords have sent two Bills; the One concerning the enabling the Earl of Arundell to sell some Lands in Norfolk, for the Payment of his Debts; and likewise to enable Sir Ro. Coke to pay his Debts.

Raising Voluntiers for Ireland.

WHEREAS, by an Act made this present Session of Parliament, intituled, An Act for the speedy and effectual Reducing of the Rebels in his Majesty's Kingdom of Ireland, to their due Obedience to his Majesty, and the Crown of England, among other Things it is Enacted, That no Part of the Money which shall be paid in according to the said Act, shall be employed to any other Purpose than the Reducing of the said Rebels, until the said Rebels shall be declared to be subdued by the said Lords and Commons, as aforesaid: And that the said Money shall be employed for the speedy and effectual Subduing of the said Rebels, by sending over into the said Realm of Ireland, and disposing there, such Forces of Foot and Horse, Monies, Ammunition, Victual, and all other things necessary to a War, in such Manner as the Lords and Commons in Parliament, shall, from time to time, direct: And the Overplus of the said Money (if any shall be) to be disposed as the said Lords and Commons shall likewise direct: And whereas the said Forces cannot be sent over, but first they must be raised: It is therefore Declared, by the said Lords and Commons, That whatsoever Forces of Horse or Foot shall be sent over by virtue of the said Act, may be raised by the Direction of the Lords and Commons, by virtue of the Act aforesaid. The Lords and Commons in this present Parliament, do give full Power and Authority unto the Adventurers of the additional Forces by Sea, according to their Propositions assented unto by both Houses of Parliament, by Themselves, their Deputy or Deputies, Officer and Officers, as they shall employ, to raise One thousand Soldiers, Voluntiers, by beating the Drum, in such manner as is usual for Raising of Voluntiers, for to be employed for helping to reduce Ireland: And for their so doing this Ordinance shall be their sufficient Warrant.

Instructions to Yorke Committee, &c.

That a Committee be appointed to prepare an Answer to the Letters this Day received from the Committees at Yorke: And that it be referred to the same Committee, to prepare a new Instruction to be sent to the said Committee, to enable them for the better Dispersing and Publishing the Orders of both Houses through the County of Yorke: And that they shall likewise prepare an Order to be sent to the Lord Mayor, Aldermen, and Sheriffs of the City of Yorke, for suppressing all Forces within the County of the City of Yorke, to require them to publish likewise the Orders of both Houses; and to require Obedience unto them: And that it be referred to the same Committee to consider of the late Violations of the Laws, and how the last Declarations may be best published through the Counties.

That such Merchant Ships as the Parties intrusted in the City of London for the Receiving in and Issuing of Powder, shall be informed are ready to go to Sea, shall have such Quantities of Powder for the Service of their Voyage, as the said Parties shall think requisite.

Deputy Lieutenant, &c.

Resolved, upon the Question, This House doth approve of Sir Ro. Parkhurst to be Deputy Lieutenant of the County of Surry: And that Mr. Sandys move the Lords for their Approbation: Likewise the Declaration, and Ordinance, concerning the Raising of Men, to be carried up to the Lords To-morrow Morning.
