Pope's Petition.

THE humble Petition of Sidrach Pope, Mariner, was this Day read: And,

It is Ordered, That it be referred to the Consideration of the Lord Admiral, to do therein as to his Lordship shall seem fit.

Merchant Strangers.

The humble Petition of the Merchant Strangers of the Intercourse was this Day read.

And the Question was propounded, whether this House should order, that the Collectors for the Subsidies should forbear to press the Merchants of the Intercourse to pay the said Subsidies, until a Report be made from the Committee of both Houses, unto which the said Business is referred.

King's Declaration.

Ordered, That the Committee for his Majesty's Declaration may sit notwithstanding that the House sits.

Naval Affairs.

Ordered, That Eight Pinnaces shall be employed, and set forth, for the Service of Ireland.

Ordered, That the Two Frigates shall be bought for the Service of the Kingdom.

Customs on Tobaccoes.

1^a vice lecta est Billa, An Act for the Regulating the excessive Rates, under the Name of Customs, demanded for Tobaccoes of the English Plantations of the Summer Islands, or other Parts of the West Indies, brought into this Kingdom before the Twenty-fifth of May 1641.

2da vice lecta est Billa prædicta; and upon Question, committed unto the Committee for the Customers: And are to meet this Afternoon, at Two of Clock, in the Treasury-chamber.

Chambers' Petition.

Ordered, That the Committee for Mr. Chambers' Petition, unto which the Complaints against the Customers are referred, where Mr. Whitlock has the Chair, be revived; so sit at such convenient Times as they shall think fit, when the House does not sit: And Mr. Peard is added to this Committee: And they are to consider who has made private Compositions with the Customers, and upon what Grounds: And the Committee is to have a Copy of the Order of this House, formerly made, concerning this Business.

Turkey Company.

Ordered, That Sir H. Vane do make Report of Business concerning the One per Cent. and the Turkey Company, To-morrow, at Nine of Clock.

Ship Unity.

Ordered, That the Consideration of the Ship Unity, Goods, Master, and Seamen, Merchants and Passengers, stayed at Saltcombe in Devonshire, be referred to the Lord Admiral, to do therein as he shall think fit.

Kentish Petition.

Ordered, That the Committee appointed to consider of the Petition framed at Maidston, do meet this Afternoon, at Three of Clock, and expedite that Business with what Speed they may: And that the * * * *

Sir Edward Dering this Day appeared, being sent for as a Delinquent, by a former Order of this House, concerning a Petition framed at Maidstone.

Sir Peter Wentworth is appointed to go to the Lords to desire that the Committees concerning the Kentish Petition may meet this Afternoon, at Two of Clock; and that the whole Afternoon may be spent in these Examinations, in regard the Business is long, and requires Haste.

Duynkirke Ships.

Ordered, That Mr. Bellassis and Mr. Hotham do repair to the Lord Admiral; and inform him, that this House has been informed of Two Duynkirke Ships that ride about Scarborough.

Army Commissions.

Ordered, That Sir Jo. Holland do go to the Lords, to desire their Lordships forthwith to send down to this House the Form of such Commissions as shall be directed to the Colonels and Captains; to the end that they may likewise be agreed on by both Houses.

Harrold's Petition.

Ordered, That the humble Petition of Robert Harrold, Merchant, who has a Ship and Goods stayed at Milfordhaven, be referred to the Lord Admiral.

St. Matthew, Friday-street, Minister.

Ordered, That the humble Petition of the Parishioners of St. Matthew, Friday-street, concerning Mr. Cheslyn their Minister, be referred to the Committee for scandalous Ministers.

Arms at Hull.

Ordered, That a Message shall be sent to the Lords, to desire a free Conference, concerning the Conference had on Saturday last, touching the Removing the Arms at Hull.

Lord Ruthen is to desire a Conference.

Mr. Hollis, Mr. Strode, Sir Gilbert Gerard, Mr. Martin, Mr. Hotham, Sir Ph. Stapilton, are appointed Managers of this Conference.

Kent Petition.

Dr. Shelden was called in, concerning the Petition framed at Maidston.

Mr. Cropley was likewise called in, upon the same Petition; and said, That he was at Maidston, upon some private Business of his own; That he stayed not there above Four Hours; That he saw not the Petition, nor heard any Word of it: But on Sunday was Sevennight, Sir Edw. Dering, after Evening Prayer, acquainted him, and his Parishioners, in the Body of the Church, therewith: And he himself* * * *

Navy.

A Message from the Lords, by Sir Edw. Leeche and Dr. Bennett;

The Lords desire a Conference, by a Committee of both Houses, presently, in the Painted Chambers, if it may stand with the Conveniency of this House, touching the Notes that were sent up from this House, concerning the Summer's Fleet that is presently to go to Sea.

Answer returned by the same Messengers.

This House has considered their Lordships Message; and will give a present Meeting, as is desired.

Ships at Scarborough.

Mr. Bellassis acquaints the House, that he and Mr. Hotham had acquainted the Lord Admiral, concerning the Ships at Scarborough.

Kent Petition.

Sir Peter Wentworth brings Answer from the Lords, That the Committee for examining the Business concerning the Petition framed at Maidston, shall meet this Afternoon at Three, as is desired.

Command of the Fleet.

Mr. Hollis reports, That the Lord Roberts told them, the Lords had received a Vote of this House, on Saturday last, concerning the Earl of Warwicke his commanding in Chief, under the Earl of Northumberland, of this Summer's Fleet: That they did concur with this House in that Vote; and had laid a Command on these Two Lords, to yield Obedience thereunto: To which they had submitted: And that the Lords have passed a Declaration concerning these Two Lords, of the acceptable Service to the Commonwealth, in this their Acceptance; and do desire a Concurrence of this House therein.

The which was read; and, by Order upon Question, assented unto.

That the Lord Admiral, in deputing the Earl of Warwicke to command the Fleet for the Defence of the Kingdom; and the Earl of Warwicke, in undertaking that Charge; have done nothing therein, but according to the Law of the Land; unto which they were commanded by both Houses of Parliament; Who, knowing it to be a necessary Service, at this present, for the Safety of the Kingdom, do declare, that the said Lords shall have the Assistance of both Houses of Parliament, against any Inconveniences that may incur by yielding their Obedience unto the said Commands, in this necessary and important Service.

Tumults, &c.

Ordered, That a Message may be sent to the Lords, to desire their Lordships to appoint a Committee to join with a Committee of this House, to take the Examinations of any thing that shall be presented unto them, by his Majesty's learned Counsel, concerning Tumults, seditious Pamphlets, or Sermons; and that the King's Counsel be required to take Notice of this Order: And Sir Jo. Evelyn is appointed to go with this Message.

Church Government.

Mr. Selden, Mr. Nath. Fienis, Sir Hugh Cholmeley, Mr. Hampden, Mr. Rowse, Sir John Potts, Mr. Waller, Sir Edw. Partheriche, Mr. Whitlock, Mr. Pym, Sir Walth. Erle, Sir Simonds D'Ewes, Sir Wm. Lewis, Mr. Crew, Sir Ph. Stapilton, Sir Ro. Coke, Mr. Pierepoint, Mr. Ro. Goodwyn, Sir Arth. Haselrig, Sir Ben. Rudyard, Sir Ro. Harley;

This Committee is to prepare and to present to the House, a Form of a Declaration, which may express the Intentions of the House, for the vindicating the Doctrine of the Church from the Aspersions laid upon it; and concerning Government, discipline, and publick Liturgy in the Church; and concerning Consultation to be had with Divines hereupon: They are likewise to consider of the Establishing and Maintaining of a Preaching Ministry through the Kingdom; and the Ways and Means how to do it. This latter is to be considered of, after the Declaration is expedited, and presented to the House: But this Committee is to express, in this Declaration, the Intentions of the House, for providing and maintaining a Preaching Ministry: And are to meet To-morrow, at Two post meridiem, in the Star-chamber.

Mr. Speaker.

The humble Petition of Wm. Lenthall Esquire, Speaker, concerning the great Decay in his Body and Estate, occasioned by his daily and continual Employment here, was this Day read: And

It is Ordered, That it be referred unto Sir H. Vane, Mr. Pym, Mr. Waller, Mr. Hampden, Sir Philip Stapilton, Mr. Holles, Sir Hugh Cholmeley, Sir Ben. Rudyard, Sir H. Vane, jun. Sir Ro. Coke, Sir Ro. Pye, Mr. Green, Mr. Hunt, to take into present Consideration: And all that will come are to have Voices: And are to meet on Wednesday Morning, at Seven of Clock, in the Court of Wards.

Kent Petition.

Mr. Wheeler delivered his Papers of Examinations taken in the Business concerning the Petition framed at Maidston, to Mr. Reynolds.

Irish Affairs.

Five several Letters out of Ireland, concerning the State of Munster; and concerning the Ground, pretended by the Rebels, for their going into Rebellion, set forth in Two Letters to the Lord Baramore; the One from the Lord Muskerry; the other from Gerard Barry; were this Day delivered in by the Lord Dungarvon; read; and delivered to the said Lord back again. There was likewise One read from Mr. Jepson, concerning the State of Munster.

Ordered, That the Lord Dungarvon do move the Lord Lieutenant of Ireland, from this House, That the Officers of the Two thousand Men, designed for Munster, may be immediately sent away, for the raising of those Men.

Ordered, That the Lords be moved To-morrow, so soon as they are set, that the Commissioners that are appointed by his Majesty's Commission for the Affairs of Ireland, may meet every Day, at such Times as the Occasions of the House will best give Leave, to put the Commission into Execution.

Ordered, That it be referred to the Commissioners for the Affairs of Ireland, to take some Consideration of preferring to Places of Command such Gentlemen Protestants as have, since the Rebellion, done good Service in Ireland, and are stripped of their Estates by the Rebels.

Mr. Speaker is to put the House in mind of a Passage, in One of the Letters, directed from the Lord President of Munster, to the Lord Dungarvon, concerning the Earl of Bathe's licensing some Irish to pass into Ireland: And the Order of both Houses concerning the Restraining of Irish to pass into Ireland, is to be found out against To-morrow.

That the Adventurers in London may make a Committee to attend daily the Committee of Adventurers of this House.

Money due to Northern Counties.

It is this Day Ordered, by the House of Commons, That the Lord Mayor of the City of Yorke for the Time being, Thomas Hodshon, Henry Tompson, and William Scott, Aldermen of the said City, shall pay unto the several Persons hereunder expressed, all such Monies as are or shall, from time to time, by them be received into the Chamber of York, upon the Review of the Poll Bill; as also by virtue of a Proviso in the Act of Parliament, intituled, An Act for the Raising and Levying of Money for the necessary Defence, and great Affairs of the Kingdoms of England and Ireland, and for Payment of Debts undertaken by the Parliament, according to these Proportions; viz. For every Thousand Pounds, which shall be received as aforesaid, there shall be paid unto such Person or Persons as shall be agreed upon, and appointed, by the Sheriff and Justices of Peace for the County of York, and the County of the City of York, the Sum of Six hundred Pounds Fourteen Shillings and Five pence, to be distributed to the several Inhabitants of the County of York, and the County of the City of York; Unto Sir Henry Anderson, Knight, and to the Mayor of Stockton for the Time being, the Sum of Seven Pounds Two Shillings and Eight-pence, to be distributed to the several Inhabitants of Stockton; Unto Anthony Aire Esquire, and Mr. Saunderson, of Blyth, the Sum of Nine Pounds Seventeen Shillings and Two-pence, to be distributed to the several Inhabitants of the County of Nottingham; and unto Willoughby Hickman Esquire, the Sum of Thirteen Pounds Twelve Shillings and Three-pence, to be distributed to the several Inhabitants of the County of Lincoln: All which said Sums are to be paid as aforesaid, in Discharge of Part of the Billetmoney due unto the several Inhabitants in the several Counties and Towns aforesaid, for the Billeting his Majesty's Army. And further, according to the Proportions aforesaid, there shall be paid unto Sir Wm. Lambton, Sir Thomas Riddall jun. Sir George Vane, Knights, and Thomas Davison Esquire, the Sum of Two hundred and Fifty Pounds Five Shillings and Four-pence, to be distributed to the several Inhabitants of the County Palatine of Duresme; Unto Sir John Clavering, Sir John Dalavall, Knights, and Cuthbert Heron Esquire, the Sum of Ninety-nine Pounds Twelve Shillings and Eight-pence, to be distributed to the several Inhabitants of the County of Northumberland; And unto Sir Lionel Maddison Knight, and Mr. Leonard Carre, the Sum of Eighteen Pounds Fifteen Shillings and Five-pence, to be distributed to the several Inhabitants of the Town of Newcastle upon Tyne, in Discharge of Part of such Monies as are due and owing by this House, to the several Inhabitants in the several Counties, and Town last mentioned, for the Debts owing them by the Scotch Army: For all which this shall be a sufficient Discharge to the said Lord-mayor, Thomas Hodshon, Henry Tompson, and Mr. Scott.
