Aug. 1. Money warrant for 69l. to Theophilus Westwood, one of the underkeepers of New Park near Richmond, for one year to 1711 June 24 for the salaries of 20l. to himself and 25l. to Edward Waldrich, another underkeeper thereof; and 10l. to the bailiff and 14l. to Henry Badger, the moletaker. Treasury reference to the Comptrollers of the Accounts of the Army of the petition of Col. Edward Jones shewing that the clothing of his Regiment was lost to the value of 981l. 10s. 0d. with the men on board the transport ship Industry on their way from Ireland; further that the offreckonings of said Regiment are assigned up to Dec. 1712, so that there is no fond [out of which] to repair the said loss: "that until that be done the Regiment cannot take the field": therefore praying relief as to the said loss. Aug. 1. Same to the Attorney General of the petition of Cha. and Richd. Hore shewing that as a reward for their service in discovering frauds in the Victualling her Majesty granted them a market for selling of skins in Wood's Close near St. John Street in Clerkenwell, to which grant they desire that three more places may be added, viz. Whitechappel, Southwark and Westminster. Ibid. IX, p. 7.
Same to the Customs Commissioners of the petition of Samuel Binks, Collector of Portsmouth port, praying reimbursement of 95l. 5s. 6d. which he disbursed in securing to her Majesty 445l. which one Spearing, the former Collector's clerk, had run away with. Ibid., p. 8.
Treasurer Oxford to the Lord Lieutenant of Ireland to report on the enclosed petition [missing] of Charles Morgan and Margaret his wife, daughter and heir of John Macknamara, shewing that her Majesty is entitled to several lands in Co. Clare, late the estate of the said John Macknamara, containing 559 acres and that they are willing at their own charge to make out her Majesty's title: therefore praying a grant thereof at an easy rent. Same to Mr. Wilcox to report on the enclosed letter [missing] of the Verderers of New Forest proposing that all warrants for felling wood in said Forest be entered in the Forest Court as was the practice till lately: and proposing that the lopp and topp of wood felled for the Navy may be applied to payment of the salaries of officers of the Forest and other current services thereof. Aug. 2. T. Harley to the Attorney General to report on the enclosed letter [missing] from the Secretary at War signifying that the Committee of General Officers are of opinion that the Colonels of the Regiments in Great Britain should be allowed upon the Rolls of the Dead, Deserters or Discharged for the two musters next after the death, desertion or discharge, to enable the said Colonels to recruit. Treasury reference to the Postmaster General of the petition of Edmund Dummer shewing that the late Act of Parliament for Establishing a General Post Office [9 Anne, c. 11] has disabled the Postmasters [General] from making the payments to the petitioner according to his contract with them for the West India packet boats: therefore praying the Lord Treasurer's directions therein. Same to the Customs Commissioners enclosing a letter [missing] from Lord Dartmouth and Secretary St. John of advices received that the plague begins to shew itself again in several parts of the north [the Baltic]. You are to give strict orders for due observance of quarantine to prevent the spreading of the contagion into this kingdom. (The like to the Customs Commissioners in Scotland.) Ibid.
Same to Mr. Popple to report on the enclosed petition [missing] of Col. John Corbet, Governor of Maryland, praying to be allowed half salary from the death of the late Governor until petitioner's arrival in Maryland. Ibid.
Same to the Customs Commissioners to report on the enclosed representation [missing] from the Commissioners of Trade and Plantations relating to the present state and condition of the Lustring Company in regard to the discouragements it now lies under and the causes of it and proposing a method for removing the same and for supporting and maintaining the said Company: the said representation having been referred to the Lord Treasurer by the Privy Council. Attached to this entry is a later but undated [eighteenth century] precis as follows: "A salary of 50l. per an. was granted by Queen Ann to two schools at Newmarket, viz. 25l. to each: Articles for the regulation of the schools was signed the 31 July 1710 by the then Bishop of Norwich and the salaries are still continued by his present Majesty. It is supposed a Deed of Trust was executed in the Queen's reign and that the then Minister of Newmarket, Bewdsey Fisher, D.D., the Lord Treasurer Godolphin, Duke Ancaster and John Dighby, curate, with some of the principal inhabitants and the then Bishop of Norwich were made Trustees. But no such deed can be found unless it is in the Treasury." Queen's Warrant Book XXV, p. 79.

Letter of direction for 160l. to Visct. FitzHardinge, Treasurer of the Chamber: out of Civil List moneys: and is intended to be paid over by him to Mr. Randue, housekeeper of Windsor Castle, for half a year to 1711 Lady day on his allowance of 320l. per an. Disposition Book XXI, p. 136.
T. Harley to the Commissioners for Stating the Public Accounts. A Commission is preparing for the persons who are to be sent to Spain and Portugal to inspect and examine into the affairs relating to the Armies in those parts. If you have anything to propose for the public service in relation thereto please communicate same to the Lord Treasurer. Out Letters (General) XIX, p. 407.
Treasury reference to the Excise Commissioners of the petition of Robert Pilkington representing the prejudice to the revenue of Excise by the use of earthen mugs in public houses which hold less than pints and quarts and the neglect in sizing and sealing those measures pursuant to the Acts of Parliament: and therefore proposing the laying aside the use of those mugs in the public houses and that none but pewter quarts and pints be used properly marked as the Acts direct. Same to John Manley, Surveyor General of Crown Lands, of the petition of Henry, Earl of Rochester, praying to add the life of William Leveson Gower (in place of the late Earl of Rochester) in petitioner's lease of several coppice lands in Wychwood Forest, Co. Oxford. Ibid. IX, p. 7.
Royal warrant dated Windsor Castle [to the Lord Lieutenant of Ireland] to pay 1,325l. to Henry, Earl of Grantham, as royal bounty: without account: the Queen having some years since resolved (in consideration of the good services of said Earl and his father the late Lord Auverquere in the reduction of Ireland and otherwise) to grant him an annuity or pension of 1,000l. out of the revenue of Ireland and that till same could be settled, so much should be paid him as royal bounty: and the said 1,325l. is due thereon from the time the last payment was made thereon. Aug. 7. Royal warrant dated Windsor Castle to Treasurer Oxford and the Barons of the Exchequer, Scotland, for an annuity or yearly sum of 50l. to Margaret Cleland: as from the date the same was last paid to her late husband, David Lindsey, merchant, who lost a ship in her Majesty's service and was granted said annuity: and his said widow being left with ten small children in a most deplorable condition all unprovided for "and must perish unless relieved by us." (Thomas Harley dated same to said Dartiquenave to pay same from time to time to Michaell Studholme, Surveyor of her Majesty's Roads, towards the charge of her Majesty's private road through Hyde Park to Kensington and for other services relating thereto.) Aug. 9 T. Harley to the Customs Commissioners enclosing an extract of a letter from Mr. Pulteny, her Majesty's Resident at Denmark, concerning Certificates for British ships passing the Sound: as also a report from the Commissioners of Trade thereupon: with a signification of the Queen's approbation of the methods therein proposed. The Lord Treasurer directs you to order your officers to observe same accordingly.
Appending: form of said certificate: We ... [officers] of the Customs in the port of declare and attest that we have visited and examined the goods laden on the ship_of which_is master ... designed to go through the Sound into the Baltic and that we have found all well and justly entered at this Custom House and the Duties thereof paid as far as appears to us by the cocquets and other despatches for the said goods: and the said master hath sworn to the contents of his loading and that he hath no other goods on board and will take no other goods or merchandises than what shall be duly entered and Duties thereof paid as aforesaid and hath promised of his honour and faith that he will produce all his cocquets or bills of entry and other despatches at his paying Customs in the Sound to the officers of the King of Denmark appointed for the collecting thereof. Treasury reference to the Managers of the 1710 Lottery of the petition of Thomas Strickland praying the issue of 1,400l. for payment of the officers of said Lottery. In the margin: this petition referred 5 Sept. 1711 to the present Commissioners [of the Lottery anno] 1711. Reference Book IX, p. 7.
Same to the Victualling Commissioners of the petition of Edward Lascelles of London, merchant, shewing that 540l. 7s. 9 ¾d. of Antigua money was disbursed by John Rose, merchant at Antigua, for provisions for the ship Lark, Capt. Norbury commander, in 1710; for which a bill was drawn by the said Commander on the Victualling Commissioners who refuse to accept same: therefore praying directions to the Victualling Commissioners to make a speedy payment of said bill. Aug. 10. T. Harley to the Customs Commissioners. The Lord Treasurer has read your report on the memorial of the Morocco Ambassador concerning his tiles brought from Holland. You are to buy at as easy a rate as possible as many of the said tiles as can be found and redeliver them to the said Ambassador. Send an account thereof to the Lord Treasurer. Same to Mr. Brydges enclosing a translation of the Elector Palatine's orders on the subject of bread and forage for the four Battalions in Germany, with an estimate of the charge thereof according to the said Elector's demands: as also an extract of a letter from the Duke of Marlborough relating to the same affair: same having been sent by Secretary St. John to my Lord Treasurer. Please consider same and write to Mr. Cardonnel to know what is the allowance of bread and forage to the said four Battalions which the said Duke thinks the Battalions in Germany should be contented with.
I also enclose a letter sent to my Lord Treasurer from the Portugal Envoy concerning the subsidies payable to the King of Portugal. Please send said Envoy an account how far the said subsidies are paid and what has been ordered to be charged thereupon.
I also enclose a letter sent to my Lord Treasurer by some merchants about their bills of exchange for corn bought by Mr. Chetwynd and sent to Barcelona. [All the above enclosures are missing.] Ibid.
Same to Mr. Granville [Secretary at War] to prepare the draft of a contract for forage for the Troops in Scotland "at the lowest rates and in the best manner you can for her Majesty's service." Ibid.
Same to Sir Christopher Wrenn to appoint someone to inspect Capt. Studholme's performances in the business, which he is now upon, of mending and repairing the great road leading through Hyde Park: and to see that the ditches and drains are well cleared: and that the ponds or places from whence the gravel shall be taken be well and regularly formed and that the gravel laid on the said road be good and of a due thickness. Same to the Commissioners for Sick and Wounded to attend the Lord Treasurer on Wednesday next with an account of the debt of your Office, distinguishing how much thereof was before March 25 last and how much has incurred since. You are also to give his Lordship an account of the number of prisoners now under your care and why they are detained here, since the expense of maintaining them is so great a burthen to the public. Same to the Stamps Commissioners enclosing the memorial [missing] of William Frankland, Receiver of Stamp Duties, praying an additional allowance for clerks on account of the new Duties on Clerks and Apprentices.
