Royal warrant to the Clerk of the Signet for a privy
seal for 11,636l. 9s. 3d. and 4,337l. 4s. 3d. to Sir John
James and Robert Huntington, being due to them
as follows, viz., 11,636l. 9s. 3d. (as appears by an
account stated by Auditor Aldworth and allowed by
Treasurer Danby Feb. 18 last) for 6 per cent.
interest and 2 per cent. reward (making the same
into principal at the end of every 6 months) of and
for several sums amounting to 174,355l. 7s. 10d.,
which they advanced and lent to William Ashburnham,
Cofferer of the Household, for the service
thereof, which said interest and reward is stated in
the said accompt from the several days of advancing
the principal to the respective days of repayment of
76,105l. 7s. 10d., which is repaid to them and for
the remainder of the said principal to Sept. 16 last :
and 4,337 4s. 3d. (as appears by another accompt
stated by Auditor Richard Aldworth and allowed
by Treasurer Danby Oct. 30 last) for interest and
reward (made principal as aforesaid) on several
sums amounting to 203,088l. 14s. 6d., by them borrowed
and paid to Lemuel Kingdon for the services
of the Guards, Garrisons and Land Forces for one
whole year ended 1676-7, Jan. 1, which interest and
reward in the said accompt is stated from the last
day of every muster to the several days of the repayment
of the principal, the last whereof was on
the 21st of April, 1677. Further, hereby such further
sums are to be paid to said James and Huntington as
shall hereafter appear to be due to them upon
accounts to be stated by an auditor and allowed by
the Lord Treasurer as above, viz., for 6 per cent.
interest and 2 for reward, both these made principal
every 6 months, for such moneys as they have advanced
or lent or shall advance or lend for the service
of the Guards, Garrisons and Land Forces or of the
Household : such accounts to be duly entered in
the Exchequer to prevent the King being doubly

Royal warrant to the Clerk of the Signet for a
privy seal for the Treasurer of the Navy to
pay (upon bills which the Navy Commissioners
are hereby authorised and required from time to
time to make forth for this purpose) the salary of
400l. per an. to John Shales for himself and 50l. per
an. each for 2 clerks to be employed by him, all as
by the privy seal of 1677, June 30, which authorised
Treasurer Danby to appoint some fit person to
inspect and examine the comptrol of the accounts of
all the stores of the Navy and of all wages paid in the
yards ; in pursuance whereof said Danby has so
appointed said John Shales, senr. Said payment is
to be made quarterly, the first payment commencing
from Lady day next. These payments are hereby
to be allowed on the accounts of the Treasurer of

Same to same for a same as follows, viz. By the
patent of 1670, Sept. 9, the farm of the Four and a
Half per cent. duty in Barbados was demised to
Robert Spencer, Esq., Sir Charles Wheler, bart., and
John Strode, Esq., for 7 years from 1670, Dec. 25,
at 7,000l. per an. rent with covenants for defalcations,
&c. Some time since the said Farmers represented
to the King that within the term aforesaid
there happened a war with the Dutch whereby they
had great losses in captures at sea and otherwise, as
also a violent plague and hurricane in the said
island and that their officers met with great disturbances
in settling the said farm : and therefore
they prayed defalcations for same. It was thereupon
agreed by the King and said Farmers that they
should become accomptants to the King for said
duty during the whole of said 7 years and in pursuance
thereof an accompt for the first 4 years of
the said term has been made up and stated by
Auditor Richard Aldworth, assisted by Edward
Thorneburgh and Benjamin Scutt, merchants. By
said account said Farmers are charged with several
quantities of Muscovado sugar (into which the
several species of commodities received for the said
duty are reduced) to the amount of 16,371l. 11s. 3d.
They crave allowance of several sums expended in
relation to the said farm which with 9,404l. 10s. 11d.
by them paid into the Exchequer upon the said
4 years' farm (as appears by 18 tallies) make
12,139l. 13s. 11d., leaving 4,231l. 17s. 4d. remaining
due, besides the quantity of 175,176lbs. of Muscavado
sugar, which they are to answer in their next
account. Said account is hereby approved and
to be passed, and the said Farmers' accompt for
the last 3 years of said farm is to be forthwith made
up and stated, such allowances being to be made
therein as the Lord Treasurer shall think proper.
And in regard there is no allowance of salary to said
accomptants in the abovesaid 4 years' accompt,
the salary of 400l. per an. each for said 4 years
is hereby directed to be allowed to them for their
pains and labour in the management of said revenue.
When they shall have accompted for the whole
7 years and shall appear to have cleared all the moneys
due to the King they and their executors and
administrators are hereby to be wholly acquitted and
discharged of and from the rents reserved in the said
recited lease and shall have their quietus est as if
they had fully answered the same into the Exchequer.

Treasurer Danby's subscription of a docquet dated
March of a grant to Peregrine Bertie, Charles Bertie
and Charles Osborne, Esqrs., their heirs and assigns,
of the Honor of Eye, the manors of Grantham,
Pevensey, Pattington, Penrith, Raylton, Drakelow
and Rudheath, Higham Ferrers, Ferrington, Muchland
and Havering, with their appurtenances, in
reversion after the Queen Consort's death : all in
trust and for a provision for Charles, Earl of Plymouth
upon his marriage with the Lady Brigett
Osborne and [in trust for] his children by her and
to such uses, intents and purposes as in certain
indentures tripartite dated Aug. 30 last enrolled in
Chancery made between the said Peregrine Bertie,
Charles Bertie and Charles Osborne of the first part,
the Earl of Danby and said Lady Brigett of the
second part and Charles, Earl of Plymouth, of the
third part. This privy seal passed that seal by
immediate warrant this day.

Royal warrant to the Attorney or Solicitor General
for a great seal for a grant to Thomas Neal of a
yearly rent or sum of 600l. out of the Tenths of the
clergy in the diocese of St. Asaph, Bangor, Carlisle,
Chichester and Gloucester, and every of them, or
in default thereof out of any other Tenths of the
clergy in any other dioceses in England or Wales :
to have the same during such time as he shall continue
in the office or place of Groom Porter, and to be
received by him yearly at Christmas without accompt,
imprest or other charge : the first payment hereon
to be made for 1 years to Christmas last and thenceforward
yearly : same to be in satisfaction of all
such furniture and Household stuff as he by the duty
of his said office is to provide and furnish for the
King's service ; it being the duty of his place to
provide several sorts of Household stuff and
furniture in the royal palace of Whitehall and other
the King's standing houses of Windsor, Hampton
Court, Greenwich, Audley End and Newmarket,
"and in all other our houses where we shall please
to make our royal abode and in all our lodgings in
our royal progresses, and that as well for our royal
self as for our dearest Consort the Queen, and also
in the houses of all Ambassadors and in our House
of Lords and lodgings there, the charge whereof
according to usual method is to be satisfied by the
Treasurer of our Chamber upon bills signed by our
aid Groom Porter and allowed by the [Lord]
Chamberlain of our Household : but by reason that
such yearly expense of furniture and provisions being
uncertain, and the establishment for the Treasurer
of the Chamber oftentimes falling short, the said
provisions and furniture have not for some years past
been sufficiently provided for and our said service
thereby much discouraged." Wherefore the said
Neale has proposed the well furnishing of all the
said provisions and Household stuff for the said
yearly sum of 600l. in lieu of all the said bills
"which upon due consideration we are graciously
pleased to condescend unto." Hereby no more of

poor distressed inhabitants thereof : said timber

Earl of Northampton. The timber to be felled in
the most convenient places with regard to the vert

Report from same to the King upon the petition of
the keepers of the Council Chamber as by the order
of reference of Sept. 9 last. Before the late Act for
regulating the Council Board the fees and profits
of the Chamber keepers were near as much as those
of the clerks of the Council and their salaries were
little different, the clerks having 50l. and the
Chamber keepers 2s. 6d. a day or 45l. 12s. 6d. per an.
each. By that Act the fees and profits were taken
away as well from the clerks as from the Chamber
keepers which made the places not worth their
attendance, their salaries being too small. In
contemplation thereof your Majesty increased the
salary of the clerks from 50l. to 200l. per an. each,
but the Chamber keepers had no addition of salary
although their attendance has been of late greater
than formerly. I think it fit their salary be increased
to 100l. per an. each in respect of their
continual attendance and the loss of their profits
by said Act.

Warrant from same to the Clerk of the Pipe for a
lease to Capt. John Wetwang, his executors and
assigns, of the office and authority of water bailiff
and keeper of the rivers, streams and waters, as
follows, viz. for the rivers of Humber and Trent in
cos. Stafford, Derby, Notts, Lincoln and Yorks,
with power to nominate and appoint a steward of
the Courts incident to the said office for prosecuting
and recovering fines, penalties and amerciaments
for any unlawful way of catching and destroying
fish in the Humber and Trent : all for 31 years in
reversion after the lease thereof granted 1661,
April 18, to William Chamberlain at the like rent of
20l. per an.
Prefixing : particular of the premises made out in
pursuance of Treasurer Danby's warrant of 1678,
April 29, and Surveyor General's ratal of said
particular. The Court rolls of the said Courts
fairly written in parchment are to be certified
yearly to the Auditor for co. Lincoln by the steward
and one or more justices of peace (who shall be
present at the said courts) ; and the extracts of the
fines are to be similarly certified yearly into the
Exchequer that the same may be levied by process
of that Court. The said Courts to be kept in some
good market town or public place near adjoining
the [particular] river in question and the inquiry
to be by sufficient jurors returned by the sheriff or
his bailiff upon precepts to be made by said bailiff.
The grant to be void if the reserve rent be 40 days
in arrear.

Duke of Ormonde's report as Lord Lieutenant of
Ireland on the petition of Sir Maurice Eustace, Kt.,
executor to Sir Maurice Eustace, late Chancellor of
Ireland. Said Lord Lieutenant's report dated
Mar. 11 (made in obedience to an order of reference
dated Feb. 16 last) states that by a report of the Earl
of Essex, late Lord Lieutenant of Ireland, there
remains due to the said executor 3,565l. 15s. 8d. as
an arrear due to the said Lord Chancellor on account
of his entertainment as Lord Chancellor and on his
pension of 1,500l. By a certificate from the Auditor
General, Ireland, the present Lord Lieutenant finds
that said executor has received only 250l. as part of
the 2,000l. more granted to the said Lord Chancellor
by the royal letters under the signet and sign
manual dated 1661, Mar. 26 : so that the total sum
remaining due is 5,315l. 15s. 8d. There is at present
no fund out of which payment of this sum can be
made. A patent may be granted (as by a draft
thereof enclosed [missing] for such sums of money
out of the revenue, Ireland, as shall hereafter come
to the King's disposal by the determination of any
pension or temporary payment on the Irish establishment
until the said total of 5,315l. 15s. 8d. be
fully satisfied. On the abovesaid report Treasurer
Danby hereby reports that he has considered said
Eustace's petition and the report thereon with the
abovesaid draft patent and fully agrees therewith.

In pursuance of the order in Council of the 19th
inst. this is to signify the King's pleasure that the
bills for stores served in by contract for the use and
service of a war against the French King [in accordance
with the terms of the Poll Act, 29-30
Car. II. c .1] be paid to the merchants or others concerned
in their course before any other bill or bills
payable for goods or stores whatsoever that have
been bought or received since the date of their [said]
respective bills or that shall at any time hereafter
be bought or received ; excepting only bills for
stores upon the accompt of the 30 ships appointed
to be built by Act of Parliament [of 29 Car. II. c. 1.] :
and that whatsoever money shall at any time be
received by the Treasurer of the Navy upon the
account of goods and stores (excepting such moneys
as shall be appointed for stores out of moneys appropriated
by Act of Parliament for the said 30
ships) shall from time to time be by you assigned
and applied upon the bills for goods and stores served
in by contract for the use and service of a war against
the French King in the first place ; [you] observing
in such your assignments to pay first the bill that
was numbered [first] and so successively one bill
after another in their due course till the whole be
paid : and that upon the payment of each and
every the said bills you cast up what is due for
interest on the said bills from the day of the first
entering and numbering in the Navy Office till the
day of their payment ; and to make out bills to the
respective persons for interest money due for each
sum so forborne : causing the same [interest] bills
to be presently entered and numbered amongst bills
for stores in course that so the said interest bills may
also have regular payment. But you are to take
notice that in case the Parliament at this meeting
shall take into consideration this debt, which was
occasioned by the falling short of the Poll bill only,

Report from Treasurer Danby to the King on
James Lane's petition to be granted the salary
of the Secretary at War in Ireland as or for a
pension upon the first vacancy in the [pension
list] in the Irish establishment. Said petition being
referred to the Lord Treasurer the 14th inst.,
the latter hereby reports advising (for the reasons
set forth in said petition) a grant to petitioner
of a pension of 465l. 5s. 0d. per an. (being
equal to the salary formerly belonging to the Irish
Secretary at Warr's place) for life after any present
pensions on the Irish establishment fall off by
death or otherwise so as to make room for this.

Treasurer Danby to the Admiralty Commissioners.
I have received the enclosed petition [missing] of Mr.
Fra. Dorrington and the King's command that some
care might be taken for satisfying the debt therein
mentioned. I find same to be a just debt settled by
order of Council dated 1668, June 3, whereby the
Navy Commissioners "are authorised to give a bill
to the Treasurer of the Navy to pay 1,500l. but the
postpone of navy debts about that tyme has
occasion'd its not being payd." I certify you that it
is the King's pleasure that petitioner be paid said
debt, to the end you may lay same before the King
and receive his directions in what manner petitioner
shall have his payments and whether his Majesty
will think fit to allow him any interest for his
forbearance hitherto.
