Prefatory Note

The following pages (1317 to 1323) give Charles Bertie's account of his receipts and payments of so much of the French money (Louis XIV.'s subsidy to Charles II.) as passed through his hands. The items are contained in the first ten pages of a thin folio volume among the Duke of Leeds's MSS., the rest of the volume being blank. The account is headed "Mr. Charles Bertie's account of money received by him from Mr. William Chiffinch, &c., in 1676, '77 and '78."

The full statement of the account of the French moneys will be found on pp. lxiv-vi Introduction, Calendar Treasury Books, Vol. III. It will be there seen that the payments to Charles Bertie from 10 Nov., 1676, to 14 Dec., 1677, are given as 95,559l. This agrees exactly both in dates and amounts with the account given here below after eliminating the items of loans to divers persons or offices with which Bertie credits himself as payments (when he made the loans) and with which he charges himself as debit (when they were repaid).

From this account it is clear (1) that prior to Nov., 1676, Sir Stephen Fox was the recipient of such part of the French money as was intended by Charles's Administration to be employed in the ordinary secret service account—or, as I should prefer to style it, on the special services account. When Fox was dismissed from his office of Paymaster of the Guards and Garrisons he ceased to be employed as the paymaster for this portion of the French money, his place being taken by Charles Bertie, Secretary to Treasurer Danby. During the time that Fox had been so employed (presumably from 1670-1, Feb. 18, to 1676, Nov. 10) there had passed through his hands a total sum of 44,768l. 10s. 0d.—no great amount in reality. (2) The items of disbursements are not of a sensational nature. Many of them can be traced in the present volume as ordinary items of routine Treasury Office business. I do not think there is one of them which Danby would have hesitated to record in the ordinary Treasury entry books if it had fallen to be so recorded. They are not so recorded in the ordinary Treasury books simply because the money came from a source outside the ordinary Exchequer sources. It was not paid into the Exchequer in due Exchequer form nor issued out of the Exchequer in due Treasury form. Therefore a separate entry book for it was kept. But that book is no more, or no more specifically, a secret service book pure and simple than the ordinary Treasury Money Book is a secret service book. (3) Danby's statement in his "Copies and extracts of some Letters," p. 95, to the effect that he was ignorant of the fact that the French money was received [by and through William Chiffinch] cannot be accepted. Charles Bertie was merely Danby's creature in this as in every other item of his Treasury work.
