Henry Guy to the Postmasters General. A large packet was sent last night from this [the Treasury] Office to the Revenue Commissioners, Ireland. It is now to be stopped and returned hither. Please instruct the officers of the Post house at Chester and Holyhead accordingly. Send it to Mr. Shaw at the Treasury Office. (Same, dated June 23, to the Revenue Commissioners, Ireland. On Tuesday last I sent you a very large packet relating to alterations and amendments to be made in the Acts of the Customs, Excise, Licences and Hearthmoney in Ireland. Same to the Navy Commissioners. My Lords have considered your letter of yesterday concerning the bomb vessels. You are to contract with the owners for the hire of the said vessels for the present expedition, but the contract is to be so made that when the said expedition is ended it may be in the King's election either to discharge the vessels or else to buy 'em at a stated price by adding so much money more to the sum due for their hire, "which [sum] you are now to adjust with the said owners."

The owners prefer to let them at 40l. per month and the King to find victuals and wages, they having had the same [terms] from the Navy Board. They demand present advance 40l. each or 120l. and the charge in fitting, which must be present money, or 1,020l. in all. They also require an order to press artificers and a letter for the materials wanted for the said fitting, such as masts etc. "These" may be done without fail in three weeks at furthest.
Treasury reference to the Customs Commissioners of the petition of Sir Basill Firebrace, praying licence to redeem a ship and her cargo of Portugal wine, which was taken by a [French] privateer when going into Falmouth port and carried into St. Malo : petitioner giving security that no goods of the product of France shall be imported in her : said petition being referred to the Treasury the 18th inst. Prefixing : (a) Order of the Queen in Council, dated Whitehall, June 23 inst., for removing the embargo from all ships that shall be ready to sail with the Newfoundland convoy by the 30th inst., provided that the master and one of the real owners of each ship, except the Fox of Bideford, give 1,000l. bond to go directly with the said convoy to Newfoundland and there endeavour to take in their lading : this order being made upon serious consideration of a report from the Committee for Trade for removing the embargo from such ships and for settling the Newfoundland trade for this season.

Royal warrant, under the Queen's sign manual, to the Lords Justices for a patent to pass the great seal of Ireland in the form of an indenture between their Majesties of the one part and John Lowther, Edward Ford, Francis Chantrell, esqrs., Arthur Bush, Cha. Monke and William Downes, gent., for a grant to them of all wrecks, jetsam, flotsam, lagan, derelict goods, bullion etc. cast away or wrecked at any time before 1695, June 24, in the river of Shannon, betwixt the city of Limerick and a line to be drawn between two points on the remotest headlands at the entrance from the sea into the said river, and which shall be taken up and recovered by them : reserving to the Crown a clear fifth part thereof : they to keep and exhibit the accounts. Same to same for repairs to the churches in the bishopric of Limerick as follows. Upon application made to Wm. III by the inhabitants of Londonderry city and county for money to enable them to repair their ruined churches the Revenue Commissioners were ordered to reserve the moneys which should arise during the vacancy of the said bishopric until further direction therein. There has now arisen the sum of 550l. thereby. You are to issue said sum, and all other sums which have arisen from said vacancy, to be expended in repairs of the said ruined churches in such proportions as you shall think discreet. [?] Report to the Queen from the Treasury Lords on the complaint against Julius Deeds for rescuing wool seized in Scotney barn near Hythe. We think the seizure legal as being on reasonable suspicion and the rescuing thereof was a transgression of the law. But counsel for Deeds insists that the Customs officers had no constable or civil officer with them, as the law requires : to which the counsel for the Crown replied that the Constable or Borsholder who should have assisted was amongst the rioters, "although at a trial since had in Westminster Hall we find the jury was induced to believe that the said wool was designed to be shipped for some other part of England." The Customs officers were assaulted by Thomas Birch, Hen. Boissington, Antho. Cockerill, Thomas Lording, John Knight, John Whitfeild, Henry Baker, John Godfrey, — Hoggsflesh, John Mackett, Peter Wood, Thomas Stonnard, — Tampsett and William Johnson, who wounded several of the officers with quarterstaves ; the said Birch was the Borsholder and servant of said Deeds and commanded the party and shewed to the bailiffs of Lydd the said Deeds' order for the said rescue. At the time of the rescue Deeds was at his house 12 miles from the said barn. We conceive that the strong opposition which the officers have met with upon this and other occasions in those parts is such that there is no likelihood of their performing their duty unless assisted by soldiers ordered to be quartered in those parts for that purpose. Petitioners have proved to the Customs Commissioners that the said ladings are bona-fide goods of the product of Spain and Portugal, and therefore their cases are the same with that of Sir Bazill Firebrace, who obtained your Majesty's licence. June 28. The Treasury Lords to the Revenue Commissioners, Ireland. Col. Edmund Maine, late Commander in Chief of the Third Troop of Guards (in the absence of the Earl of Marlborough), has represented that when the Army marched for Ireland Jane Wollaston was appointed sutler to said Troop and made preparations accordingly, which were put on board the Pelican of Brighthelmston [Brighton], then bound for Ireland, "but were detained at Plymouth for want of a convoy, during the French being on the coast, until the King was come for England," and immediately after, arriving at Dublin, she had to pay 16l. 8s. 0d. for Customs thereon, although solely designed for the service of the Troops, and notwithstanding the King's directions that all provisions for the Army should be imported, Customs free.
