A Member reprimanded.
Mr. Watkins, a Member of the House, disobeying the House, (being several times commanded to withdraw) was therefore called to the Bar; upon his Knees, submitted himself to the Censure of the House.
Mr. Watkins commanded to forbear the House, till his Business has received a further Examination.
The Tower.
There was a Paper offered, by a Member of this House, concerning Fortifications and Ordnance mounted in the Tower; which was read: But it being declared, by One of the Privy Council, that my Lord Cottington had delivered up his Patent, and that the King had cancelled it; and that this Day the Soldiers were dismissed; the House proceeded no further in that Business: Only there was a Motion made, that the honourable Personages of the Privy Council, about the Chair, might move the King, that all things in the Tower might be settled in the same Condition and State, as they were before the King's going to the North; and that the Men of the Hamlets, which formerly did attend the Service of the Canons, might now again do it.

Colpepper, Mr. Hoyle, Mr. Ashborneham, Mr. Cradock, Mr. Glinne, Sir Fr. Barnham, Sir Guy Palmes, Sir Wm. Litton, Mr. Kinge, Mr. White, Mr. Rigby:
This Committee is to examine the Delinquency of Mr. Wattkins, in point of Monopoly or Project; and to inquire, whose Names are used in any Monopoly or Project, or receive any Benefit from any Monopoly or Project; and have Power to send for any Persons, Records, or Papers, that may conduce to this Business: They are also to make Inquiry, who they be that have sat here, since the Order against Monopolists or Projectors was made, in Breach of that Order: And for this Service they are to meet on Wednesday in the Afternoon, at Two of Clock, in the Court of Wards.
Hostmen of Newcastle.
A Paper, concerning the Hostmen of Newcastle, was read, and referred to the former Committee.
East Green stead Election.
Mr. Maynard reported from the Committee for Privileges,

Upon his Report, it was Resolved, upon the Question, That the Lord Buckhurst was well elected, and well returned, to serve as a Burgess for East Greenstead, in the County of Sussex, and ought to be admitted to sit here. And accordingly he was called in.
Member not to sit.
Ordered, Sir Wm. Culpepper and Mr. Goodwyn to for-bear to sit, till their Election be determined.
Supply.
Ordered, The House to be resolved into a Committee; and Mr. Solicitor to take the Chair.
Mr. Speaker re-assumed the Chair.
Upon Mr. Solicitor's Report from the Committee, it was, by the House, Resolved, upon the Question,
1. That those Aldermen, and other Citizens, that shall give Security to the particular Lenders of the Money, shall be the Persons that shall have Power to receive and retain, in their Hands, the Money raised by this Act of Parliament, for their Security.
2. That the Counties of Northumberland, the Bishop-rick of Durham, and the Town of Newcastle, shall be exempted from paying towards these Monies:
3. That the Town of Berwick shall not be exempted from this Payment.
Ordered, That those Gentlemen that serve for the City of London, and Mr. Spurstow, shall let the City know the Course that is taken for the Security of those that shall give Security to the particular Lenders of the Money.
Proceedings concerning Spiller.
Ordered, That Sir H. Spiller shall attend the Committee for drawing up the Charge against the Lord Lieutenant of Ireland, this Afternoon, with my Lord Lieutenant's Letter, mentioned in this House on Saturday last; and which he confessed to Mr. Pimme, a Member of this House, that he had: And he is to remain still in safe Custody, till he understand the farther Pleasure of the House.
The Communion.
Ordered, The Committee concerning the Communion, now sine Die, to sit on Wednesday in the Afternoon, at Two of Clock.

All the Members of this House are to meet To-morrow, at Nine of Clock, at St. Margaret's Church, West-minster.
