July 21. Appointment by Treasurer Danby of John Langwith (sworn and admitted one of the messengers in ordinary to the king) [to be such messenger] to attend the Lord Treasurer, loco Richard Gregory deceased. Warrants not Relating to Money VII. p. 90.
Charles Bertie to the Customs Cashier to bring in with respect and same to the Auditor of the Receipt to issue 250l. to the Treasurer of Christ's Hospital for last June 24 quarter upon the pension for the new royal foundation there. Out Letters (General) p. 121.
Treasurer Danby's subscription of a docquet dated July of a grant to Sir Ralph Verney, Kt., and bart., and his heirs of the perpetual advowson of Wasing, co. Berks, as also of the advowson of the vicarage of Milton Ernest, co. Beds, with the tithes and profits thereof. Docquet Book, p. 153.
Warrant from Treasurer Danby to the Cashier of the Customs. By my warrant of Oct. 24 last Richard Mounteney, then Cashier of the Customs, was to pay 40,000l. to the East India Company in repayment of so much by them lent to the King, for which they had tallies dated Oct. 4 last, payable out of the Customs of merchandise imported by them after payment of 37,100l., due to them for saltpetre. From Mounteney's certificate it appears that 13,500l. has [so far] been paid of the said 40,000l. leaving 26,500l. unpaid. You are hereby to pay said 26,500l. in like manner as above. And as the said Company has by its charter six and six months for the payment of their Customs you are to allow them discount of interest for said six and six months according to their charter. Same from same to the Auditor of the Receipt to cause any of the Tellers to advance 372l. 4s. 0d. to the Earl of Oxford upon credit of the tallies directed by Treasurer Danby to be levied on the Receiver of First Fruits for half a year of said Earl's pension of 2,000l. per an. in pursuance of the patent of 1673, June 19 : the said sum of 372l. 4s. 0d. having "lately bin paid into the Exchequer which was intended to be applied to the payment and discharge of the said tallies [but has been otherwise applied]." The Tellers shall receive the said sum from the Receiver of First Fruits so soon as so much of that revenue shall come into his hands. Ibid, p. 103.
Treasurer Danby's allowance of 60l. to Edmond Parker, sheriff of Devon, in part of his bill for 73l. 10s. 2d. for disbursements in his shrievalty for the year ended Sept. 29 last : said 60l. having been allowed by Baron Littleton. Ibid.
Money warrant for 750l. to the Earl of Bath for a quarter on his 1,000l. and 2,000l. per an. out of the Exchequer in lieu of plate and liveries, etc. : and warrant from Treasurer Danby to the Cashier of the Customs to pay 500l. to same for same on his pension of 2,000l. payable out of the Customs. "As to the stile of house rent considering his Majesty looks upon Sir William Temple as his ambassador to the States General, where his commission still subsists, his Majesty is pleased the excess of price of house rent at Nimuegen be allowed him but yet so as to be without consequence in the example. That of 20s. per diem to Mr. Meredith, his secretary, left by his Majesty's command at the Hague, the King is likewise pleased to allow being well satisfied with his care and diligence in that service. The rest of the particulars are in their natures allowable according to former precedents and seem otherwise not unreasonable in the sums." [advanced by them on their said intended farm]. [?] Instructions from same to same in reply to their presentments of the 23rd inst. (1) The Receiver General of Customs is to pay 134l. 0s. 8d. to Charles Osborne for his disbursements in destroying tobacco in cos. Gloucester, Worcester and Warwick in July, 1676, "the perticulars whereof were specified in the bill which you laid before me." (2). He is also to pay 3l. 11s. 10d. to William Yardley for his expenses in the condemnation of the things delivered to the Dean of Rochester ; for which things Yardley has paid in the King's moiety. (3) You are to pass at 1 hogsheads [for] each cask the 94 casks of French wine imported from Marseilles by Mr. Paravicine in uncertain cask [ranging] from 90 to 105 gallons and the 15 cask of Smyrna wine imported by Mr. Bush and the wines imported by Mr. Boutell, Mr. Kendall, Mr. Nelson and Mr. Caryle in the same ship from Marseilles in similarly uncertain cask. (4) You are to deliver the three pieces of white Lyndsey woolsey sent to William Thompson from Scotland to be dyed and returned and the 56 yards of Lynsy woolsey sent to Bartho. Gyles for the like purpose : security is to be given for returning the same to Scotland and payment of Custom ad valorem in regard the duty [as by the Book of Rates] is greater than they are worth. (5) As to the allowances claimed for the 781 quarters of wheat 1,081 quarters of rye, 274 quarters of barley, 3,410 quarters of malt exported at Wells cum Burnham, a member of [the port of] Lynn Regis, which [debentures for allowance] the collector of Lynn Regis scruples to pay in regard the certificates requisite by the law were not sworn to before the corn was shipped. You are nevertheless to order him to pay same to the respective exporters as if the certificates had been signed by the merchants and sworn to in due time ; it appearing that the said certificates and the entries in the Collector's Journal and the bonds taken by the collector at the clearing away of the respective ships at Wells and likewise the certificates of landing the corn beyond sea, do exactly agree, and that it was the neglect of the officer that said certificates were not signed in due time. (6) The money deposited by Mr. Bowles for the duty of the goods shipped for Tangier is to be re-delivered to him on his producing a certificate of landing said goods there. (7) Edward Agberow the pricker of the Styllyard (whom I thought fit to do duty as a landwaiter London port on his [steelyard] salary of 52l. per an.) is to nominate his deputy by Sept. 1 next : such deputy to be approved by you. (8) "I approve of the method you layd before me for passing the accounts [of the Coinage money] granted the 25 [year] of the King [viz. the accounts] for the port of London and for the outports. (9) Your solicitor is to attend the Attorney General for his advice to prosecute Mr. Arnold, one of Stockdale's securities, he having not given bond pursuant to my warrant of Jan 1 ast. You are hereby with all possible despatch to finish the settlement of pensions and reprizes and, that done, then to convey said rents to Chace in such order of preference that no later warrant may preceed his satisfaction in this case. I am of opinion it will be for the King's service to recall the said grant. As to compensation to petitioners therefor I adhere to my former report in this case, that it would be most proper to give them such compensation in Ireland. Report from same to the King on the petition of Anne Finch, daughter of Capt. William Finch, late commander of the York frigate and slain in service about two years since. Your Majesty by royal sign manual to the Lord Lieutenant of Ireland ordered her a pension of 200l. per an. for five years out of the revenue of Ireland : said grant never passed under any seal and was not put upon the establishment and so was not paid. If any alteration be made in the establishment of Ireland or upon the vacancy of any pension petitioner is a fit object of compassion. Ibid.
