per lb. would have accrued to the king. The ship's
master is to give security to pay this duty to the
collector of the Plantation duty in London port.
You are hereby to write to Sir John Heydon, Governor

Treasurer Danby to the Navy Commissioners. I notice
that the 100,000l. appointed for paying up your
second book of bills to Midsummer last, and for
stores for one year from that time by 5,000l. a
fortnight since Michaelmas last has not come in
so fast as I believed it would. I am advised that
the merchants and others who have sold and served
in goods upon the credit of said fund are under
some discouragement by the low receipt thereof.
I assure you that I have not hitherto nor ever
will in any manner alter or supercede the payment
of the said money in the course it is directed to
be paid to you, but will cause all possible restriction
to be made upon any payments out of the Customs
which may hinder the speedy payment of those
tallies. In the meantime you are to assign them
their bills in course upon the said fund immediately
although the money be not received, abating the
imprest as is usual.

Privy seal for allowing Simon Smith's account as follows
for the impaling of Windsor park. In Sept. 1670 said
Smith made a proposal to the King for the impaling
of the great Park of Windsor, which being approved
the Treasury Lords did authorise by their warrant
of 1670 Nov. 1. Subsequently Smith was commanded
to impale a paddock and the plantation
and garden at New Lodge in said Great Park with
an extraordinary pale and controll and toppe and
convenient gates "and also for the making great
gates and providing locks and keys with stiles
and bridges for our passage into the said park and
for making pounds for the use of the said park
and for long pales to be made about the gardens at
New Lodge and other the lodges within and belonging
to the said park and also for railing in the lower
plantations of wood ground and places for hay
stacks for the deer with long posts and double
rails and also the railing about the lodges aforesaid."

the officers of the Works were ordered to settle the
price of the said pales, rails, gates, pounds and bridges
so done in an extraordinary manner by command
[outside or] over and above his contract for impaling
the rest of said park. In their report hereon said
officers estimate the total work [contract and extraordinaries]
performed by said Smith at 8964l. 3s. 11d.
Towards this William Chiffinch was ordered to pay
to said Smith [out of the French King's money
in said Chiffinch's hands] 2,000l. (1,000l. thereof
being paid 1671 May 13 and the other 1,000l. 1671
Sept. 14) and said Smith (who was then Receiver
of Hearthmoney for co. Southampton) was empowered
to retain his hearthmoney receipts towards
his said disbursements ; on which said hearthmoney
account said Smith owes to the king 219l. 19s. 4d.
for the year ended 1671 Mich. and 5,356l. 17s. 1d.
for 1 years ended 1673 Lady day and 3,884l. 12s. 7d.
for 1 year ended 1674 Lady day or 9,461l. 9s. 0d.
in all. Before receiving any of the said sums
said Simon Smith on his [own] credit borrowed
by the king's command several great sums of money
and expended same in providing timber and other
materials for the paling and [in payments] to William
Smith, Esq., for his interest in Mote Park, and
to the Duke of Albemarle for rent of said
Mote Park ; on which sums said Simon Smith
prays interest and gratuity for such part thereof
as was advanced by him before the stop of the
Exchequer, viz., from the time of such advance
to the time of such stop and 6 per cent. interest
from the time of such stop, the same to be allowed
out of the aforesaid Hearthmoney receipts, he Smith,
per contra, discounting and allowing to the Crown
interest for said Hearthmoney from the times of the
actual receipt thereof. All this being thought
reasonable by the king an account was prepared
accordingly by Auditor Aldworth, allowing interest
and gratuity for moneys so advanced by Smith as
above till the stop of the Exchequer and 6 per cent.
interest afterwards, making the interest principal at
the end of every six months, except interest for
said 2,000l. received by him of said Chiffinch, as to
which item the royal sign manual of 1675 Oct. 30
declared that said Smith should not be charged
with any interest therefor. According to said
account the interest sums due from Smith on his
Hearthmoney receipts are 33l. 9s. 4d. (for 1671-2
Feb. 28 to 1674 July 24 on 219l. 19s. 4d.) ;
119l. 11s. 3d. (for 1672 July 24 to 1674 July 24
on 1,518 19s. 0d. parcel of the abovesaid
5,356l. 17s. 1d., which parcel was or reasonably
might be remaining in his hands 1672 July 24) ;
165l. 13s. 10d. (for 1672-3 Feb. 28 to 1674 July 24,
on 1,918l 19s. 0d. further parcel of said 5,356l. 17s. 1d.

Feb. 18 towards said paling (and 177l. 7s. 3d.
interest and gratuity thereon to 1671 July 1);
2,000l. similarly advanced 1671 May 18 (and
126l. 2s. 5d. interest and gratuity thereon to
1671-2 Jan. 1) : making in all 4,638l. 3s. 8d. on
which the interest from 1671-2 Jan. 1 to 1674 July 24
is 757l. 3s. 10d. Further the king owes said
Simon Smith 500l. advanced by him 1672 Sept. 30
to William Smith for his interest in Mote Park and
19l. 15s. 0d. for fees on the privy seal for same (and
58l. 17s. 1d. for interest 1672 Sept. 30 to 1674
July 24) ; 300l. advanced by said Simon Smith 1673
May 15 to the Duke of Albemarle for one year's
rent to 1672 Michaelmas for Mote Park (and
21l. 18s. 4d. interest thereon 1673 May 15 to 1674
July 24) ; 4,350l. advanced 1673 July 1 for the
additional work of impaling Mote Park and repairing
the lodges there and in said Great Park, etc. (and
281l. 2s. 0d. for interest thereon 1673 July 1 to 1674
July 24) ; 322l. advanced 1673 Sept. 7 by said
Smith to the Duke of Albemarle being 300l. for

150l. advanced by him 1674 May 15 to said Duke

thereof advanced and paid by said Smith upon
the last admeasurement of said Great Park and

leaving a balance due to said Smith of 61l. 6s. 11d.
The aforesaid account is hereby approved and
said balance is hereby to be paid him, and he is to be
regularly discharged of all the abovesaid sums
for Hearthmoney by tallies levied in the Exchequer,
Smith giving similar discharges per contra to the
Crown. And whereas by virtue of the privy seal
of 1670, Oct. 21 (for 20,000l. to Philip Packer
for the extraordinaries of the Works) there was an
order drawn for 300l. to said Packer to be by
him paid to said Simon Smith which order was
assigned by said Packer to William Cheny and by
him assigned to said Smith and was paid and discharged
in the Exchequer by a tally of loan there
levied by the same [said Smith] on the Customs
for the quarter ended 1672 Lady day and an order
No. 59 for repayment thereof with interest to said
Smith upon the same quarter ; whereby said
Packer stands charged with said 300l. in the
Exchequer as money imprested to him : and whereas
also upon the privy seal of 1670, Dec. 20 (for 6,000l.
to said Packer for the paling of said Great Park)
several orders were drawn, viz. : No. 23 for 5,000l.
on the Law duty and No. for 1,000l. on the
250,000l. advance of the Customs ; which said last
two orders as also the aforesaid order No. 59 for
300l. remain still unpaid, therefore, said Packer
is hereby to be discharged of said 300l. and the
said Packer and Simon Smith are to respectively
assign to the Crown all the said three orders, Packer
having received no money on the last two orders
and the said Smith being allowed the said 300l.

Entry of an order of the King in Council dated Whitehall
April 21 as follows. By order in council
of June 18 last the Lord Treasurer was directed
to pay the arrears due to Col. William Stapleton,
Capt. General of the Leeward Islands, and to the
two Companies of foot in St. Christopher. Lieut.
Greatbach, one of the officers of said Companies,
who solicited the said payment fell sick just as
the money was in readiness to be paid, and being
lately dead, the Lord Treasurer does not know
to whom to pay same, as the privy seal of Feb. 29
last for said payments and the privy seal of 1672
Sept. 23 for the Governor's salary make the money
payable to said Stapleton. Col. Edmund Stapleton,
deputy Governor of Montserrat and brother to said
Col. William Stapleton, has presented to Treasurer
Danby a letter of attorney dated Nevis 1675 June 14
empowering him and Capt. Ferdinand Georges
to demand all moneys relating personally to the
affairs of said Col. which power can at best but
justify the payment of what is due unto said Col.
William Stapleton himself. It is hereby ordered
that the Lord Treasurer pay to said Edmund
Stapleton and Ferdinand Gorges that which relates
to the pay of said Col. William Stapleton but for
what relates to the pay of said Companies that
they do give security for the due remitting and
paying same to said Companies and care is also

Marshall who pray (1) that misnomers, double
charges and mistakes in their patents and
certificates may be amended : (2) that a valuation
be made of coarse and insolvent lands as the Lord
Lieutenant and [Irish Privy] Council or others shall
think reasonable, and that an account be made of
what petitioners have really enjoyed, and what
have been disposed by the king by seizures,
custodiums or otherwise : (3) that the measure
of the said lands be settled according to the reduced
columns or extreme column of the survey : (4) for
reprizals for lands twice reckoned, for mortgages
and chiefrys saved on their certificates, for lands
inserted therein by mistake and belonging to
others, for lands which they forebore to accept
though due to them and yet undisposed because
they were not worth their acreages lying on
them ; (5) that the seizures may be forthwith
taken off, the petitioner promising to answer anything
which appears due upon the intended settlement of
this affair, and the balance of all accounts relating
to it. On which the Lord Lieutenant thinks it to
his Majesty's service to have such matters speedily
and fully examined in Ireland : with which report

survey be made of the quantity and value, and
of what is deficient and due to the several interests
satisfyable by the Act : that books have been
