Feb. 21. Privy seal for 500l. as equipage and 5l. a day as ordinary to William Chetwynd, as Envoy Extraordinary to the Republic of Genoa, to commence as from Feb. 14 inst.: and hereby the privy seal of 1708 June 29 for his ordinary as Resident to the said Republic is revoked and no further payment thereunder to be made for any period later than Feb. 14 last. Same for 11,631l. 2s. 3d. to Charles Dartiquenave, Paymaster of the Works: out of Civil List moneys: and is intended to clear the debt in the Office of the Works for the months of April, May and June 1710: and the further sum of 5,966l. 12s. 7d. to be issued out of loans to be made by said Dartiquenave on credit of the moneys arising by sale of her Majesty's tin, the orders for which loans are to be drawn without interest and to remain in the hands of the Auditor of the Receipt till the same shall come in course of payment, being then intended to be applied to clear the debt in the Office of the Works for another 3 months, to wit the months of July, August and September 1710. William Lowndes to the [Principal] Officers of the Ordnance to pay the sum of 11,933l. 6s. 8d. to the King of Portugal in tallies and orders, ut supra, Calendar of Treasury Books, Vol. XXIV, pp. 490–1, "but that instead of computing the interest on the tallies [as] in part of the sum to be paid, the person receiving the said tallies and orders be allowed the interest accrued on them from 1710 Sept. 7 to which time (as my Lords are informed) it [the said interest] has been received at the Exchequer by the Treasurer and Paymaster of the Ordnance for the service of that Office". Treasury warrant to the Queen's Remembrancer for stay of process against the executors of the late Viscountess Falkland for any the accounts of her late husband as Treasurer of the Navy.
Prefixing: certificate by the Auditors of Imprests that the said accounts are declared from 1681 midsummer to 1684 Lady day and that the subsequent accounts to 1687 Lady day are almost ready for declaration. Warrants not Relating to Money XXI, p. 188.
Treasury reference to Mr. Wilcox, Surveyor General of Woods, Trent South, of the petition of Eliz., Countess Dowager of Berkeley, praying payment of the 1,750l. remaining unpaid of a warrant from the late king for 6,000l. to her by sale of underwood in Dean Forest: the [said] Surveyor General alleging that he cannot pay any more thereon without Treasury authority. Same to the Attorney General to report on the enclosed memorial [see infra, p. 183], of Henry Bendysh desiring an order from my Lords for the Chamberlain of London to deliver to him (pursuant to the warrant of the late [Poor] Palatine Commission) the remainder of the money that is come in or shall come in to the Chamber of London on the briefs granted for the relief of the poor Palatines "and to pay to the person employed to send away the Palatines so much as shall be necessary to enable them to return home." Treasury reference to Mr. Manley, Surveyor General of Crown Lands, of the petition of Richard Buckland for a fresh lease of a piece of ground, parcel of the Round Rundles and Swallowfield in the parish of St. James's, in order to encourage him to rebuild the four small tenements thereon. Feb. 22. Treasury reference to the Stamps Commissioners of the petition of Jo[h]n Atkins shewing that in 1698 he became surety for one Cha. Herle, distributor of Stamps, who became a debtor to the Crown and petitioner is prosecuted: therefore praying to satisfy his bond by 40l. a year, his circumstances being low. Ibid., p. 449.

Feb. 23. Treasury reference to the Agents for Taxes of the petition of Thomas Lloyd, late Receiver General for Cos. Chester, Denbigh and Flint, shewing that about a moiety of 1,200l. depends upon a law suit betwixt Sir Humphry Mackworth and the petitioner: therefore praying leave to attend the trial in the country, the better to enable him to comply with his late proposal for paying the debt due to the Crown. Same to Mr. Brydges of the petition of Frederick Bonet about the supply and arrears requisite for recruiting the Prussian Troops in Flanders and Italy. Ibid., p. 448.
Same to Mr. Howe, Paymaster of Guards and Garrisons, of the petition of Brigadier Bisset of her Majesty's Foot Guards shewing that he sent home the money he received for recruiting the Companies under his command, by the man-of-war commanded by Sir Cloudesley Shovell which was lost, as appears by papers lying before my Lords: therefore praying instructions to the Pay Office that this money may be deducted out of the money charged for the recruits of the said detachment and not [be] charged to the detachment, otherwise he will be subject to the great hardship of having it placed to his own particular account. Treasury warrant to Sir William Fazakerley, Chamberlain of the City of London, to pay to Henry Bendysh, Secretary to the late Commissioners and Trustees for the Poor Palatines, the moneys in his hands or coming into his hands from the collections upon the briefs for the relief of the Poor Palatines, pursuant to the order of 1710 Sept. 27 of the Commissioners and Trustees for the said Palatines.
Prefixing: (1) memorial of said Bendysh, dated the 22nd inst., shewing that "in obedience to the commands of the Lords of her Majesty's Cabinet Council" he has employed John Crokat in sending away the Palatines now in and about this city in order to their return into their own country, pursuant to their petition for an assistance of 20s. per head to enable them to get home (that is to say 5s. per head for provisions for their voyage, 5s. per head for freight to Holland, and 10s. per head to be given them on their landing in Holland to bear their charges thence to their own country). The late Commissioners for the [Poor] Palatines finding that their commission would expire before the remainder of the moneys would come in from the royal brief collections did by their warrant of Sept. 27 last authorise the Chamberlain of London to pay to me the said remainder, to be by me paid as the Treasury Lords should direct. Such direction is therefore necessary for me as a proper voucher for paying same.
(2) Report by Sir Edward Northey, Attorney General, on said Bendysh's petition. The royal brief for collections for the said Palatines was dated 1709 June 28 and it constituted the said Commissioners and Trustees for one year from 1709 Sept 29 for distributing the proceeds thereof for the subsistence and settlement of the said Palatines. The collections by the brief have not been sufficient for such subsistence and settlement. The Treasury Lords may lawfully direct the Chamberlain of London to pay any remainder as above to Bendysh and may direct him to apply it to subsistence and transportation as proposed as above. Feb. 23. Treasury warrant to the Queen's Remembrancer to take the security proposed (viz. John Weston of the parish of St. Margaret's, Westminster, Thomas Vernon of Twickenham, Robert Chomley of London, merchant, Joseph Sturt of Ripley, Co. Treasury reference to John Manley, Surveyor General of Crown Lands, of the petition of Richard Wynn on behalf of the corporation of Boston proposing to get an Act of Parliament to enclose two acres of ground in the fen in order to set up an engine and cistern to carry "fress" water to the town, it being necessary to get her Majesty's consent as being Lord of the soil; and desiring to be informed what is the least chargeable way to obtain such consent. Treasury warrant to the Queen's Remembrancer for stay of process against Thomas Addison and David Elder, two of the late Commissioners for Sick and Wounded in the late war: they having passed their accounts of that whole service except the sum of 2,266l. standing as a debt upon the foot of their final accompt, towards the discharge of which sum they have several demands for their service after the said war in taking care of the paying off the arrears of the said service: which demands the Treasury Lords have ordered the Auditors to report on.
