March 12. Money warrant for 20l. to Phillip Burrough, clerk, as royal bounty for his passage to Maryland whither he is going chaplain. Money Book XXI, p. 32. Order Book VIII, p. 35. Disposition Book XXI, p. 68.
Letter of direction for 200,000l. to James Brydges, Paymaster of the Forces Abroad: out of the first money coming into the Exchequer of the Contributions on the Lottery anno 1711: for the service of said Forces anno 1711: whereof 160,000l. is to be paid over to the exchange remitters for bills some time since given for the service of the Troops in Flanders; and the remaining 40,000l. as in part of 100,000l. in like bills to be given by the said remitters for the like service, upon the foot of a proposal made by them to my Lords and dated this day.
In the margin. this letter was cancelled and in lieu thereof two letters were signed, [one] for 40,000l. and [one for] 160,000l." Disposition Book XXI, p. 64.
William Lowndes to the Customs Commissioners to report on the petition of John Thornton in behalf of himself and others interested in the several ships therein mentioned praying release from quarantine. Out Letters (General) XIX, p. 319.
Treasury reference to Mr. Granville, Secretary at War, of the petition of Peter Franquefort, a Captain in Col. Churchill's Regiment, shewing that the Regiment he serves in is on the Marine Establishment, but his age and constitution do not agree with the sea; that he has served all the late and present war: therefore prays a pension of 6s. a day to maintain himself and family. Reference Book VIII, p. 450.
Same to Nehemiah Arnold, Paymaster of Malt Tickets, of the petition of James Montigny shewing that he is entitled to a malt ticket No. 91965 for 10l. on the 108th payment "which hath been in Course ever since Nov. 1709; that he has received interest thereon but is refused the principal by reason the edges thereof are much worn." March 12. Treasury warrant to George Granville, Secretary at War, to prepare a royal warrant for 50l. each to Capt. Theobald Butler and Capt. Gaetano Mahony and 100l. to the Marquis de Malaspina to enable them to go to Portugal or Spain where they are to be provided for in the Foreign Troops in her Majesty's service.
Prefixing: report by J. Brydges on their cases. Butler has been superseded by a premier Officer of Lieut. Gen. Gorge's Regiment wherein he bore a commission en second "and other considerations": Mahony quitted the Duke of Anjou's service for that of King Charles III and lost his equipage on that occasion: the Marquis de Malaspina served as Captain in a Spanish Regiment in catalonia in the service of his Catholic Majesty. The first two are intended to be provided for in Sir Daniel Carrol's [O'Carroll's] Regiment of Horse in Portugal, and the money to them may be paid out of the savings of that Regiment; that to the Marquis may be directed out of the sum granted for his Catholic Majesty for the service of this present year 1711. Treasury reference to the Customs Commissioners, Scotland, of the petition of John Short, Accomptant and Inspector General of the Customs in North Britain, shewing that the Customs Commissioners there have not included his salary in the last Establishment to Xmas "but the Commissioners not having dismist him made him think that his Office would have been continued till my Lords had agreed to the alterations which the Commissioners proposed to make; and his clerk (in his absence) having done the business hopes he may be entitled to his said salaries till he is regularly dismissed," and praying that if it should be thought fit to sink his Office he may be provided for otherwise and that till that time the [Customs] account may pass through his Office as usual. March 13. Money warrant for 20l. to James Gregg, clerk, as royal bounty towards his passage to St. Christopher whither he is going chaplain. Money Book XXI, p. 41. Order Book VIII, p. 41. Disposition Book XXI, p. 68.
William Lowndes to Mr. Burchett, Secretary to the Admiralty. The Navy Commissioners have represented to my Lords the great difficulty they at present lie under in contracting for hemp, by reason of the extraordinary high prices demanded by the merchants. It is her Majesty's pleasure that they contract for what may be absolutely necessary at the lowest prices and in the best manner they can, in regard to the hazard to the public from the want thereof. Same to the Revenue Commissioners, Ireland, to permit Brigadier Samuell Masham to send to Ireland, Customs free, the belts and buttons which he has provided for his Regiment there. Out Letters (Ireland) IX, p. 221.

Money order for 220l. 8s. 6d. to Sir Michael Heneage, Chief Usher of the Exchequer Court, for necessaries furnished by him to the Officers of said Court in Hilary term 1710, including 1l. 16s. 3d. for his diet of 5d. a day for 87 days 1710 Dec. 16 to 1710–11 March 13. March 14. Letter of direction for the issue of 341,395l. 18s. 1d. to the respective departments as follows, out of the Contributions on the Act for the Lottery anno 1711: viz.

William Lowndes to James Brydges, Paymaster of the Forces Abroad. My Lords have to-day directed 73,229l. 15s. 1d. to you to clear the principal money due from you to the Bank for their loans on deposited tallies. Please lay before my Lords by six o'clock this afternoon an account of the interest due for the said loans so that they may also direct the immediate satisfaction thereof.

Treasury reference to the Excise Commissioners of the petition of William Sharret, a prisoner in Newgate, where he has lain six years upon a debt of 760l. which he owes to her Majesty as late Collector of Excise in the Isle of Wight, which he is out of all hopes of ever paying if confined to prison: therefore praying release upon security, "by which means he may be in a way of payment of his said debt in time." March 15. Letter of direction for 40,000l. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the Act [9 Anne, c. 6] for the Lottery anno 1711: and is intended to be paid over to the remitters for the value in their bills for account of the Troops in Flanders. March 16. Same for 4,000l. to Robert Walpole, Treasurer of the Navy out of the moneys in the Exchequer on the Land Tax anno 1708 (the eleventh 4s. Aid, the unsatisfied loans on which Aid have been transferred to the Land Tax anno 1711): and is intended to be applied to pay [seamen's] tickets assigned to be paid by Act of Parliament [4–5 Anne, c. 6, clause 12] according to a list thereof for the month of February last: and to be placed to account in aid of the quota for wages anno 1702, the quota to that head for the year 1708 being already completed. March 16. William Lowndes to the Attorney General and Solicitor General to report on the enclosed drafts [missing] of two bills relating to the Isle of Man with the Customs Commissioners' report [thereon]. Out Letters (General) XIX, p. 319.
Same to same enclosing papers regarding the cargoes of two Genoese ships lately taken by some of her Majesty's ships of war and carried into Port Mahon, which the claimers offer to deliver over on a deposit of the value till the Admiralty Court determine the right. Please consider with Sir Nathaniel Lloyd, her Majesty's Advocate, what method will be proper to observe in delivering over the said effects and making such deposit in order that the Treasury Lords may lay same before the Queen for her pleasure thereon. March 17. Money warrant for 1,228l. 8s. 8d. to Francis Sorrell, Secretary to the Managers for the present Lottery [8 Anne, c. 10, for 1,500,000l. by a Lottery for the service of the year 1710], for the incidents of the said Lottery. (Money order dated March 22 hereon: together with a later confirmation dated 1712 Sept. 20 by Treasurer Oxford hereof, "to be satisfied out of the money now remaining in the Receipt of the Exchequer of the fund for the said Lottery, being over and above what is due to the Contributors thereupon, her Majest's Attorney and Solicitor General having given their opinion that the said money may be applied to this service".) Treasury warrant dormant to the Auditor of Crown Revenues for Co. Yorks. to make forth debentures on the Receiver of said revenues for said county for paying to the prebends of Wilton and Salton the pensions of 40s. per an. each, due to the said prebends and to which the subchanter and vicars choral of the Cathedral Church of St. Peter in the city of York are entitled: which pensions have been constantly paid by said Receiver but are now in arrears for about four years under pretence that the lands out of which those pensions issued were granted from the Crown: whereupon the said subchanter and vicars choral petitioned the Treasury and their petition was by Treasurer Godolphin referred 1702–3 Jan. 29 to Henry Shales, then Auditor of said revenues, who reported thereupon that there were in his books no such pensions of 40s. each payable by same to the prebends of Wilton and Salton, but that in the Pension Deed he found two pensions of 40s. each, the one payable to the vicar of the metropolitan church in York, the other to the rector of St. Saviour's in the Marshes there, which might probably be the same pensions meant in the said petition and [he was disposed to think so] the rather because the same were behind and unpaid for the above-said period. Letter of direction for 5,000l. to Harry Mordaunt, Treasurer and Paymaster of the Ordnance: out of Contributions on the Act [9 Anne, c. 6] for the Lottery anno 1711: and is intended to be paid over to the Bank of England to repay so much in principal money by them advanced to the Ordnance for carrying on the public services in that Office. William Lowndes to James Brydges, Paymaster of the Forces Abroad, to assign (out of the tallies and orders in your hands on the Duty on Candles anno 1710 registered next after 274,995l. 14s. 8¾d. thereon) the sum of 15,000l. to Sir Theodore Janssen and Mathew Decker: with all interest thereon from the dates of the said tallies: and is for the like value in their bills on Amsterdam given for the service of the Forces in Flanders. The Treasury Lords desire that these sums may be satisfied by applying so many of the tallies remaining in your hands on the Land Tax anno 1711, being the nearest in Course, as (together with the interest accrued thereon from the dates thereof) will make the said total; taking care to surcharge yourself with the said interest "and to transmit copies to the Auditors of Imprests for their remembrance herein." Ibid.
Same to the Stamps Commissioners. Application is made to my Lords for an additional distributor to be employed within the city of Norwich. Is there need for such an addition ? Out Letters (General) XIX, p. 320.
Same to the Auditors of Imprests to report on two memorials sent to my Lords by James Brydges, Paymaster of the Forces Abroad; the one relating to the forage provided in the Low Countries in 1708, 1709 and 1710; the other relating to the Directions or Instructions to be given to Mr. Morrice in the [matter of] payment of the Forces in Portugal. March 17. William Lowndes to the Auditors of Imprests returning their report on the draft warrant for allowing in Mr. Brydges' account [as Paymaster of the Forces Abroad] the moneys expended by John Chetwynd in embarking troops for Catalonia in 1708; and also a further memorial "from him" relating to that and other moneys received by him and his brother [William Chetwynd]; and Mr. Brydges' account of money paid to the said Mr. Chetwynd. Please consider in what method the said Chetwynd and his brother may most easily be discharged and how the like receipts and payments may be adjusted for the future. As her Majesty's service requires that the said Mr. Chetwynd do forthwith return to Savoy my Lords desire you to attend with your report hereon on Monday next. Ibid., p. 321.
Treasury warrant to the Queen's Remembrancer to take Lord Craven's bond in ?2,000 as security for Charles Craven on his appointment as Governor of her Majesty's Province of Carolina, "being the security usually given on a like appointment." Warrants not Relating to Money XXI, p. 195.
March 19. Same dormant to the Receipt for tallies of pro or assignment on the Tenths of the dioceses of York, Exeter, Winchester, Lincoln and Sarum for the annuity of 1,000l. granted by a great seal of 1696–7 March 12 to Anthony Henley for 21 years, and for the annuity of 1,000l. granted [by the said great seal] for 99 years terminable on the life of Elizabeth, [daughter of Robert, Earl of Sunderland, and wife of Donogh] Macarty commonly called Earl of Clancarty. William Lowndes to Mr. Crawford to attend my Lords to-morrow morning with a copy of the instructions given (pursuant to her Majesty's commands) to the Deputy Commissaries of the Musters in Spain and Portugal not to muster any more than were real effectives, "and the answers that you have received thereupon." Same to the Secretary at War to report on Lieut. Gen. Stanhope's letter [enclosed, missing] to Secretary Dartmouth as soon as you can "in regard some of the matters seem to require an immediate direction." Ibid.

Please prepare (with the assistance of Mr. Brydges) a draft of such instructions for "them" [and] the Commissaries of Provisions and the Deputy Paymasters Abroad as you think proper for her Majesty's service. Treasury warrant to Auditor Edward Harley to allow to Joseph Whitehead, Clerk of the Hanaper, in his account of the Hanaper for the year ended 1710 Sept. 29 the sum of 40l. for defraying the expense of passing same.
Prefixing: certificate by Ja. Moody, deputy [to said] Auditor, that said account is delivered in with its vouchers. Money Book XXI, p. 46.
Letter of direction for 60,000l. to James Brydges, Paymaster of the Forces Abroad: out of Contributions on the Act for the Lottery anno 1711: 40,000l. thereof out of the moneys coming in by the second payment of the said contributions which is to be on or before June 1 next; and the remaining 20,000l. out of the third payment thereof which is to be on or before July 2 next: the said 60,000l. is intended to be paid over to the remitters to complete 100,000l. for bills of exchange upon Amsterdam and Antwerp for the service of her Majesty's Troops in Flanders, whereof 50,000l. bills were given by them on Tuesday last and the remaining 50,000l. bills they are to give by this night's post. Treasury warrant to the Clerk of the Pipe for a lease to Sir John Jennings of the manor or lordship, manors and lordships and lands of Byfleet and Weybridge and the Park of Byfleet "or called Byfleet and Weybridge Park," with the capital messuage and paper mills and corn mills: at the ancient rent of 16l. 13s. 4d. per an, and fine of 60l.
Prefixing: (1) particular and memorandum of the premises by Auditor Thomas Jett. The premises were demised by Katherine, Queen Dowager of England, to Henry, Earl of St. Albans, 1675 Dec. 13 and 1679–80 Feb. 27; (2) Ratal by J. Manley, Surveyor General of Crown Lands.

The Treasury Lords to the Lord Lieutenant of Ireland, to report on the enclosed memorial [missing] of Peter Franquefort, a Captain in Col. Charles Churchill's Regiment of Marines, praying a pension of 6s. a day in Ireland in regard his constitution and age render him unable to serve at sea and in consideration of his former services and his numerous family.
