to the king dated Northumberland House Mar. 21
from the Lord Lieutenant of Ireland on the petition
of Sir George Lane, principal secretary of State
in Ireland as by the order of reference of the 19th
instant ; said report being to the effect following,
viz., that said office was granted to petitioner by
patent of 1665, Sept. 16, as in reversion after Sir
Paul Davies ; same being an ancient office with
a salary placed upon the establishment in the
Earl of Strafford's time, same being (as allowed
by the several establishments for Ireland down to
1672) 200l. per an. for his own fee and 100l. per
an. for intelligence : said allowance has been left
out of the establishment of the year 1672 : said
Davies died in 1672 and since his death said Lane
has had the custody of the signet in Ireland :
by royal letters of 1674, June 1 and July 10, said
salary was ordered to be inserted on the Civil list
of Ireland : by the Lord Lieutenant's order he
was accordingly inserted on the establishment as
Secretary of State but no part of his allowance
has been paid by Viscount Ranelagh and partners.
The proper course will be to grant him royal letters
directing the placing his aforesaid salary on the
new establishment for Ireland : petitioner's arrears
have been already stated and reported on to your
Majesty. (See supra, Cal. Treasury Books IV., 810.)

dated Mar 17 from the Lord Lieutenant of Ireland
made on the petition of Capt. Charles Ashburnham
now in France as by the order of reference thereon
of Dec. 10 last ; said report being to the effect that
it appears by certificate from Viscount Ranelagh
and Mr. Kingdon that said Ranelagh and partners
have cleared with petitioner and [his] Company
to 1672-3 Jan. 12 and no further and that there
is nothing due to said Ashburnham out of the last
establishment of Ireland since that date ; if
your Majesty continue your inclinations of granting
him captain's pay since he came with his Company
out of Ireland there will be 390l. due from 1672-3
Jan. 12 to Dec. 1 last, being about the time his
new commission for a Foot Company bears date :
this sum may be paid him out of the advance
money of the new Farmers of Revenue, Ireland,
or out of the surplusage of the growing rents in

Ireland : said report being to the effect that in
Sept. last the king directed the passing of a grant

in 1662-3 Feb. were granted to Sir John Stephens
Kt., for 41 years at 50l. per an. and in regard
said Stephens surrendered said lease by his
acceptance of two subsequent leases for 41 years
of the said lands and some others his Majesty

upon the two later leases and at the rental of
40l. per an. : with a clause to secure his Majesty

Royal warrant [to the Attorney or Solicitor General]
for a great seal for a grant of further security by grant
of quit rents in Ireland to the Farmers of the revenue
of Ireland in the form of an indenture between the
king of the one hand and Sir James Shaen et al of the
other as follows, viz. : by a certain indenture of lease
or demise under the Great Seal bearing date the day
before date of these presents [see supra p. 173 under
date Mar. 24] the king has demised and to farm letten
to the said Sir James Shaen et al the said revenue for
the considerations therein mentioned, the lessees agreeing
therein to pay 60,000l. advance money before the
sealing and 20,000l. more after the sealing or upon
the 8th of May, 1676, the king covenanting to pay
10 per cent. for both said advances with the exchange
current from Dublin to London at the time of
repayment and further covenanting to grant the said
Shaen et al a lease of all Crown and quit rents
in Ireland (for 7 years from the determination
of their lease of the Irish revenue as above) conditioned
to be void on repayment of said 80,000l. ;
now the present indenture witnesses that the
king in consideration of the said 60,000l. already
advanced into the Exchequer in Ireland and of
the further sum of 20,000l. to be advanced to
the king on or before May 8 next hereby grants
to said Shaen et al all those annual quit rents or
payments of 3d. per acre yearly for every acre
of land English measure within the province of
Leinster and of 2d. per acre on the like in the
Province of Munster and of 1d. per acre on the
like in the Province of Connaught and of 2d. per
acre on the like in the Province of Ulster and of
1s. 6d. yearly out of every 20s. rent for which any
houses or tenements in any corporation in Ireland
(which have been allotted to any person towards
satisfaction of arrears due to any Comission officer
who served the king or his father in the wars in
Ireland upon or before 5 June 1649) which shall have
been let or demised ; and [further] all and every
the annual quit rents and payments which by
virtue of the Acts of Settlement and of Explanation
were on the 4th Sept. last in charge as payable
to the king from all and every the adventurers
or soldiers settled in any lands, tenements, etc.
by virtue of said Acts and from all persons restored
to their estates by said Acts and from such Commission
officers who served the king in the wars in
Ireland at any time before 5 June 1649 and from
any other person or persons, bodies politic or
corporate whatsoever all which quit rents are by the
Explanatory Act charged upon all lands whatsoever
which by the Act of Settlement were vested in
the king ; and [similarly all the quit rents payable]
from all and singular the lands appointed to be set out
for augmentation of bishoprics for endowment
of parochial churches with glebes, for the better
support of the Provost and Fellows of the College
of Dublin, for the maintenance of the fort of Duncannon
and the benefit of the Corporation at Bandon
Bridge ; and [similarly all the quit rents payable]
out of all the lands enjoyed by transplanted persons
in the Province of Connaught or the County of
Clare, and out of all other the lands seized and
sequestered or set out by reason of the late rebellion
or war (the lands of James, Duke of Ormonde,
Elizabeth Duchess of Ormonde, Earl of Burlington
and Cork, the Earl of Roscommon and other Protestants
heretofore sequestered chiefly excepted) :
and also all chief rents, rents-service, rents of
inheritance, rents of assize, rents charge, rents
sack or dry rents, fee farm rents, rents reserved
upon leases made or to be made, custodiam rents,
composition rents or composition money, Exchequer
rents, rents nomine decim or vicessim, assart
rents, rents for purprestures arented, copyhold
rents and all other certain, ancient and other
crown rents and all other rents whatsoever payable
to the king in Ireland and in charge on Sept. 4
last payable by any person or bodies politic or
corporate by reason of any tenure, charter, patent,
lease, demise or grant of any manner messuages,
lands, tenements, hereditaments or of any rights,
royalties, offices, liberties, privileges, franchises
and immunities : excepting only quit rents issuing
out of or chargeable on the lands enclosed within
Phnix Park near Dublin ; all to hold for seven
years from Xmas 1682 or from other date of determination
of their afore recited lease of the revenue of
Ireland ; at a pepper-corn rent : but the present
lease to be void if the king shall within 80 days
after the determination of the said lease of the
revenue of Ireland pay to the said Shaen et al
at the Tolsell in the city of Dublin in one entire
payment the said 80,000l. (or so much thereof
as may be owing to them) and interest and exchange
thereon as above : Shaen et al to enrol this indenture
in the Chancery, Exchequer and Chief Remembrancer's
Office Ireland or pay 100l. per month fine in
default thereof : all nonobstante any Statute, Act,

omission, defects or lack of form in these presents,

Order of the King in Council dated Whitehall concerning
sea passes as follow. The Committee
of [the Privy] Council for Trade have this day
reported [to the king in Council] that having
formerly on the 8th inst presented to the King
in Council certain rules for the taking out of passes
(see supra, p. 154 under date Mar. 10) and judging
that it may not be proper to have the same made
public but that it will be sufficient for the parties
concerned to have notice where to apply themselves
for the passes they want and what fees
are to be paid for same, they therefore offered
the following heads and proposed they might be
presented and affixed at the Custom House : all
which being read at the Board and considered
his Majesty approved thereof and ordered the Lord
Treasurer to give order to the Customs Commissioners
to cause the said directions to be forthwith
printed and made public by affixing copies thereof
at the Custom House and other places they think
fit : said directions being as follows : (see also supra,
p. 165).
Directions to masters of ships and others concerned
whither to repair for passes in pursuance
of the respective treaties between the king
and his allies together with the fees payable at
the respective places where such passes are
to be granted.
Denmark.In pursuance of the treaty with
Denmark passes are for all England, Scotland,
and Ireland and the rest of his Majesty's
dominions to be under his Majesty's royal
signature to be procured by the Secretary of
State.
Mediterranean.Passes or sea-briefs in pursuance
of the treaties with Algiers, Tunis and
Tripoli are to be had for all England, Scotland
and Ireland and the rest of his Majesty's
dominions from the Admiralty Commissioners
sitting at Darby House.
Spain.Passes in pursuance of the treaties
with Spain and the United Provinces are the
same word for word. Those passes which
concern Spain are only to be had from the
Customs Commissioners.
Holland.But those relating to Holland may
be had either from the Admiralty Commissioners
or the Customs Commissioners in London :
and in both these cases [Spain and Holland]
for the outports [are to be had] from the chief
magistrates in such places in each outport
as are appointed by the order of Council of
the 10th inst for granting same ; which are
London, Dover, Rye, Chichester, Southampton,
Poole, Weymouth, Lyme Regis, Exeter,
Dartmouth, Plymouth, Fowey, Falmouth,
Penzance, Barnstaple, Bridgwater, Minehead,
Bristol (for the ports of Bristol and Gloucester),
Swansea, Milford, Colchester, Ipswich, Yarmouth,
Lynn Regis, Boston, Hull, Stockton,
Sunderland, Newcastle, Berwick, Whitehaven,
Lancaster, Liverpool, Chester, Beaumaris.
Sweden.Passes in pursuance of the treaty
with Sweden are likewise to be had in London
from the Customs Commissioners and in
the outports from the chief magistrates in
such places in each outport as are appointed
by the aforesaid order.

March of a grant to the Mayor, Commonalty and
citizens of London, Governors of the hospitals
of Christs, Bridewell and St. Thomas the Apostle
of six perches of ground by them taken in near
Wapping dock and two perches more of ground in
depth all alongst the shore near the ground belonging
to the said hospital of Bridewell containing about
80 pole in length : with liberty to enlarge the
wharfes and make the stairs and causewayes more
regular and convenient and with a pardon of all
encroachments touching the premises. (See supra,

to fell up to 20 tons of timber there for the repair
of two watermills in the manor of Hitchin, co. Herts

much out of repair and Robert Chaloner, Esq.,
deceased and his assignee Samuel Hemming (who
holds the said mills by virtue of a lease thereof
from the late Queen Mother and her trustees)
having already been at great charges in repairing
same and having at the commencement of his
lease found the premises in ruinous condition ;
wherefore the king grants said timber as herein
although by his lease the tenant may be obliged

on two lives and also of several lands and
hereditaments within the said Honor and Forest
demised by said Queen Mother and her Trustees
to said Long for 50 years determinable upon two
lives ; the present grant to be for 31 years in reversion
after the respective terms now in being and
a reversion of such terms therein as shall be granted
by the Queen Consort and her Trustees (the premises
being parcel of the Queen's jointure) ; all at the

Privy seal for the discharge from imprisonment of
Thomas Seikes, late Receiver General in co. Berks of
the Royal and Additional Aids and the One and the
Eleven Months' tax, upon his friends paying 150l.
into the Receipt and to discharge him from the
remainder of his debt being 827l. 8s. 11d., and
all interest thereon ; the said Seikes having answered
into the Exchequer 86,310l. 13s. 4d. on account
thereof and being in arrear 977l. 8s. 11d., for which
he has lain in Reading gaol in a miserable durance
for above four years, himself and eight children
being hereby totally ruined and all his goods and
chattels sold, and were it not for the charity of some
friends, must perish in prison ; as appears verified
by the report of Richard Mason et al Agents for

Northampton or other public uses there by the
direction of James, Earl of Northampton ; with
direction that John Hall, woodward to the Queen
Consort, be present at the marking of said trees in
order that the coppices now in jointure to the
Queen Consort in said forests may receive as little
prejudice as may be ; all by reason the said town of
Northampton has petitioned the king representing
their sad and miserable condition occasioned by
a late dreadful fire by which the whole or greatest
part of the town was consumed and laid in ashes.
