May 1. William Lowndes to Mr. Carkesse. With reference to yours of the 30th ult. to me enclosing an account of the Duty deposited for the necessaries delivered out of the Great Wardrobe to Mr. Stanyan as Ambassador to Turkey, my Lords think it reasonable that these goods ought to pass [free of Customs] in the same manner as hath always been accustomed for other Ambassadors on the like occasions. They desire you to acquaint the Customs Commissioners therewith. Out Letters (General) XX, p. 299.

Report to the King from the Treasury Lords on the petition of Thomas Robertson, merchant of Inverness, praying the King's pardon for sundry fraudulent practices by him committed with respect to the revenue and as a motive therefor offering to make such discoveries as will be of advantage to the revenue. We received an account of the said frauds from the Customs Commissioners of Scotland and find that they were carried on by a sort of confederacy between sundry merchants and the Custom House officers there and none appear to us to have had a greater share in the guilt thereof than the petitioner. The frauds appear to amount to 11,000l. and upwards and are so flagrant and notorious in their nature that the future safety of the revenue will depend upon bringing the persons concerned to punishment and the [Scotch] Customs Commissioners have our orders to proceed against them with vigour accordingly. We will consider petitioner's discoveries when he shall think fit to exhibit them in writing. Until he exhibits same and makes some offer of refunding his share of these notorious frauds we cannot advise your Majesty to grant the pardon desired.

C. Stanhope to the Auditor of the Receipt to direct his officers to draw the three orders each for 200l. bounty “that they may be laid before their Lordships this morning.” Ibid.
Treasury reference to Hugh Cholmley, Esq., Surveyor General of Crown Lands, of the petition of Charles Medlicott, shewing that he has about 96 acres of freehold coppice, woodleys and close within the verge of Rockingham Forest, of a different tenure from other coppice woods of the said forest, being strongly fenced in to keep out the deer till seven years' growth, after which the custom is to leave open the gates from the beginning of October to St. Thomas's day; neither have the [King's Forest] keepers any other liberty than that of pursuing, hunting and following the deer; under which pretence (tho' there's seldom any deer seen there) the keepers not only destroy and sell the feathered game but [also] great number of cattle which lye upon the said forest [do] come in and do great damage and prevent the growth of the young timber which petitioner endeavours to preserve: therefore petitioner prays that the said coppice, woodleys and close may be granted to him free hay or purlieu. The Earl of Stair has occasion for Mr. Robert Arbuthott, one of the Auditors of the Exchequer in Scotland, to attend him at the Court of France. Treasury warrant to the Auditors of Imprests to allow in the account to 1717 June 24 “or any subsequent account” of the Commissioners for the Duties on Hides, to wit for the Additional Duties on hides commencing 1 Aug. 1712 and for the old Duties commencing 24 June 1711, the sum of 43l. 13s. 0d. for incidents expended by their Cashier, Sir Charles Farnaby, for allowances, fees, porterage &c., detailed, on paying into the Exchequer the sums of 86,097l. 18s. 8d. and 52,329l. 1s. 7d. for England and 499l. 9s. 11d. and 494l. 4s. 10d. for Scotland for the year 1717.

C. Stanhope to Mr. Negus to report on the enclosed petition [missing] of Susanna Merril praying some allowance for the lodgings which her father built and are now made use of by the officers of the Stables. Out Letters (General) XXII, p. 299.
Treasury reference to Edward Young, Esq., Surveyor General of Woods, and to William Watkins, Esq., Keeper of his Majesty's Roads, of the petition of the parish of St. Margarets, Westminster, shewing that they have been at great expense and trouble in repairing the high way and causey between Knightsbridge and Kensington along Hyde Park wall occasioned by the many springs arising and issuing from under the said Park wall for want of opening and cleaning the ditch within side thereof: that the said wall in many parts is in imminent danger of falling, as appears by a survey annext [missing]: that several other drains are likewise stopped which occasions so great a flux of water upon the open road that makes it utterly impossible to keep the same in repair: therefore petitioners pray that directions may be given for opening the said ditch and drains and that they may have leave to take a quantity of gravel out of the said park to make good the damage they have sustained. Same to the Commissioners for Taxes of the petition of John Popham, who was Receiver General for Taxes for Co. Southampton and the Isle of Wight for the year 1712 and was at great expenses in remitting his money to London: therefore praying allowance of 68l. for the said necessary expenses. Ibid.

Prefixing: report dated April 17 from the Customs Commissioners on the petition of William Hill, senr., an established tidesman in London port for upwards of 30 years, but much afflicted with lameness, praying to resign to his son William, petitioner having five children unprovided for. Petitioner has well behaved himself and his son is qualified.

Royal warrant dated Kensington to the Clerk of the Signet for a privy seal to discharge Joseph Addison, one of the Principal Secretaries of State, of 1,013 ounces 13 dwt. of white plate valued at 337l. 17s. 0d. (at 6s. 8d. per ounce) delivered to him out of the Jewel Office by an indenture dated July 30 last, no part of which said plate has been returned into the said Office: the King being pleased to discharge him of the said plate in consideration of many good and acceptable services performed unto us by him. Same dated same to the Attorney General or Solicitor General for a great seal for an annuity or yearly sum of 1,200l. to George Parker during the joint lives of the King and the said Parker: to be payable quarterly as from Lady day last: but to cease if and when he be granted and come into immediate possession and enjoyment of the office of one of the four Tellers of the Receipt. Herts is found to be a natural fool or idiot and so to have been from the time of his nativity and his estate thereupon certified into the Petty Bag Office: and Thomas Bigg of Kimpton, Co. Herts, and Elizabeth “his wife and Sarah Colton of the same parish, spinster, which said Elizabeth and Sarah Colton are the only sisters and heirs apparent to the said William Colton” have prayed a grant to them of the management of his estate and to the said Jenkyn of the custody of the said ideot, Jenkyn having had the custody of him for many years past under the will of his father. Prefixing: report from said Surveyor General on said Earl's petition for same. I find the piece of ground almost covered with heaps of rubbish, part of the ruins of the said palace. It adjoins south on Lord Herbert's ground, abuts west and north on the ruins of the palace and east on the river Thames and is 115 ft. east to west and 80 feet north to south, “and also liberty to make a passage through the ruins to the ground adjoining above described.” I advise a ground rent of 10l. per an.: with power to the Crown to reassume (without any consideration whatever) in the contingency of rebuilding the Palace of Whitehall.
