Fox, Customs Cashier, to pay the East India Company 22,500l. upon nine tallies dated Nov. 13 last (being respectively for 5,000l., 4,000l., 3,500l., 3,000l., 2,500l., 1,500l., 1,000l., 1,000l., 1,000l.) from time to time out of the Customs of East India goods imported by said Company from Aug. 31 last, together with 6 per cent interest thereon from that date and with allowance of six and six months as by their charter : all for 500 tons of brown saltpetre delivered into the stores Aug. 30 last. Treasury order to the Customs Commissioners to observe an order of the King in Council, dated Whitehall, Dec. 12 inst., that lead be not transported into foreign parts out of the islands of Jersey and Guernsey. Out Letters (Customs) XII, p. 92.
Same to same to similarly observe a like order of Dec. 12 inst. for good city security to be taken from all vessels laden with lead and brimstone outward bound "and all other vessels," said order being made upon a report of the 9th inst. from the Customs Commissioners on the order of reference, ut supra, p. 320, said report enclosing an account [missing] from Mr. Tirrell, deputy collector outwards [London port] (whose business it is to take securities), of the present practice in taking those bonds : the business being altogether discretionary, and as it is impossible to foresee the conditions that may raise a suspicion that such goods may be intended for the supply of the King's enemies, the said Commissioners therein advise that the collector outwards be authorised to admit all such to pass [export goods] who can give good city security, "so where the freighter is so inconsiderable as to have no other security but his own and the [ship's] master's that then he may be stopped from his intended voyage." For so much as you shall lend in this manner my Lords will not call upon you to lend upon the impositions [appropriated as by the Act of 1 Wm. and Mary, c. 28] pursuant to your late contract, "that is to say, you shall stand obliged to lend so much less upon the sum, which was not to exceed 100,000l., specified in that contract." Dec. 19. Royal warrant to the Earl of Ranelagh, Paymaster General of the Forces, to pay to the following, viz. Corville, Vrignis, Devese, Vasselot de Regnier, Maily le Cadet, Serieres, Monpinson, Riccard, being French pensioners and gentlemen who have served in the Horse, an additional 3d. a day each to make up their pension 18d. a day each as from July 1 last : all by reason that there has always been a distinction of 3d. a day in the pension or allowance given to gentlemen who have served in the Horse more than those that have served in the Foot, and there is no such distinction in the establishment of pensions of Sept. 17 last, supra, pp. 254-5 : which matter is hereby to be rectified. William Jephson to Mr. Colinge. I have read to the Treasury Lords the extracts from the letters of Mr. Robinson and Mr. Homrigh, which you sent the 16th inst. by order of the Committee for the Affairs of Ireland. If the said Committee will direct Mr. Robinson to draw bills on Mr. Herriott for the 546l. 17s. 6d. which he has promised to pay to several merchants for wheat, oats, oatmeal and deals, my Lords will enable Mr. Herriot to meet same. Without an estimate, my Lords cannot tell what credit to give to Mr. Robinson for the wheat and oats which he expects from Wales. My Lords have already sent for an account of what money Mr. Frith has received. They will give Mr. Harbord directions on Mr. Van Homrigh's letter as soon as he [Harbord] arrives here. William Jephson to Mr. Williamson concerning the payments to Mr. Fotherby for the Danish Forces, ut supra, pp. 75-6. In reply to yours of the 18th inst. from York, just to hand, I am to tell you that the 1,600l. which you first paid for the Danish Forces is not intended to be any part of the 4,000l. or 5,000l. ordered by my several letters, but that sum is to be paid over and above the [said total of] 9,000l., thus making 10,600l. in all. And if you can pay Mr. Fotherby for the said Forces, or get him credit for any further sum not exceeding 10,000l. it will be a very acceptable service to the Treasury Lords. Prefixing : articles of said inquiry (1) what number of horses, carts or waggons he bought for the service in Ireland ; when they were brought to Chester or Hoylake ; whether due care taken of them by the persons appointed to attend them ; whether such persons were fit for that service and what allowance of oats and hay was made to them daily for feed ; to what uses same were employed in those parts before embarkation ; what condition the horses were in and particularly whether they were not employed to draw any bags of hops, tobacco, wine, brandy, salt or other merchandise and if so what quantity and for what use ; also the exact time of their being sent to Ireland.

(2) Whether Shales or some persons by his order did not contract with some owners of vessels or merchants for their ships or vessels to be taken or hired for the King's service ; if so, what the names of the persons and vessels ; the bigness of same ; for what freight by the month ; whether the said price was reasonable ; whether the ships so hired were immediately laden or otherwise employed in the King's service ; if not, how long they lay idle or unemployed at the King's charge ; and whether he or his employees did not frequently exact or take from such owners a reward for hiring said ships and if so what and from whom.
(3) Whether Shales bought any considerable quantity of hay for the King's service in order to the transporting the Troops over [to Ireland] : if so, how much and at what price, and whether good and sweet in condition and at reasonable price according to the rates of that country [about Cheshire].
(4) Whether a vessel freighted with provisions for the relief of Londonderry, called the Antego Merchant, did not come some time this summer into Hoylake, and if so whether Shales did not direct her not to proceed in her said voyage for that time and caused a considerable part of her loading to be taken out ; if so what was the date of her arrival, and how long she was delayed before permitted to sail.
(5) Whether another ship of 300 tons burden did not also come into Hoylake from Bristol laden with provisions for the relief of Londonderry ; if so, what time she came and whether she was not directed to continue there several weeks by Shales's order ; whether the master did not produce a letter or warrant under Shales's hand requiring him not to depart ; whether said master did not divers times and to several persons complain and lament his being hindered to pursue his said voyage whilst the weather was good and the days long and whether at last, the said vessel being so long delayed till the month of September, was not cast away upon the Isle of Man by a violent storm and the master, part of the crew and all the lading lost.
(6) Whether said Shales or some in trust for him did not trade by way of merchandise and carry over into Ireland divers commodities [such] as salt, hops, tobacco, tobacco pipes, wines, brandy, corn etc. or caused same to be sold there ; and whether he did not by threats detain and prevent others from carrying over [to Ireland] divers commodities for relief of the Army ; and whether he did not refuse a considerable number of shoes that were then ready at Chester and [refuse to] cause them to be transported into Ireland for the supply of the poor soldiers there, though there were many opportunities for it before they were imbarqued.
(7) What number of horses have been seized from the Papists in cos. Lancs and Cheshire and elsewhere in those parts ; when, by whom and how same have been disposed of and whether their Majesties have not been ill dealt with in all that matter and by whom.
(8) Send for all persons capable to inform you of the full of this matter, especially Mr. Robert Twigg. Certify all your examinations, depositions and proceedings in parchment into the Exchequer.
