dated Toulon, 1651, May 13, and attested by two
public notaries which imports that John Burgues of
Toulon, esq., did lend to said Prince 6,986 French

Henry Guy to the Navy Commissioners. You are to
enquire what timber suitable for the present or future
works of the Navy is to be found in any of the King's
forests, in order to the Lord Treasurer's orders for
felling same. You are also to proceed, with what
despatch the King's other works and the season of
the year will admit, to erect the two storehouses, one
at Chatham, the other at Portsmouth, proposed
by you to the King in your two last estimates, you
first presenting to the Lord Treasurer your opinion
as to the most advantageous method of performing
same, viz. whether by contract or upon account.
The Lord Treasurer is ready to make good the payments proposed for it in your said estimates. You
are to timely contract for such quantities of large
English timber and plank (besides what the present
market yields) as will be required for the repairs of
the fleet next year. This will have to be felled and
converted within the next season. You are to
contract for same upon credit of the moneys given
by the late Act of Parliament for repair of the Navy,
but with the condition that the prices do not exceed
those of the present market. You are also to
seasonably secure competent supplies of such foreign
[timber] as shall be necessary for the fitting forth
of the King's ships to sea and for a magazine thereof
to remain in store. |

Hereon said Blathwayt offers a copy of his former
report of 1684, Nov. 22, and of the Treasury Lords'
report to the King (Calendar of Treasury Books,
Vol. VII, p. 1492). Since that time Lord Howard
of Effingham, Governor of Virginia, has by letter
signified to your Lordship that because of the late
season when the King's orders touching the quit
rents of Virginia arrived he could not settle the
collection of them in so good a method as he intended
nor certify the true yearly value of them, but that
he had nevertheless caused 531l. 15s. 7d. to be collected for his Majesty and to remain undisposed of
till the King's further orders. |

goods, although petitioner never displeased his
father but often opposed Hicks's fanatical principles.
Petitioner has been a gunner in Portsmouth garrison

whereas said Hicks has continued to be a very
pernicious person to the government and was
lately executed for treason at Glastonbury, whereby

I find that the late Treasury Lords referred same
1684, July 1, to William Hewer, who reported
Aug. 6 following that the 30 horse formerly borne
on the establishment of Tangier with one officer only
at Lieutenant's pay were about April, 1682, formed
into a Troop under their then Commander, Capt.
Makenny and Francis Delarne was appointed
Lieut. by commission dated 1682, April 25, John
Chappell as Cornet by commission dated April 26,
and John Dennix as Quarter-Master by commission
dated April 27: that from the muster rolls it appears
they were mustered only from 1683, April 1, the
time of their appearance at Tangier, but that it
appeared from certificates of the Earl of Inchiquin,
Col. Sackvile and Col. Kirke, late Governors of
Tangier, that the custom and practice of that garrison
has always been to pay officers from the dates of their
Commissions. Their pay from the dates of their
commission to 1683, April 1, if allowed will be 136l.

petition of Sir Samuel Morland. I find that, by
direction of the late King, Morland did in 1681
undertake to make an engine to convey water from
the Thames to the Castle of Windsor which was at
first estimated at 800l. but afterwards, by alterations
therein, the charge amounted to 2,990l. 4s. 5¼d.
whereof he has received 1,550l. from Mr. Roberts,
Receiver of the Honor of Windsor. Likewise on
his several pensions amounting to 800l. per an. for
life there is 2,800l. due plus another 200l. on same
for last Sept. 29 quarter. But at several times
there has been paid to him for the late King's secret
service, 200l. (1681, Dec. 24) and 200l. (1684, Aug. 9)
and by the privy seal of 1682, June 30, he was
granted 664l. 4s. 5d. of the Tenths of the diocese of
Gloucester due from the executors of Dr. Nicholson,
late Bishop of Gloucester, and William Warner, his
subcollector; whereof Morland has received a
decree for 371l. 3s. 6d. and is in suit for the rest,
but he swears that his expenses therein come to
303l. 15s. 0d. so that this grant of Tenths can only
yield him 360l. 9s. 5d. By the great seal of 1682,
Sept. 12, Charles II granted him 700l. at the
Exchequer which was paid 1682, Oct. 14. These
sums of 200l., 200l., 360l. 9s. 5d. and 700l. reduce
his claim of 3,000l. to 1,539l. 10s. 7d. or his total
claim, including the said engine account, to
2,979l. 15s. 0¼d. |

Appending: (a) said Morland's petition shewing that
he has been lately dismissed by Monsr. de Louvoy
with the real loss of above 1,400l. and yet hopes he
has done nothing during his abode in France to
lessen the reputation of an Englishman: that on
his return home he finds a stop put to all his pensions
on which arrears as above are due, petitioner not
having a shilling of any other revenue in the world
to subsist upon. Before his going over [to France]
petitioner toiled for above a year at Windsor to
please his late Majesty, where it was proposed at
first only to raise the water out of the mill river, but
the King finding tanners' skins and other nastiness in
that river petitioner was forced to make a water
house and a new engine and be at many unforseen
expenses about sinking the river, the mill, well etc.
and being in a hurry and for want of ready money
[had] to make bad bargains all which trebled the
first estimate, although nothing was done without
his Majesty's privity and approbation: but the
Treasury Lords being displeased referred it to petitioner's enemies and upon their report left an arrear
of 1,464l. [unpaid on said account] to the undoing of
many poor families. Before the Restoration petitioner had 1,500l. a year and afterwards had promises
of great preferments and was commanded ever since
to rely upon the King's word for a real and suitable
fortune, but now in his old age petitioner is left in a
position worse than that of a beggar in the street,
and hardly dares to return to London for fear of
arrest, his house and goods having been long since
sold "to whom they were mortgaged for money to
finish the engine": desires only to pay his debts
and see his son, who is now of age, provided for.
(b) An account of the charge of the mill, engine,
waterhouse, pipes etc. at Windsor (including Mr.
White, the Castle plumber; Mr. Hawks, the millwright; George Pyle, the Castle bricklayer; "the
model I made for preventing fire in the Castle by
his late Majesty's command"). (c) A note of the
payments to Morland by Mr. Roberts ut supra. (d)
An account of the privy seal of 1682, June 30, which
granted the abovesaid arrears of Gloucester Tenths.
Being near my journey into France and being
indebted to Mr. Fowl, goldsmith, I put the privy
seal into his hands in trust to sue for me. He has
been ever since in suit with Dr. Nicholson; and now
with one Brigstock and Mansell. As to the charges
Mr. Bretland, the counsel, must be paid. As to the
700l. granted at my going over I look upon it as a
free gift in order to my journey into France.
