Mar. 16. Royal warrant to the Attorney or Solicitor General for a great seal to constitute Philip Darcy, esq., Sir Roger Langley, bart., Sir Edward Ayscough, kt., Sir Edmund Jennings, kt., John Parkhurst, John Carpenter and Cha. Middleton to be Principal Commissioners for Prizes as in lieu of the said Darcy, Langley, Ayscough, Parkhurst, Cha. Deering, Carpenter and Middleton, lately thereto constituted : with power to depute Sub-Commissioners in such ports and places as they think fit ; and to employ such officers as they think fit to prosecute the King's title in the Admiralty Court or as storehouse keepers etc. or otherwise : with a salary of 300l. per an. each to the said Sub-Commissioners and 500l. per an. each to said Commissioners : the latter to be payable quarterly from Christmas last during pleasure. The precedent body of Commissioners, as above, are hereby to be paid their arrears due at Christmas, 1690 : but no part of the salary of the said Philip Darcy shall be paid to him until the arrears due to Benjamin Overton (whom said Darcy succeeded as a Chief Commissioner of Prizes) be fully paid : and similarly no part of the salary of Charles Middleton is to be paid until the moneys due to Sir Thomas Littleton (whom said Middleton succeeded) be paid, and similarly no part of the salary of Sir Edmund Jennings is to be paid him until the arrears due to Charles Deering be paid. Further, hereby John Dive is to be continued as Secretary to the said Commissioners, with the like salary as before viz. 500l. per an. as from Christmas last. King's Warrant Book XV, pp. 297-9.
Treasury warrant to the Excise Commissioners to pay, out of the Hereditary Excise and the fourth part of the unappropriated Temporary Excise (in course after the unsatisfied tallies already struck thereon), the seven tallies for 1,000l. each and six tallies for 500l. each, making 10,000l. in all, which were levied and struck on the 12th inst. on such Excise as in repayment of the 10,000l. which John, Earl of Bath, has lent into the Exchequer on credit of the said fund : together with 6 per cent interest from the 12th inst. Money Book XI, p. 10.
Money warrant for 100l. 17s. 9d. to John Fowler, Receiver General for co. Pembroke of the first Six Months' Aid and the 2s. Aid and Additional 12d. Aid, and similarly for cos. Cardigan, Carmarthen and Pembroke of the Review of the Poll and second Poll : said sum being for his extraordinary charges and expenses in returning his moneys. (Money order dated Mar. 20 hereon.) Same for 956l. 16s. 0¾d. to said Fowler as repayment of a surplusage on the foot of his account of the 2s. Aid and Additional 12d. Aid for co. Pembroke : as certified by Charles Chetwynd, deputy auditor for said county. William Jephson to the Auditor of the Receipt. My Lords have signed an order for 70,000l. to the Treasurer of the Ordnance, ut supra, for the expense of the Office of Ordnance in respect of naval affairs for the year 1691, to be paid out of the moneys of the two-thirds of the Additional Excise [of 2 Wm. and Mary, Sess. 2, c. 10]. My Lords desire that no more than 65,000l. be issued upon said order (without their particular directions) out of the loans to be made by Sir Joseph Herne, Governor of the East India Company, upon credit of the said two-thirds of the Additional Excise. The said sum of 65,000l. is intended to be paid over by the Treasurer of the Ordnance to the East India Company for saltpetre for the year 1691. Disposition Book IX, p. 84.
Same to same to issue to the Treasurer of the Ordnance 5,000l. (remaining undirected of the 70,000l. order, supra) out of loans to be made by said Treasurer himself upon the two-thirds of the Additional Excise : to be upon account of the Ordnance Office expense in respect of naval affairs in 1691.
And further to issue 15,000l. to the said Treasurer : for the service of the Office of Ordnance : to be issued out of loans to be made by himself on the Act for continuing the impositions on wines etc.

Same to same. My Lords desire that the loans which are or shall be made on the credit of the two-thirds of the Additional Excise be issued according to such directions as you shall receive from time to time from my Lords "and not otherwise." Ibid, pp. 84-5.
Same to same to issue to Charles Fox and Thomas Coningsby for transport to Ireland the 500l. which is or shall be paid into the Exchequer in farthings by the Commissioners for coining said farthings. Ibid, p. 85.

The 1,000l. which Sir Henry Bellasys will lend on the Twelve Months' Aid (as additional to the 5,500l. in guineas which he has already lent into the Exchequer on that fund) is to be issued to Mr. Fox and Mr. Coningsby for services as follows, viz. 500l. to said Sir Henry Belasys on his own personal pay ; 200l. to the officers' pay of the Regiment [of said Belasyse] ; 300l. for clothing and accoutrements for the [said] Regiment out of the offreckonings. (Same dated Mar. 17 to Mr. Fox. The above 1,000l. is to be issued to you for abovesaid purposes. Out of the 500l. to Belasyse himself you are to deduct so many three farthings as he paid guineas at the rate of 1l. 1s. 10d. each in making the said loan of 5,500l. The number thereof will be certified to you by the Auditor of the Receipt : and you are to charge yourself [in your accounts as Paymaster of the Forces, Ireland] with so much money as the said three farthings come to.) William Jephson to the Excise Commissioners. In last Christmas quarter's salary bill of your Office the Treasury Lords suspended payment of 125l. and 20l. to Elias Ashmole as Comptroller of Excise. As Ashmole is now renewing his privy seal you are to direct payment to him of the said sums. Disposition Book IX, p. 87.

Same to Sir Christopher Wren. My Lords are informed by Sir Samuell Morland that John Taylor, the engine keeper at Windsor, is forewarned coming into the King's timber yard there to view the new wheel (which is making there for the said engine) by Mr. Browne. You are to give order to said Browne and all others to permit Taylor to view said wheel as often as he pleases whilst it is making. Ibid.

Same to Sir Christopher Wren to repair their Majesties' Granary in St. James's Park, which is very much decayed, to the charge of about 10l. according to your report on the petition of Mr. Webb, keeper of the fowl in said park. Ibid.
Same to the Commissioners for Accounts. A warrant is prepared for 2,000l. for you out of the Excise. As soon as the Queen's hand can be obtained to it my Lords will direct payment thereof in such manner as you may desire. Ibid.
Treasury warrant to the Customs Commissioners to allow to the East India Company a discount of 4½ per cent on the new impositions on coffee, tea etc. as upon other East India goods imported in like manner as same has been allowed for about 30 years past in consideration of the two six months granted them in their charter for paying their Customs : notwithstanding the fact that in the late Act for a new impost on coffee, tea and other goods [1 Wm. and Mary, Sess. 2, c. 6] no mention is made of such discount : it appearing from said Commissioners' report of the 12th inst. that the like discount was allowed on the last new impost on calicoes, silks etc. granted in the time of James II [by 1 James II, c. 5]. Same to same to discharge the surplusage of 66l. 19s. 9d. resting upon the account of Anthony Isaacson, collector of Newcastle port, on his account for 1690, Lady day, Midsummer and Michaelmas : on which the examiners of outport books have reported that he did, during said quarters, omit to collect the aliens' duty on lead etc. exported from that port by aliens : but he having alleged for himself the practice in the late reign by an Order in Council dated 1685-6, Jan. 22, requiring the receiving of no other Customs from merchant strangers for the native commodities of this kingdom exported than what were payable to Charles II at the time of his decease by virtue of the statute mentioned in said Order : which Order was not afterwards revoked by any other Order : it further appearing that the greatest part of the aforesaid goods were really the goods of Englishmen, although they entered and took out cocquets in the names of aliens for colour, to preserve them from capture by the French : "and also because the said former law, which was only lapsed by accident, being again revived by the late Act of Tunnage and Poundage, the said alien duties are again remitted and the practice [now] is to collect as he did." Mar. 17. Treasury warrant to the Sheriff of co. Middlesex, the Treasurer's Remembrancer, the Clerk of the Pipe etc. to make the usual allowance of 4s. a day [each] to six more Justices of the Peace for the said county (as additional to the 18 as follows) : to be paid them out of the fines and amerciaments arising within the sessions at Hickes Hall : it appearing from a writing signed by 44 Justices of the Peace of said county that by the course of the Exchequer Court such allowance has been made heretofore to 18 such Justices, whose names have been certified in the bill of record of every estreat of the peace sent into the Exchequer Court ; and that by reason of the multiplicity of business which has happened in said county of late years by increase of buildings their Majesties, for preservation of the peace, have been pleased very much to increase the number of the Justices, who have been and daily continue very active in attending their Majesties' affairs at Hickes Hall.
