and Claydon in co. Suffolk with a view to a lease
thereof to Thomas Felton, esq.
Prefixing : report dated 1690, Dec. 23, by William
Harbord, then Surveyor General of Crown Lands,
on said Felton's petition for same. The premises
were petitioned for in 1662 by Sir Henry Felton,
bart., petitioner's father, who obtained an extension
of lease for 31 years from 1668 at 60s. per an. rent

to be a moiety of the improved yearly value. Petitioner
may be granted a new lease in reversion at

petition of Gilbert Nelson et al., proprietors of the
Zante frigate, Nath. Derby master, taken by the
French and carried into Morlaix ; and likewise on
the petition of Nath. Wood, John Coltman and
other merchants, the former proprietors of said
ship and her cargo : both parties desiring licence
to redeem same. It appears that Wood and Coltman
were the original proprietors of ship and cargo
before her capture, and that Nelson and others
were only insurers thereon for the voyage. We
think licence to redeem her (if granted) should be

The Treasury Lords to Tho. Fotherby, esq., Commissary
General of the Forces intended for the
West Indies. We have received a letter from the
Victualling Commissioners with an account of the
provisions which they have provided for the Forces
in the West Indies or going thither : viz. for 100
soldiers at sea at short allowance for 56 days
(3,734lb. of bread at 1½d. per lb. and other items
detailed, 3,734 gallons of beer, beef, pork, flour,
currants, peas, oatmeal, butter and cheese, to a
total of 109l. 19s. 7½d., from which is to be deducted
34l. 19s. 1½d. because "on shore there is no beer" ;
and 3l. 19s. 2d. is to be added for oil instead of
butter and cheese, being 50 gallons at 4s. 3d. per
gallon, making 10l. 12s. 6d., which is 3l. 19s. 2d.
more than the butter and cheese : resulting total,
78l. 19s. 8d.). This comes to about 3¾d. per man
a day, but is only the bare cost of the provisions
without reckoning anything for freight, casks or
any other charges whatsoever.
You are hereby to give out and distribute the
said quantity of provisions accordingly, deducting
4d. per day from each soldier while beer is allowed
them and 3¼1/8d. per day each when there is no beer
allowed them, and proportionately less for any
lesser quantity of provisions actually served.
Further, as you are appointed to pay the subsistence
to the said Land Forces, you are upon computing
the abovesaid deductions to satisfy the balance of
the subsistence according to the Regulation already
given you : for all which the receipt of the Commander
of each Regiment or Independent Company
shall be your sufficient discharge. |

Kensington, Dec. 4, that all ships in Exeter port
bound for Spain, Bilboa, Portugal and the Canaries
that shall be ready to sail with their respective
convoys be permitted to clear and sail to Plymouth
to join the convoys on giving the usual bonds to
go and return with their convoys : all by reason
that no ships were to clear later than Oct. 10 last
for Spain, Bilboa or Portugal and Oct. 20 for the
Canaries, but the merchants of Exeter allege they
had not timely notice of these dates so as to clear
their ships in time and have therefore prayed
relief. |

that they have been complied with. In cases
where no certificates of discharge in such ports
have been produced, but the Commissioners are
satisfied other ways that those ships have bona fide
unladed at the ports designed, the bonds are not
to be prosecuted : all on a report of Nov. 7 last
from the said Commissioners. |

for Transports that they are advised
from Bristol that the ships outward bound to
Vriginia and the West Indies are ready to sail and
are willing to transport 2,000 men or more to
