March 1. Warrant from Treasurer Danby to Francis Dickens, Woodward of New Forest, and any two of the regarders thereof, to estimate the timber felled by George Rodney, and the offal thereof, which has been seized and is now in your possession, and to redeliver same to said Rodney towards discharge of so much of the 80l. which is estimated to be the damage sustained by him at the hands of the officers of the Works who had for several years caused bricks to be made within his land in said New Forest for repairing his Majesty's house at Lindhurst and other his Majesty's works : said damage having, by order of Lord St. John, then Warden of said. Forest, bean estimated by Barnard Knapton, then deputy woodward, et al at 95l., but has since been estimated at 80l. by Charles Strode, one of the Surveyors General of Woods, which said Rodney, by his petition to Treasurer Danby, prayed might be satisfied to him by dotard timber within his own land in said forest (which is holden of his Majesty) and has since presumed to fell several trees there without warrant, which have been accordingly seized. Same from same to the King's Remembrancer to forbear process against Martin Sandys, late Receiver of Hearthmoney and of the Eighteen Months' tax for co Worcester ; he craving further time for getting in arrears. Ibid, p. 158.
Same from same to same to stay process till further order against Christopher Banastre, Receiver General of the late subsidy in co. Lancs. : it appearing by the report of the Agents for Taxes dated 1675, Nov. 25, that there was then due 807l. 12s. 2d. arrear upon said account, since which time Banastre has paid 600l. into the Exchequer and the remainder lies in the hands of Edward Dobson, one of said Banastre's sureties, who has been by him entrusted in returning the money [to London], and now delays to pay in the same. Process is forthwith to issue against said Dobson for same and not against any othor security. Ibid.
Warrant from Treasurer Danby to the King's Remembrancer to stay process till next term against William Tindall, one of the sureties of James Collins, late Receiver of Hearthmoney for York county and city, he having paid 1,000l. which is more than his share of said Collins' debt. Same from same to same to forbear issuing process til! next term against Herbert Aubrey, late Receiver of the Eighteen Months' tax co. Hereford, who is indebted 1,500l. on his account thereof, and has contracted for the sale of his lands to pay same but cannot receive the purchase money till his estate is clear of the King, to which end he is suing for his Majesty's discharge, and moantime prays stay of process. Same from same to same to forbear process till next term against Edward Cornwall, one of the sureties of John Davis, late Receiver of Hearthmoney co. Hereford, pending consideration of Cornwall's protensions to the debt due from said Davis upon his account of said duty. Ibid.
Same from same to the Survoyor General of Crown Lands for a particular and ratal of the office of bailiff of the hundred of Hinckford and Barstable, co. Essex, part of the ancient possessions of the Crown of England, with a view to a lease thereof to William Scroggs, junr., for 41 years at the rent now payable for same.
Prefixing : extract from the Pipe Roll of 7 Car. [I.] under the county of Essex. Robert Pulley, junr., gent., owes 6s. 8d. for the custody of said office committed to him for life by patent of 23 May 1st Car. [I.] under the rental of 6s. 8d.

Same from same to the Attorney and the Receivers General of the Duchy of Cornwall to discharge a seizure of four slobs of tin belonging to John Mayow, of Truro, merchant, and seized by John Thomas upon pretence that some was designed to be embezzled, whereas in truth said Mayow ordered same to be carried to the Coinage Hall of Truro in the Stannary of Tywarnhaile (where he inhabiteth) to be coined, but the same was seized on suspicion in respect it was nob carried to the Coinage Hall of Helston, being the particular Stannary where the same was melted : the petition herein of said Mayow being supported by affidavits of Richard Reynolds and Mark Maior affirming that they with others were employed by Mayow and one Richard Trigean to carry said tin from Buskinnen [Boskenna] blowing house to Truro Coinage Hall, there to be coined at a post coinage, and that they laded the same at midday and left word at the blowing house [as to] whither they carried it. Said petition being referred to Nicholas Courteney, Esq., his Majesty's Attorney General for the Duchy of Cornwall, he thereon reported that by the law of the Stannaries all tin exported out of the Stannary within which it is blown, before being coined, is forfeit, but considers this a case for clemency, the King's right of seizure being admitted. Charles Bertie to the Navy Commissioners to cause bills of imprest to be made out to the Victuallers of the Navy for 5,432l. 11s. 4½d., the monthly payment for February and for 3,214l. 9s. 9¼d. for February also, being the eleventh part and first month's payment for the second declaration ; and for 467l. 0s. 0d. for [the Navy victualling ordinary or] harbour victuals for the said month : making in all 9,114l. 1s. 1¾d. You are to assign said sum for payment out of such moneys as Treasurer Danby will pay over to the Treasurer of the Navy for that purpose. (Same dated March 2 to the Treasurer of the Navy to direct payment as above of said three bills of imprest, viz., "out of such moneys as you have in your hands or shall receive of the 2,000l. per week out of the Customs." March 1. Warrant from Treasurer Danby to the Customs Cashier to pay to Thomas Fairfax 100l. for one year of what is grown due to him on tho patent of 1660, July 23, which granted to Col. Charles Fairfax (since deceased) and his heirs and assigns for ever an annuity of 100l. out of the Customs of the port of Hull, upon which annuity a considerable sum became due to said Charles Fairfax before his death and remains due to his executors, it appearing by certificate of Nov. 26 last under the hand of John Killingbeck, mayor of Leeds, und under the common seal of that borough that Thomas Harrison, vicar of Otley, co. Yorks, Richard Rhodes and John Mawde, gent., made oath before said mayor that said Col. Charles Fairfax, died on or about 1673, Dec. 18, and was buried in the parish church of Otley the 22nd of the same month and that said Thomas Fairfax is his son and next heir : so that the said annuity remains unpaid to said Thomas Fairfax for the half year ended 1673, Christmas and since. Letter of direction on an order of Feb. 2 last for 150l. to William Ashburnham, Cofferer of the Household, for three quarters to Christmas last on the pension of 200l. per an. payable to him for Nicholas Dixon, his Majesty's Limner : same to be hereby satisfied by tallies on the Excise. Treasurer Danby's subscription of a docquet of a great seal determining a former grant to Thomas Aram, gent., of the office of Solicitor to the Commissioners of Excise and Commissioners for Appeals and granting the same with the foe of 200l. per an., and all other profits thereof to Charles Marbury during pleasure. Docquet Book, p. 186.
Same of a same of a grant to Edward Wharton, one of the King's Drummers in ordinary, loco Richard Maugridge, deceased, of the fee or wages of 12d. a day and 16l. 2s. 0d. per an. for his livery. Ibid, p. 187.
March 2. Warrant from Treasurer Danby to the Customs Commissioners to discharge a seizure of 20 blocks of tin lately seized on board the ship Charaty, William Read master, in London port, and bound for Dunkirk, said tin belonging to William Scawen, merchant, and was shipped before entry by the ignorance of his servant and for that cause seized : said Scawen being willing to pay duty and to give satisfaction to the officer who seized. March 4 [Entry of Treasurer Danby's subscription of a] docquet of demisa by in custodiam lease under the Exchequer seal to Sir John Otway at the nomination of Thomas Eyre, Esq., of certain lands and tenements in Berwick and Caton, co. Lanes., being parcel of the lands and tenements of Sir Robert Bindlowes, bart., outlaw at the suit of said Eyre : at a rent of 10s. per an. and fine of 20s. Warrants not Relating to Money VII. p. 160.
[The like of] a licence or grant to Nathaniel Matthews for 99 years to plant fruit trees against so much of Richmond Park wall as lies contiguous to his ground, ut supra, p. 911. Ibid.
Reference from Treasurer Danby to the Attorney General of the petition to the King from Sir John Lowther, of Whitehaven, bart. (said petition having been referred to Treasurer Danby March 1 inst. by the King who is graciously disposed to grant petitioner's request) : said petition setting forth that petitioner's ancestors erected a pier at Whitehaven at their own charge, and besides other encouragements bo the inhabitants got a patent for a market and fair to be kept there, by means whereof the town is become a considerable port. Nevertheless the inhabitants refuse to pay what is reasonable for shipping, loading and unloading goods at the said pier and are going about to erect another pier near adjoining to the parish of Moresby, between the high water mark and low water mark, without his Majesty's licence, which tends to the destruction of the said town [and of petitioner's pier] which is of great advantage and would be much more if his Majesty please to grant a franchise of a port [to be established] at the said town of Whitehaven, with usual privileges. Therefore petitioner prays a grant of the said lands between the high and low water mark under a rent adequate to the value, and to grant him a privilege of a port at Whitehaven with its privileges : [as in consideration] for repair of the said pier. Reference from Treasurer Danby to the Customs Commissioners of a paper shewing the mischief done to the clothing trade of England by exporting wool from Ireland and the ill practices used for exporting Fullers earth out of England into Ireland, together with proposals for preventing such illegal actions for the future : which said paper Treasurer Danby lately received from the Duke of Ormonde, together with a proclamation dated Jan. 9 last thereto attached issued by the Lord Lieutenant and Council of Ireland for redress of the said irregularities. The Customs Commissioners are to report their opinion thereon together with what other expedients they think fit and proper to attain the end designed. Out Letters (Customs) IV. p. 18.

Letter of direction upon 3,475l. being the remainder of an order dated 1677, Nov. 9, for 20,000l. to Charles Bertie for secret service : (on which order there has been already paid 5,500l., 2,000l., 2,500l., 2,000l., 3,125l., and 1,400l.) : said remainder is hereby to be satisfied by tallies on the Hearthmoney Contractors' payment due Sept. 19 next. Same for 75l. to William Potell without account for his service for three quarters to 1674, Sept. 29, as one of the Clerks in the late Council for Trade and Foreign Plantations, his service being attested by the certificate dated 1676, Oct. 20, of Thomas, Lord Colepeper, who was one of that Council. March 5. Charles Bertie [to the Customs Cashier]. I desire that, until the weekly payments are brought up [into the Exchequer] for what [sum] is in arrear to the public offices you make no other payments out of the Customs receipt except such as are indispensably necessary, and of which you shall have notice from me as I shall receive Treasurer Danby's commands therein. And this method I desire may be observed for the future [so] that the public uses may have preference to other payments. Out Letters (General) p. 228.
Same to same to satisfy in course according to the date thereof a tally levied on the Customs in July last for 3,488l. 8s. 3¼d. [for the Earl of Bath, to pay] the surplusage on said Earl's account for building the citadel upon the Hoe at Plymouth : "and if you advance the money to my Lord of Bath my Lord Treasurer will allow interest for the same as for other advances." Same to the Treasurer of the Navy. Treasurer Danby has promised to repay the 4,000l. advanced by Mr. Hornby to you for the service of the Navy ; which loan Hornby has made on the credit of tallies disposed by you into his hands. Treasurer Danby desires you to repay the same to Hornby out of the first money which you shall receive of the loan of 70,000l. agreed to be made by Mr. Kent and Mr. Duncombe upon the credit of the Excise.

Privy seal for 200,000l. to Lemuel Kingdon as imprest for the pay of the Forces new raised and to be raised and the contingencies thereof according to musters to be from time to time duly certified by the Commissaries of Musters : the King having "found it necessary to raise new Forces to be employed for the support of our alliances ; for whose pay and entertainments we have made and intend to make new establishments, the payments whereof will not be authorised by our former letters of privy seal for the payment of the usual establishments of our Guards and Garrisons." March 6. Warrant from Treasurer Danby to the Surveyor General of Crown Lands for a particular and ratal of the manor and bailiwick of Westminster, which the King lately granted to Mr. Guy and Mr. Cooke (at the nomination of John Hall) for 80 years to be concurrent with the Queen's interest therein, which grant is thought fit to be surrendered in order to the making of a new grant thereof for the like term to said Hall's nominees under the same rent and covenants. Same from same to the King's Remembrancer to stay process against Humphry Cornwall, one of the securities of Roger Vaughan, late Receiver of Hearthmoney for co. Hereford ; said Cornwall desiring further time to satisfy said Vaughan's debt. Ibid.
Same from same to the Customs Commissioners to permit goods as in a schedule to be transported for Jamaica, Customs free, by Charles, Earl of Carlisle or his Agent, same being necessaries intended for the service of him and his family in said island, whereof he is designed Governor.

Same from same to same to give direction to the Customs Cashier to receive from Sir Robert Cann and Mr. Earle, of Bristol, the sum of 657l. 11s. 9½d. due upon bonds given by John Luffe and Thomas Fisher, merchants, and thereout to pay to the Customs Solicitor and Col. Romsey (Rumsey), Collector of Bristol, the 81l. 8s. 6d., money by them disbursed in prosecuting said debt ; the said merchants having prayed that the charge expended in such prosecution might be remitted to them as they have from time to time paid very considerable sums for Customs to the King, and are in a deplorable condition : upon which petition the Customs Commissioners reported that several lands are extended in co. Monmouth and Radnor to the value of 150l. per an. for said debt upon process issued by Treasurer's Danby warrant upon good testimony that petitioners have absconded, and that said debt was in hazard to be lost ; but that said Cann and Earle have promised payment of the said debt, desiring clemency as to the said charges. As the said 657l. 11s. 9½d. will be received by the Customs Cashier, Col. Romsey is to be credited with it in regard he is to be regularly charged therewith. The Customs Solicitor is to receive the bonds from the Attorney [General] in whose hands they remain, and on payment of the money is to deliver them up to said Cann and Earle, who (if there be occasion) may have the benefit of his Majesty's securities for their repayment. Same to the Speaker of the House of Commons [Edward Seymour, in his capacity as Treasurer of the Navy] to pay, out of the next money lent on the Excise by Mr. Kent, 5,000l. to Bernard Turnor, 7,000l. to Mr. Row, and 4,000l. to Mr. Hornby, taking in their tallies on the Customs. Ibid.
Same to John Canham and James Roffey. Treasurer Danby is acquainted by Mr. Griffin that you have advanced him some part of his last tallies struck on you for 7,500l., and that you are willing to advance him more moneys on the said tallies. His Lordship has condescended that Mr. Griffin shall [get you to] advance 5,000l., part of the said 7,500l., for payment only of wages [payable by the Treasurer of the Chamber] and is content to allow you 8 per cent. interest for the money already [so] lent and to be lent. Royal warrant to Charles, Earl of Carlisle, Captain General and Governor in Chief of Jamaica. In accordance with the Act of 25 Car. II. [Cap. 7 for encouragement of the Greenland, etc., trade and the better securing the Plantation trade] the Customs Commissioners have appointed officers for collecting the duties arising within your government under said Act and have empowered them to make and depute such deputies or under officers as may be further necessary. You are hereby to give all due encouragement and assistance to the said officers in the execution of their places and to command all other officers and persons, civil and military, within your government to be aiding therein. You are to administer to said officers (the Collector, Comptroller and other officers for the collection of said duties) the accustomed oaths and to empower them to administer to merchants, masters of ships and other traders, such oaths as are usual in Customs causes in England. In case of death of any Collector or Comptroller or other vacancy of said offices you are hereby authorized to appoint some other fit person to execute same until you receive further order therein from the Customs Commissioners, England, to whom you are by the first opportunity to give notice of such vacancy. You are moreover to take effectual care that all former laws relating to the trade of the Plantations be duly observed, as also the proclamation of 1675, Nov. 24, for enforcing thereof, and you are once a year to return to the Customs Commissioners, England, a list of all ships or vessels lading within your government any of the enumerated Plantation commodities as in the Act of 22 and 23 Car. II. as also a list of all the bonds taken by you. And from time to time you are to correspond with the said Commissioners and to inform them what you conceive further necessary for our service in the premises. King's Warrant Book V. p. 470.
Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Elizabeth Fowler, daughter of John Fowler, late Judge Advocate of our fleets at sea, of an annuity or pension of 50l. per an. : during pleasure : payable quarterly, commencing the first payment from Christmas last. Same to the Clerk of the Signet for a privy seal to appoint and empower John Temple to receive the 3,419l. 6s. 8d. remaining due to the King upon the poll money collection of Jonathan Master as Collector of the Poll money of 18 Car. II. (said Master having assessed upon the King's and Duke of York's servants 6,819l. 6s. 8d. whereof he has received and paid into the Exchequer 3,000l., leaving 3,419l. 6s. 8d. uncollected). March 11. Warrant from Treasurer Danby to John Portman, goldsmith. A difference has arisen between you and Ezekiel Lampen, one of your creditors, touching an assignment by him demanded of a proportionable part of your perpetual interest. Having heard said difference I find that you owe him (as executor of William Cloberry upon a bond dated 1668, April 92) 5,900l. for principal and to him (Lampen) upon another bond in his own right 200l. for principal. The interest on these sums to Dec. 25 last at 6 per cent. amounts to 2,290l. 5s. 4d., of which you have paid 1,806l. 8s. 4d. to Lampen. There thus remains due 6,583l. 17s. 0d. You are to make him a proportionable assignment for this out of your perpetual interest. This assignment is to take effect from Christmas last. (See infra p. 939.) Privy seal for the clearing of the accounts of Herbert Aubrey, Esq., as follows. Said Aubrey as a surety of John Davis, Esq., late Receiver of Hearthmoney for Hereford county and city, became bond with said Davis and Edward Cornwall in an obligation of 1,800l. to the King dated 1672, July 22. He became similarly bond in 1,800l. to the King by an obligation of 1670, May 23, as surety for Roger Vaughan, formerly Receiver of Hearthmoney for co. Hereford. The said Davis and Vaughan have not duly answered their moneys and remain considerably indebted on their accounts. Further said Aubrey was himself Receiver General of the last Eighteen Months' assessment for co. Hereford and remains indebted to the King in 1,548l. 17s. 0d. upon his account for that receipt as appears by certificate of Thomas Raban, deputy Auditor for said county. Said Aubrey has contracted with persons for the sale of his estate in order to raise the money for payment of said balance of 1,548l. 17s. 0d., but the purchaser will not proceed with him, apprehending that said estate will be liable to the King upon the said obligations. Said Aubrey prays an allowance of 148l. 17s. 0d. in consideration of his charges in returning the moneys of said Assessment, and offers to pay the residue of his debt, being 1,400l., for which a tally is struck upon him in the Exchequer, to be applied to secret service. The King hereby consents upon his paying the said tally for 1,400l. to discharge him and his estate from all the said accounts and security obligations and to surcease all process against him thereon. Privy seal for the payment to Sidney Godolphin, one of the Grooms of the Bedchamber, of 500l. for equipage and extraordinary provision of necessaries for the field and 4l. a day as ordinary as Envoy Extraordinary to reside with the Prince of Orange in the campaign : the first quarter's ordinary to be payable in advance : together with the usual clause for the allowance of extraordinaries for intelligence, expresses and other private and extraordinary services. March 15. Warrant from Treasurer Danby to the Customs Commissioners to stay proceedings against Bullen Reymes, son of Col. Reymes, deceased, on the said son's giving security to pay the remainder of the father's debt in three half years : the said father being security for George Pley, junr., late Collector of Lyme Regis port, who fell in arrear after said Col. Reyme's death, whereupon the said son is sued, and to avoid the charge of a further prosecution is content to take the debt upon himself, and to pay same in three six months : it appearing that since the Customs Commissioners' memorial of May 7 last when said Pley's debt was 647l. 13s. 2¼d., there has been paid to the King 13l. 12s. 11¼d. by Henry Flory, one of Pley's sureties, and 81l. 17s. 10d. levied upon the estate of said Pley, and 32l. 13s. 0d. extended upon the household goods of John West, another of the said sureties, and 88l. 14s. 5d. on the shop goods of said West, on which there is a venditioni exponas in the sheriff's hands, returnable the next term, so that upon receipt of said moneys said debt will be reduced to 430l. 15s. 0¼d., and also that there is found upon the said extent 130l. in money in the hands of one Pitt and for which a scire fac is gone out against him, and that there is also extended one house, etc., of Mr. West's in value 12l. per an. ultra repris.
