William Lowndes to the Surveyor General [of Crown Lands] enclosing a letter [missing] sent to my Lords from the Lord Chamberlain signifying the King's pleasure that enquiry be made what ground belongs to the Earl of Oxford as Housekeeper of St. James's, in order to make an exchange with him for some other piece of ground if it shall be thought convenient for building a kitchen for his Royal Highness [the Prince of Wales]. Treasury reference to the Customs Commissioners of the petition of Thomas Hartley shewing that his brother, John Hartley, was bound for Edward Scarbro', a Collector of Customs at Liverpool, in 2,000l. and was sued thereupon for a great arrear due from Scarbro' to the Crown and all his [petitioner's] lands were seized under an extent and the rents thereof levied; that by the help of his friends he borrowed 500l. which he paid to the Customs Commissioners toward the said debt, and by the said extent a moiety of the land in Shipley, Carleton and Eastborn are now enjoyed by the Crown; that petitioner is heir to his said brother: therefore prays an Exchequer lease of the premises during the extent. Same to the Excise Commissioners to make to John Ellis, their Solicitor, an additional allowance of 100l. per an. [to himself] and 50l. per an. for a clerk in consideration of his great increase of business occasioned by the several Duties laid upon candles, hops, soap, paper, calicoes, starch and wire [see supra, p. 80] “apportioning the same upon the said several Duties in such manner as you shall think most equitable and just”: as from Michaelmas 1716.

The causes and prosecutions before us by reason of the said Duties are very considerably increased, particularly by the Duty on candles, the informations and complaints exhibited against and by the chandlers being very numerous. H. Walpole to the Revenue Commissioners in Ireland to report on (a) infra relating to the importation of French sugars in Ireland.
Appending: (a) the Board of Trade and Plantations to the Treasury Lords dated March 27. Sir Thomas Johnson has communicated to us a letter from Dublin of Feb. 19 last relating to the importation of French sugars there. We enclose a copy thereof and think this matter of such consequence that if some method be not found out to prevent this trade from the French islands very little of our Plantation commodities, and particularly sugar, will for the future be exported from this kingdom to Ireland or consumed there.
(b) The copy of the said letter from Dublin signed Tho. Thorne and addressed to Mr. John Earle, merchant in Liverpool. As to what I formerly writ you about the sugars, we now have another ship with 28 casks that has invoiced from St. Domingo and Rochelle, France, and our Commissioners [the Revenue Commissioners, Ireland] have admitted them to an entry. They are consigned to Mr. James Swift. The former parcel are not yet arrived and the reason given for admitting these is because they come directly from the place of their growth which is a falsehood for they were undoubtedly landed in France. I think a moment's time ought not to be lost effectually to lay it before the Lords of the Treasury and Plantation as also before the Parliament. Out Letters (Ireland) X, p. 75.

William Lowndes to the Board of Ordnance enclosing for their information a report sent to Secretary Methuen by Mr. Pointz, his Majesty's Consul at Lisbon (in reply to Secretary Methuen's letter of Jan. 22, old style) relating to the weight of the Portuguese quintal, used in the King of Portugal's magazines: which report Mr. Secretary Methuen has sent to my Lords.
Appending: copy of said report dated Lisbon 26 Feb. 1717, new style. I find that the said quintal used in the King of Portugal's magazines is exactly the same as the quintal used by the merchants and others in all parts of the [Portugal] Kingdom. It weighs 128 pounds Portuguese which upon examination I find to be some very small matter more than 128 pounds English avoirdupois weight but the exact difference I cannot tell for want of English small weights.
