Royal warrant to the Attorney or Solicitor General for a great seal for a grant to William Aldworth of the office of auditor of all the casual revenue growing due by reason of any penal laws and likewise of all such other accounts as shall be referred to him by the Treasury Lords, so as the same interfere not with the right of any auditor already constituted : all with the fee or allowance of 100l. per an. Same to Thomas Done and Brooke Bridges, Auditors of Imprests, to allow in the Earl of Ranelagh's account of the Forces ending May 1 last the sums as follow, which by the King's command he paid without deduction, viz. 2,051l. paid to Henry, Visct. Treasury warrant to the Customs Commissioners to admit to entry some red Spanish wine laden at Barcelona by John Jolliffe of London, merchant, upon the ship Provinciall of London, Capt. Foot commander ; but said ship being bound for Holland with the residue of her cargo, the commander was obliged to carry same to Holland and there to re-hoop and re-ship them : but same are subject to forfeiture because the Act of Frauds, which explains the Act of Navigation, prohibits the importation of any save Rhenish wines from Germany or the Netherlands. Treasury reference to Mr. Fillingham et al. [Agents for Taxes] of the petition of Alan Garway, Receiver General of the present Aid [1 Wm. and Mary, c. 3] for co. Southampton, praying allowance for his extraordinary charges, he having paid in his whole assessment [receipt] to [within] 50l., which he is ready to pay. Reference Book VI, p. 99.

Oct. 17. William Jephson to Mr. John Machell, at his house at Horsham, Sussex, enclosing the Attorney General's opinion upon the doubt raised in Machell's letter of the 10th inst. whether ready money were to be charged by the 12d. Aid. Communicate this statement to the rest of the [Assessment] Commissioners for your county, so that they may give order for assessing ready money accordingly.
Appending : said statement of opinion, signed by Sir Geo. Treby. I conceive that ready moneys are to be taxed at 6s. per cent [100l.] by the Act [1 Wm. and Mary, c. 20] for the 12d. Aid. (1) It is a personal estate. (2) It is capable of being disposed and employed to advantage as much as wares or merchandizes. (3) There is this express clause in the Act, "if any person who ought to be taxed by virtue of this Act for or in respect of his ready moneys or personall estate shall at the time of his assessment be out of the realm," which is a plain declaration of the mind of the law in this behalf.

Treasury order to the Customs Commissioners to observe an order, dated Whitehall, Oct. 17, from the Committee [of Council] for the Affairs of Ireland, requiring the officers of Chester port to clear all ships on his Majesty's service free of charge ; the said Committee having directed the Commissary of the Provisions for the Army at Chester to order the ships employed in the King's service to take in all their stores at Parkgate, New Quay or Denwall and to present their bill of lading "there" to prevent merchants and others from transporting goods under colour of the King's service that are liable to pay duty. Money warrant for 356l. 12s. 0d. to the officers and clerks of the Tally Court : viz. 44l. 11s. 6d. each to John Low and Peter Leneve, Deputy Chamberlains of the Exchequer, attending said Court ; 89l. 3s. 0d. each to Samuel Langford, tally cutter, Barth. Burton, clerk to the Auditor of the Receipt as scriptor talliarum, and John Taylour, clerk to the Clerk of the Pells : to be as in lieu of their fees on tallies of loan to the total of 3,074,018l. 4s. 4½d., for which tallies of loan were struck between 1672, Sept. 29, and 1687, Sept. 29 ; the Treasury Lords having in May, 1670, directed the said officers to take no fees on such tallies of loan, but that same should be made good to them quarterly by money order drawn by the Auditor of the Receipt, but no such orders have been so drawn for any of the abovesaid total : and likewise similarly no fees have been paid to them on a total sum of 492,296l. 7s. 4½d. for which, within the aforesaid period, tallies were struck, to wit, for the Voluntary Present, moneys received by Mr. Guy, [collection moneys for] the redemption of captives, moneys received by Mr. Kent and Mr. Duncombe, moneys received from Lord Grey's estate, receipts of sale of tin farthings, imposition on French linen and brandy, Charles II's dividends in the East India Company and the Royal Africa Company, the Queen Dowager's [Portugal money or] portion, [compositions for] defective titles in Ireland, the late King [James II's] revenue when Duke of York, moneys paid in by command of Charles II, moneys received for a bar of silver and for the [Hispaniola] wreck : all which fees on both the said totals come to 356l. 12s. 0d. Treasury order to the Customs Commissioners to observe an order of the Committee of Council for the Affairs of Ireland, dated Whitehall, Oct. 19 inst., directing that Francis Leicester, landwaiter in Bristol port, be, till further order, the only person to take the entries of the provisions which Robert Henley, merchant, of Bristol, is ordered by said Committee to send from that port for his Majesty's service in Ireland. Treasury reference to Mr. Harbord [Surveyor General of Crown Lands] of the petition of Francis, Visct. Newport, Treasurer and Cofferer of the Household : petitioner shewing that his lodgings as Cofferer are given from him by the King and the Queen has ordered her own Stable to be paid by her Treasurer, which is above 150l. per an. loss to petitioner ; that the late slaughter house with a yard to it on the Millbanck, Westminster, has been enjoyed by John Fox, brother to Sir Stephen Fox, these 24 years by warrant from Charles II, which he lets for a wood yard at 50l. per an. : therefore petitioner prays a grant of said slaughter house and yard to him and his heirs. Oct. 22. Privy seal dormant for 500l. for equipage and 5l. per day as ordinary to Alexander Stanhope as Envoy Extraordinary to the King of Spain : with the usual clause for allowance of his extraordinaries. But if any money has been paid to him on the privy seal of June 6 last, which ordered the like equipage and ordinary to him as Envoy to reside at Florence (in which quality the King then designed to send him) such moneys shall pro tanto go in satisfaction of the present privy seal : and the said privy seal of June 6 last is hereby to cease. William Jephson to the Auditor of the Receipt to issue 400l. to William Harbord to be paid over to Mÿn Heer Van Lone, Chirurgeon General, for medicaments to be transported with all expedition for the service of the Army in Ireland. Royal warrant to the Attorney or Solicitor General for a great seal for repayment to Thomas Fox, Cashier of the Customs, of the 20,000l. which he has lent into the Exchequer the 25th inst. : to be repaid out of such Customs duties as may be unappropriated : with 6 per cent interest : and further for declaring that for the better security to the said Fox he shall not be removed from his said office (except for fraud or misfeasance) until he be fully repaid said 20,000l. with interest and also the 30,000l. which he formerly lent and which is still due to him. Treasury order to the Customs Commissioners to observe an order of the King in Council, dated Whitehall, Oct. 24, ordering that for three months from Nov. 1 no Custom, Excise or other duty shall be demanded in Ireland for goods or provisions (clothing, linen, leather, iron, stationery ware, saddles and other necessaries for Troopers, combes, oil, tallow, soap, starch, wash balls, corn, brandy, English spirits, all sorts of provisions for eating and drinking, spicery, drugs, medicaments, tobacco, flints) : all by reason that the King is desirous to encourage merchants and others to carry provisions and commodities to Ireland for the support of the Forces and the relief of his subjects there. The Treasury Lords to the Duke of "Sconberg," General of the Army and Master General of the Ordnance. We have yours of the 7th inst. in reply to ours of the 17th ult., wherein we acquainted you what we had done, by the King's command, in order to the settling the revenue in those places in Ireland which are under their Majesties' obedience. You observe that of the 25 [revenue] officers nominated by us there were not above eight then in Ireland. Several of these officers received their commissions more than a month since, and we doubt not are now entered on their places. For those that were then in Ireland we sent over commissions by Mr. Carleton, the collector of Belfast and Carrickfergus, with some in blank in case an officer could not be found. We have also given power to the collectors to appoint tidewaiters and gaugers. So we hope there will be no want of officers. As to those you appointed to manage the revenue before our said commissions arrived, we will make provision for them when the King nominates Commissioners of the revenue for Ireland. Treasury reference to the Attorney General of the petition to the King and Queen from Samuel Reynolds : petitioner shewing that he purchased the inheritance of two farms in co.
