Henry Guy to the Auditor of the Receipt to issue (out of loans on the East India goods duties) 4,330l. to Charles Fox and Thomas Coningsby on any unsatisfied orders in their names for the service of Ireland ; 3,780l. thereof in guineas at 1l. 2s. 0d. each and the residue in silver. And instead of the 27,570l. which was directed the 17th inst., supra, p. 1233, to them out of such loans as they shall make, there is hereby to be issued to them 25,120l. and no more out of such loans. These payments are not to be deferred for any of the Judges' salaries "whereof the Exchequer is not yet discharged" (see supra, p. 1235). Disposition Book IX, p. 161.

Smallpeece and Samuell Barton to the Queen, shewing that they were bound for Daniel Scarle [Searle], a collector of Hearthmoney, who is in arrear 85l. and absconded, and petitioners are no wise able to pay same ; therefore praying a discharge of the bond : said petition being referred to the Treasury July 9 inst. Same to the Commissioners of Transports of the petition of Henry Row, mariner, owner of the Deborah of Plymouth, 85 tons, hired as a transport ship, the hire whereof comes to 54l. 18s. 0d. per month and hath been in their Majesties' service since 1690, April 10, but petitioner has only received thereon 27. 9. [? 27l. 9s. 0d.] and 70 guineas : therefore praying present payment of his freight to enable the ship to continue in the service. Ibid.

July 23. Royal warrant to the Earl of Ranelagh [Paymaster of the Forces, England] to pay David Crawford 10s. a day for each of the two reduced Deputy Commissaries of the Musters from 1689, May 1, to Feb. 29 following, amounting in the whole to 304l. : all by reason that by the establishment of the Forces commencing 1689, May 1, two of the said Deputy Commissaries allowed in the establishment of the late King were reduced, but they did nevertheless perform the service till Mar. 1 following, having been employed in mustering their Majesties' Forces and attending the Danish Troops. Royal warrant to the Clerk of the Signet for a privy seal for 200,000l. to Charles Bertie, Treasurer and Paymaster of the Ordnance, as imprest for land and sea service of the Office of Ordnance. Same to the Treasury Lords to give warrant to the Clerk of the Pipe for a lease to Robert, Lord Lexinton, of premises as follow for 99 years concurrent with the terms now in being and at the present reserved rents of 10s. and 6s. 8d., with clauses of re-assumption as in the two precedent leases as follow and with covenant not to build thereon save by the King's or Treasury Lords' leave. And whereas there was a clause in the last lease that the leaden pipe which is the chief aqueduct to Whitehall and St. James's should be removed without the brick wall of the premises at the lessee's charge, a clause is to be inserted in the new lease as herein, that it is to be forthwith done, not having been yet performed.
Followed by : (1) Treasury warrant dated July 27 accordingly to the Clerk of the Pipe for said lease. (2) Two particulars of the premises made out by R. Marriott, deputy auditor : (a) a piece of ground inclosed by a wall lying within St. James's Park, 10 feet in width north to south and 135 feet in length east to west, in the tenure of [Sir] Theophilus Oglethorpe and Ellen his wife and demised to them 1685, Dec. 6, for 31 years at a rent of 10s. per an. ; (b) another piece of land in said park, 35 feet in length east to west and 104 feet in width north to south, late in the tenure of said Sir Theophilus and Helen Oglethorpe, and now in the tenure of Henry, Lord Grey of Ruthyn, and abutting south on the highway in said park called the Pall Mall, and east on the ancient highway leading without the park to St. James's Stables, and west on the said park and demised to said Henry, Lord Grey, 1689-90, Jan. 10, at the rent of 6s. 8d. per an., with the abovesaid covenant as to the leaden pipe, which covenant is to be renewed in the present lease as being not yet performed.

The Treasury Lords to Monsieur Schylenberg. We have received yours of the 10-20th courant and hoped it would have brought us an account how the exc[hange] ruled at the respective time of your drawing the several bills and the charge of your provisions [? cost of bills] etc. ; the rather because the Earl of Ranelagh by our directions some weeks past writ to you to hasten the same and without which 'tis utterly impossible to come to a final determination of your accounts. However, we have caused a state of the whole to be made according to the best information we can get on this side and herewith transmit you a copy thereof, whereby it appears that the difference between our and your computation amounts to 161,945 guilders 13d., which, at 11 guilders per £ sterling, makes 14,722l. 6s. 7½d. When you have adjusted these matters and given us further light as to the exchange, your provisions, bank etc., care shall be taken that what remains due to you on the foot of your account shall be paid to your correspondent here [in London]. I have read to my Lords a report of the 21st inst. made by Mr. Nott your deputy [in the Office of the Great Wardrobe] on the petition of four Grooms of the Queen's Privy Chamber. It appears therefrom that 320l. 4s. 0d. is due to them for two years' liveries payable in your Office. My Lords desire that you will satisfy this out of the tallies lately directed to be struck for the service of the Great Wardrobe. Ibid.

My Lords have lately assigned a considerable sum for the Chamber by tallies on the East India Goods Duties Act. They desire that same may not be disposed of until you have presented to them a list of the servants and uses to which you intend to apply same. Ibid.
Treasury warrant to the Customs Commissioners to permit Deborah Dioness, widow, to re-export, Customs free, 450lb. weight of chocolate which on the 16th Dec., 1689, she shipped on board the Mary yacht in Holland ; which vessel for want of convoy did not arrive in England until Jan. 18 following, and two days before such arrival an Act [1 Wm. and Mary, Sess. 2, c. 6] was made laying an additional duty of 5s. per lb. on all chocolate imported before [sic for after] Dec. 25 then preceding : that the said chocolate not being worth half the new imposition was brought into the Customs warehouse, London port, where it still remains : petitioner being a poor woman and her whole substance for the relief of herself and children consisting in the said goods, which now lie in a perishing condition, she has prayed leave to import it under the old duty or for permission to export it free of duty ; which latter is hereby granted in regard of the surprise she was under in the laying of the new duty and in compassion to her poverty. Royal warrant to the Earl of Ranelagh, Paymaster of the Forces, authorising him to pay sums as in the book as follows for work and other things for the service of the Royal Hospital of Chelsea during the 16 months ended 1689, April 30, according to Treasury warrants, out of the two thirds of the poundage deduction of 12d. per £ drawn from the pay of the Forces within said period, as provided for by the establishment of the Forces by the late King James and in accordance with the royal warrant of said King of 1686-7, Mar. 1 [supra, Calendar of Treasury Books, Vol. VIII, p. 1232] : all by reason that said Ranelagh's accounts for said Hospital for the two years ended 1687 are ready to be declared and that the succeeding account will be for 16 months, 1687-8, Jan. 1, to 1689, April 30, and in relation to the latter account the Surveyor General [of the Works] has made up and delivered to said Earl a book in the usual form as to what has been expended in said period in building and finishing the said Hospital, the said book containing the particular accounts of the several artificers, with the prices duly certified by said Surveyor, but it appearing that the said sum is greater for the proportion of the time than the former book by reason that part of the work done in the precedent year is charged in the said later account, some of the workmen having omitted to bring in their bills before the book of the preceding year was closed ; also by reason that the late King James towards the latter end of 1687 gave positive direction to have the Hospital finished and all the additional buildings necessary thereto erected with all possible speed.
