Warrant by Treasurer Oxford to the South Sea Company to permit Charles Cæsar, Treasurer of the Navy, to transfer 1,773l. 16s. 6d. of South Sea Stock to Francis Lynn, Cashier to the present Commissioners for Sick and Hurt Seamen, to satisfy several bills of exchange drawn from Lisbon for the subsistence of sick seamen there [in favour of] Mr. White, 1,576l. 5s. 6d.; Mr. Low, 197l. 11s. 0d.: making together 1,773l. 16s. 6d. T. Harley to the Lord Chief Baron of the Exchequer, Scotland. I enclose a draft signature [missing] of a grant of the Patronages of Dull and Monline in favour of the Duke of Atholl. Also a memorial of Sir Robert Menzies and other heretors of the parish of Dull against said grant. Please re-consider that whole matter and report thereon to my Lord Treasurer.
Please signify to the Sheriffs in Scotland of the Queen's pleasure that they forthwith give notice to one of the Principal Secretaries of State of all such the Queen's Patronages as are now vacant and that they constantly do the same hereafter as any happens to become void.
You have proposed for her Majesty's service and for the better preventing outrages by breaking open warehouses (as hath sometimes happened) in which prohibited and uncustomed goods have been lodged in order to condemnation, that sufficient warehouses be provided in some of the principal ports of Scotland, particularly Leith, substantial buildings with rooms for a warehouse keeper and other Custom House officers. Please survey suitable buildings in the case of Leith port and report an estimate.
On the petitions of Mr. Penman, Assaymaster of the Mint at Edinburgh, and Mr. Miller, clerk of the Mint there, the officers of the Mint in London have reported advising that 60l. be allowed to Penman and his predecessor Borthwick for their extraordinary pains and charges during the late recoinage in Scotland, and 60l. to Mr. Miller for overseeing the tale and weight of the old moneys delivered by the Bank of Edinburgh to be melted into ingots. Please advise my Lord Treasurer out of what moneys said allowances may be paid and what warrant will be necessary. So also as to the case of Mr. Houston, who prays that the 155l. 13s. 0d. due to him as late Collector of the Customs at Edinburgh may be paid out of arrears which he owes on account of bullion.
My Lord has considered what you have laid before him concerning the revenues of the late bishoprics in Scotland and the vacant stipends there. Please propose to my Lord such method for collecting and receiving thereof as shall be most easy and lessen the present charge, so that there may be the more for her Majesty's disposal to the Episcopal clergy in Scotland and other pious uses to which the same are intended to be applied.
My Lord has considered your representation concerning the accounts of Mr. Allerdice, late Master of the Mint at Edinburgh, on which 1,397l. 7s. 71/6d. rests due to his representatives. Please draft a privy seal for passing the said account with a clause for satisfying said balance.
Mr. Cave and Mr. Clarke, joint engravers of the Mint in Scotland, have prayed 50l. for puncheons made by them for the recoinage at the time of the Union. Please add this sum to the amount due to Allerdice's representatives, for them to pay same over to Cave and Clarke.
The Messengers of the Receipt of the Exchequer have prayed an allowance for distributing Proclamations and Orders in Council in [throughout] Scotland since the Union, for which you have proposed that 18l. be allowed for each Proclamation. Send my Lord an account what this allowance amounts to for all [Proclamations and Orders in Council] hitherto distributed by them. Please prepare a warrant for satisfying in Scotland what is now due and what shall hereafter grow due on the like allowance in future. Out Letters (North Britain) II, pp. 432–3.

Prefixing: memorial by said Commissioners. On a survey of the outport officers we find several incapable of duty by age. To dismiss them after faithful service may be esteemed a hardship. The duty in all weathers and liability to such accidents as may render them incapable of getting their subsistence any other way and their salaries are generally so small as not to admit them to provide against sickness and old age. We therefore propose forming a fund as above out of salaries of outports officers except collectors and their clerks and patent officers or their deputies who have no salary on the Establishment: and that the pension to be paid be a third of the salary of the superannuated person, but not to exceed 25l. per an. nor to be less than 10l. per an.: none to be entitled that has not been in the service seven years unless disabled sooner by extraordinary accident. Same by same to the Paymasters of the Ten Pound Lottery [10 Anne, c. 18] and the Class Lottery [10 Anne, c. 19] anno 1712 to pay the annual rent or sum of 100l. per an. to Thomas, Lord Mansell, one of the four Tellers of the Receipt, as in lieu of the house belonging to him as a Teller, with the outhouses and other conveniences thereunto adjoining and belonging: it being provided in the Acts for said Lotteries that the payments thereof should be made in or near the Receipt of the Exchequer at Westminster and it so happening that convenient places were wanting in or near the said Receipt to be converted into offices for the paying and comptrolling the said Lotteries and said Lord Mansell has offered his house for that purpose.
