Appending : (a) report to the Treasury Lords from the Customs Commissioners on the petition of Peter and Pierre Henriquez et al. ut supra, p. 208, English merchants, being the King's naturalized subjects and traders to France. Petitioners' silk would have been brought over from Calais (under the liberty to import any goods thence before May 25 last) had not the French King at that time laid an embargo upon the English pacquet boats ; and the petitioners do now receive great detriment by a new imposition lately added by the French King of one livre per pound weight upon wrought silks, commencing from the 1st inst. The Custom of their goods if imported will be near 3,000l. We think it a fit case for relief. If granted, this relief should be expedited before the intended prohibition in Parliament takes place.

Same to the Attorney General of the petition of William Williams, shewing that by mesne conveyances the inheritance of the castle, lordship and town of Haverford West is vested in him under a fee farm rent of 105l. 2s. 11½d. per an. and several other rents amounting to 75l. 2s. 11½d. per an. ; that the Auditor for Wales keeps in charge for the Crown all the [remaining] rents and profits of the premises, which far exceed the said reserve rents, and he will not alter this charge or give petitioner any account of the contents and value of the premises and by misinformation several persons have obtained grants of particulars comprised therein to petitioner's injury [viz. such] as the stewardship of the lordship of Haverford West : therefore praying an examination hereof. Treasury warrant to the Barons of the Exchequer to swear John Swaddell into the place of clerk of the Ordnance, forfeited by Sir Edward Sherburne's declaring himself a Roman Catholic and not taking the oath and declaration : said Swaddell having a reversionary grant thereof, dated 1673, May 6. Same to the Clerk of the Pipe for a lease to Dame Mary Ashe of the ferry called Richmond Ferry for 28 years from 1692, Lady day, and in reversion of the leases to Sir Joseph Ashe and [after him] to Charles Osborne and John Knight [in trust for the Earl of Danby], which last named 99 years' lease is determinable on the death of Katherine, Queen Dowager. The present herein grant to be at the rent of 3l. 13s. 4d. per an. and fine of 20l.

Privy seal for allowances as follow to William Harbord in his account as Commissary General, viz. from the time of the King's landing in the West part of England until his arrival at the Palace of St. James. In the said account, being of moneys received and paid within said time, Nov. 11 last to Dec. 15 last, by said Harbord or by George Bride, his deputy, Harbord voluntarily charges himself with receipts as follows, viz. 70l. received from Mr. Tipping, which he had from Mr. Coven, a collector of Excise for part of Devon and Somerset ; 304l. 15s. 3d. from Mr. Ferguson, which he had from the same collector ; 66l. 2s. 1d. from Anthony Row, which he had from the Excise within said Coven's collector's district, and 251l. 15s. 9½d. [which Row had] from the Excise Office at Exeter for the Excise of Hawtrey [Heavitree], Kenton, Topsham and Affington [Alfington] and 97l. similarly had [by Row] for the Excise in and about Exeter and 5l. 2s. 1d. Smith, being so much left unpaid by the Dutch soldiers ; 1l. 1s. 6d. to a messenger sent to summon in the officers of Excise ; 10s. to a messenger at Hungerford sent to press carts and waggons ; 1s. for parchment for commissions ; 3l. for the hire of carriages with meal from Salisbury to Newbury ; 2s. 6d. for bringing Excise money from Newbury to Wallingford ; 7l. to ten Dragoons and two Serjeants for a week's pay to attend the pressing of waggons, carts etc. ; 29l. 6s. 10d. paid at Newbury for 3,521 loaves of bread delivered to the soldiers by direction of Count Solmes ; 6l. 5s. 0d. to Mr. Bradwell, Excise officer at Newbury, for salary ; 22l. 8s. 0d. paid at Wallingford for 112 pairs of shoes at 4s. a pair, which were brought thither from Salisbury ; 20s. for two carts for bringing meal from Salisbury to Wallingford ; 2l. 10s. 0d. paid at Wallingford for the relief and diet of the prisoners taken at Reading ; 12l. 17s. 8d. paid there for 1,237 loaves of bread at 2½d. per loaf ; 11l. 4s. 0d. to Mr. Pinkney, Excise officer at Salisbury, who brought his collection [receipts] to Wallingford, for salary to him and other collectors ; 200l. to Capt. Langston for the subsistence of Col. It is hereby the King's pleasure that the said items of payments be allowed, as they are sworn to by said Bride, "although by reason of the nature and urgency of our service in the expenditure of the said moneys such formal warrants, receipts or other vouchers as by the strict rules and course of our Exchequer are or might be requisite were not had or obtained or cannot be produced."
Further hereby 60l. is to be allowed to said Harbord for his charges in passing this account.

Trelawney for his journey to Chester to view the Regiments designed for Ireland and to take care of their embarking ; 19l. to Capt. Wynne for carriage of arms from London to Chester ; 20l. to Mr. Luke King for going to Chester and Liverpool to muster the Forces sent to Londonderry ; 20l. to Thomas Smith, messenger, for going to Chester to take care of 11,624l. sent thither for the King's service ; 38l. 10s. 0d. for a guard for the said money to Chester ; 20l. to Joseph Bennett, who came express from Londonderry with an account of the condition of that place ; 50l. to David Carnes, who went express several times between London and Londonderry ; 100l. to Mris. Walker, wife of Mr. Walker, one of the commanders in Londonderry, for her relief ; 100l. to Mris. Baker, wife of Lieut. Baker, one of the commanders there, for her relief ; 20l. to Robert Galbrath sent express to Glasgow in Scotland to despatch provisions to Londonderry ; 5,000l. to Major-General Kirke to be by him carried to Londonderry. All the said sums amounting to 9,793l. 4s. 8d. are hereby to be allowed in the next account of said Harbord of his receipts and payments for the said Irish service, although vouchers etc. as above are not producable for same. And all such payments for the said service as he shall hereafter make by direction of the royal sign manual are hereby to be allowed him similarly in account. Treasury warrant to the Surveyor General of Crown Lands for a particular of the water or pool called Sutton Pool, belonging to the Duchy of Cornwall, with a view to an extension of lease thereof to Anthony Trethewy.
Prefixing : report by William Harbord, Surveyor General of Crown Lands, on said Trethewy's petition, supra, p. 149. Lord Arundell of Trerice had great contests and suits at law with the Corporation of Plymouth in defence of the King's title to the premises and was constrained to mortgage his interest to petitioner, who, having several other debts due to him from said Lord, has since the latter's death taken out letters of administration and so is become entitled to the premises. There is an arrear of rent owing from said Lord on the said premises of 166l. 13s. 4d. for 12½ years to Lady day last and a further 25l. due from him for same time on the rent of a tenement in Cranmow, parcel of the manor of Treworgie, assigned to said Lord by Henry Seymour. These arrears should be paid before the new lease pass, but no fine should be exacted in view of the charges in supporting the King's title.
