The Treasury Lords to the Earl of Clare [as Lord Lieutenant of Middlesex]. By the ancient custom and privileges of the Receipt of the Exchequer ("whereof there can be no question made") all the officers, ministers and clerks thereof are exempt from attendance at the Militia or other military duties, in respect of the daily attendance of their duty, "as also of their personal attendance with their servants, horses, arms and furniture on us or [on the] Lord Treasurer for the time being in time of wars." Contrary hereto they are now summoned to attend the Militia. We desire you to discharge them out of the Muster Rolls and to have this letter entered in the books and records of the Militia so that they and their successors be not troubled for the future. Appending : (a) presentment from the Customs Commissioners to the Treasury Lords dated Aug. 2 inst. There are now in Milford Haven port two ships from Virginia laden with tobacco bound for Plymouth. They would pay considerable Customs to the King, but have remained there some time for want of convoy. Similarly in Penzance port two very rich ships from Jamaica. We desire directions to the commanders of the King's ships that shall next pass that way to convoy said ships.

Treasury reference to Mr. Lowndes of the petition of John Jones, esq., shewing that he lent to John Shales and John Hind, goldsmith, deceased, 4,680l. upon their bond and as a further security they deposited 5,050l. tallies of Mr. Rowe and partners ; that Hind became bankrupt and his estate was extended by said Rowe and partners and the said Shales shelters himself in Whitehall and pretends their Majesties owe him 8,000l. as late Commissary General : therefore praying that no moneys may be paid [to Shales] till petitioner be heard and that he may be let into the extents, which Mr. Rowe and partners are willing to. [William Blathwaite] to the Treasury Lords. By the ships last arrived from Jamaica I am informed that about the beginning of December last a wreck has been discovered upon the shoals or rocks of the Serranillas, about 40 leagues south of the west end of Jamaica, and thereupon a proclamation has been issued by the President and Council of Jamaica, dated 1689, Dec. 9, declaring that any inhabitant of Jamaica might go in search of any wrecks in the American seas and to fish and dive for same, provided always that they return to Jamaica with their treasure and make a full and true entry in the Naval Office [there] and pay to the Governor, for the King, a full tenth part of the treasure received by them. Thereupon about 13 sloops had been fitted out and sent with the King's frigate Drake to the said wreck on the Serranillas and had been some time working on said wreck and had taken up 23 Dough Boys or lumps of silver, some broken plate and gold beads, but had not wrought through the ballast or removed the heavy guns, but were clearing the way with all expedition. Memorial from the Treasury Lords to the King. We humbly transmit herein an estimate [missing] which we have caused to be made of all the moneys that can reasonably be expected, as well from Crown revenues as from arrears of taxes, between this time and Nov. 1 next, amounting to 164,251l. 2s. 4½d. But considering that the article for the Excise is computed somewhat largely and the sum of 55,355l. to arise from the Customs will depend very much upon the timely coming of the merchants' ships now at Plymouth and other places to London we cannot ground any certainty, but are only in hopes that the whole sum comprehended in this estimate will be completed in the said time.
The subsistence of the Forces under the Earl of Ranelagh's payment, including the English Forces in Holland and those lately arrived from Ireland, will in 12 weeks' time amount to 96,078l. ; Monsieur Schulenberg's bill due three weeks ago is 15,600l. ; another from him for 6,000l. will be due in eight days ; there is 30,000l. to be sent to Ireland ; and there is 10,000l. unpaid to the Vaudois. The whole amounts to 157,678l. And we have reason to fear that contingencies of several kinds not to be foreseen (without reckoning the Navy, the Ordnance, the transport ships, the Marine Regiments and clearings yet unpaid to Jan. 1 last) will necessarily require every week as great a sum as the known expences. So that we have just cause to apprehend that the money to come in by the said 1st of November (from which time your Majesty's revenues are almost wholly anticipated with [by] the loans charged thereupon) will not be sufficient to discharge the payments which may be absolutely necessary until that day. We think it our duty to lay these particulars before your Majesty and humbly submit same to your great wisdom.

In your memorial of the 13th inst. you represent that the merchants and tradesmen who deal with the Navy (and whose bills are to be satisfied out of tallies and orders of loan for 90,000l. on the Customs [which are] put into your hands in lieu of the weekly money formerly supplied for the current service of the Navy) do solicit for assignments on the said orders with interest in regard some of them were to be paid in ready money and others of them were to be paid interest after six months, which time is expired ; and all of them desire ready money rather than the said orders. Same to the Customs Commissioners of the petition of Christopher Johnson, shewing that he came lately from Norway to London port, where his ship was seized by Mr. Sammon and Mr. Wilson, Customs officers, as being forfeit for bringing 4,000 deals from Norway contrary to the Navigation Act, of which law petitioner was ignorant ; therefore prays delivery of his ship to prevent the utter ruin of himself, wife and five small children. Treasury reference to the Customs Commissioners and to the Wardens and Assistants of Trinity House, Deptford Strond, of the petition of the poor French Protestants at Plymouth, shewing that ever since they made their escapes from France they have detained [maintained] themselves by five barques which trade from port to port and paid but 1s. per ton more than the English built vessels in King James's time, but the Customs officers have lately demanded [the French duty of] 5s. per ton, which if insisted on will be their ruin. Treasury warrant to the Surveyor General of Crown Lands for a particular of the lead and coal mines within the Hundred of Prestatyn, co. Flint, in order to a lease thereof to Joshua Edisbury, esq., for 25 years from Feb. 12 last at 6s. 8d. per an. : with power to the lessee to dig for copper and all other metals, reserving a tenth to the King.
Prefixing : said Surveyor General's report on said Edisbury's petition, ut supra, p. 320. The lead and coal mines in the premises were granted 1661, May 14, to Roger Grosvenor for 31 years at 40s. per an. rent, which grant has by descent vested in Dr. John Edisbury, petitioner's brother [? in law], to whom a new lease was passed 1673-4, Feb. 12, on surrender in consideration that the rent had been paid to that time without any profit made by working "and therefore it was esteemed a service to the Crown to renew the same, the better to encourage the Dr. in sinking pits and working those mines that so the King might have his tenth part, but I am not informed of any lead or coals that have been yet recovered." He now desires to search for copper and all other sorts of mines, it being supposed that some kind of metal may be produced there. I advise the old rent of 40s. per an. for the lead and coals and 6s. 8d. per an. for copper or other mines.

William Jephson to the Revenue Commissioners, Ireland, to report on the enclosed petition of Susanna Smyth, widow of William Smyth, deceased, who was sent over by the late Treasury Lords in the station of Accomptant General of Ireland, but died within the quarter, having never received more than 25l. from Mr. Carleton, collector at Belfast ; my Lords having received a good character of him and being inclined to consider his services.
