Warrant from Treasurer Latimer to Sir C. Harbord to make a
constat of premises as follow, and to rate same in order to the
passing a grant thereof in fee or for years as the Corporation
of Becoles shall think fit to take it. they employing the profits
thereof for the use of the poor of said town, viz. some old houses
and small parcels of ground being the remains of an ancient
foundation called Beccles hospital, and comprising one piece
of arable land about three acres, being a sandy hill whereupon
the ruined walls of a small chapel are remaining and part of
an old house which is supposed to have been the Hospital of
Beccles. and two pieces of marsh or fenny ground, containing
about three acres, which did belong to said hospital : all not
worth above 3l. per an. : together with a rent of 35s. payable
to said hospital out of the manor of Barsham next adjoining,
all which it is conceived belong to the Crown : the said
Harbord having reported upon the town's petition for said
premises that a grant may be made to them under the Great
Seal with a clause for the town to sue and be sued or any
other reasonable addition of liberty, but if they think not fit
to be at that charge that then they may have a lease thereof
for 60 years under the Exchequer seal and of all other lands,
rents, liberties and privileges they shall discover to have been
belonging to said hospital (and not granted out of the Crown).
at a small rent of about 12d. in the . they covenanting to
recover the premises at their own charge and to recover the
King's right thereto and to employ the profits thereof to the
benefit of the poor of Beccles.

Royal warrant to the Solicitor or Attorney General to prepare
a great seal for a release and discharge to Viscount Yarmouth
of 1,800l. per an. part of the 3,800l. per an. rent of the wood
farm granted to him by indenture under the Great Seal, dated
1666, April 5, granting him the farm of unwrought wood, glass
ware, oranges, lemons, citrons, and pomegranads, at 2,700l.
per an. for 21 years from 1667, Sept. 29, which rent was
subsequently improved by a fresh indenture dated 1667-8,
Feb. 4, to 6,500l. (by reason that the dismal fire of London
caused a much greater importation and consumption of such
materials). The present discharge of 1,800l. per an. is to date
from Mar. 25 last to the end of the farm, and is granted in
view of the fact that the city of London being now almost
totally rebuilt the profits of the farm cannot in future be
supposed to be more than they were at the time of passing the

Report to the King from Treasurer Latimer on the petition of
Capt. Rich. Griffith (as by the order of reference of April 12
last), said petition desiring a grant of the office of water
bailiff of the river Severn. According to the Attorney General's
report to me it appears that said office is seized into the King's
hand and that the former patentees are thereby excluded from
any interest therein. The old grant contained many objectionable
clauses.

|
Treasurer Latimer to Sir Robert Howard, Auditor of the Receipt.
In pursuance of the warrant of April 28 last tallies have been
levied for 10,000l. on the Farmers of the 4 per cent. duty at
Barbados, to be paid to Major Edmond Andros, towards payment
of the arrears due to the regiment late under Sir Tobias
Bridge. There is a present necessity that 4,500l. be advanced
for paying such of the said soldiers as have been discharged.
As that sum cannot yet be raised on those tallies, and as there
is a considerable sum now remaining in the Exchequer, part
of the sum of 22,604l. set down (in the list of the moneys of
the fourth quarter of the Eighteen Months' assessment as for
the Victuallers), which cannot yet be issued for that use
because the Victuallers' accounts are not yet perfected you
are to direct the Teller to pay 4,500l. thereof to said Andros,
and I will take care that same shall be suddenly reimbursed to
said Teller.

report on the petition of the Major, Jurats and Commonalty of
Dover concerning the measure of lime in said port you stated
that Richard Jacob, present Mayor of Dover, and several of
the Jurats certify that the chalder of lime has been for 40 years
accompted and taken to be 100 baskets according to the usual
measure there, and that the lime trade has been the only
support of the poor people thereabouts, who daily make the
lime or must otherwise fall upon the parish. But you say
your officers at Dover report that the contents of the chalder
of lime as it is sold in said town is very uncertain, there being
various measure of chalder, and that in 1656, some chalders of
lime were passed at 36 [? 300] bushels to the chalder. But upon
the whole you are of opinion that the chalder shall pass at 100
baskets, each basket containing two bushels. It will be of
small consequence to the Customs and of considerable advantage
to the poor of Dover and an encouragement to the navigation
of the port and other places thereabout. I therefore authorise
this measure (100 baskets of two bushels each) to pass as a
chalder according to the ancient custom.

Having seen the pass produced by Mr. du Bignon d' Ollebruse,
under the seal of Sir William Swan, testifying that he
is a servant to the Duke of Brunswick, you are to suffer him to
pass with his men, goods and baggage.
You are to restore the aliens duty deposited by Mr. Luke
Plunkett, merchant of Bristol, if you find the wines were
shipped and arrived as alleged.
If any further application be made to you as to the trade
with Tangier you are to inform yourselves and report to me
whether they will be contented to allow to His Majesty the
nomination of the Commander [of the ship], and be at the
whole charge both of manning and victualling the ship.
You are to consider and report to me what will be necessary
for putting the Composition trade in execution, and to give
me an account thereof by Monday next.
As to the duty on feathers it is to be according to law.
The business of Mr. Coles and Nelthorpe concerning uncertain
cask is to be suspended till a day to be appointed.
You are to consider the matter of Coinage and report your
opinion to me how far it may be most equitably distributed
among the several officers.
As to the business of corn at Berwick, you are to order
the Collectors to admit corn to be brought over the Scotch
bridge according to their last petition : till further order.
As to Mr. Geo. Pley, senr., Collector of Weymouth, and
my warrant for stop for process against him, I intend the same
shall be taken off at Michaelmas next, unless by that time he
pay his debt or give security. Meantime you are to restore
him to the execution of his place.
