Feb. 16. Letter of direction for 4,125l. to the Judges et al. as follows: out of Civil List moneys:

William Lowndes to the Customs Commissioners to report on the enclosed petition [missing] of Richard Hardwich and David Watson et al. for release from quarantine of the ships therein named. Out Letters (General) XIX, p. 304.
Same to the remitters of exchange to Flanders to give their bills for 100,000l. to Mr. Brydges in accordance with their proposal, viz. on Amsterdam at 2½ usance and on Antwerp at sight at 10 guilders 4 stivers, taking payment for 50,000l. thereof in malt tallies anno 1711 ranking after 400,000l. thereon and for 50,000l. out of the first money arising by the intended Lottery. Same to Mr. Granville, Secretary at War, enclosing a letter [missing] received by the Treasury Lords from the Recruiting Commissioners for the borough of Chard, wherein they represent that there are seven men taken up by them pursuant to the said [Recruiting] Act [9 Anne, c. 4] now lying in Taunton Bridewell for want of an Officer to take them into her Majesty's service. Feb. 17. Royal warrant dated St. James's to the Attorney or Solicitor General for a great seal for a grant to William Forbes, Esq., of the office of Ranger alias Riding Forester of New Forest, Co. Hants, with the usual fee of 6d. a day payable at the Exchequer: during pleasure. The patent of grant of said place to John Bromfeild, Esq., is hereby revoked and determined. Same to Spencer Compton to pay 700l. as royal bounty and 400l. per an. as from 1710 Sept. 29 to Charles Churchill, Esq., who was one of the Grooms of the Bedchamber to the late Prince of Denmark. Ibid., p. 427.
Feb. 17 Same to the Clerk of the Signet for a privy seal to constitute and appoint William Clayton, Richard Shoreditch and Roger Millart to be Agents for Taxes (Agents for holding intelligence and to correspond with the Receiver General to take care they duly and speedily pay into the Exchequer their moneys and to inspect and take care that the accomptants be duly brought to pass their accounts, that all ipsums and supers be duly prosecuted and that rents reserved, &c., on grants not yet in charge be duly put in charge): with the salary of 200l. per an. each: all in place of the said Clayton, Robert Barker and the said Shoreditch whose privy seal of appointment is hereby revoked. Treasury warrant to Spencer Compton to pay 800l. to the abovesaid Strickland by way of advance, upon credit of being repaid the same out of the overplus moneys arising by the Act [8 Anne, c. 10] for continuing the Duties on culm [and granting new Duties on], houses, &c.; for which repayment the said Strickland is to give undertaking. Letter of direction for 2,000l. to James Brydges, Paymaster of the Forces Abroad, whereof 794l. 9s. 3½d. out of loans remaining in the Exchequer on the Land Tax anno 1711 and the remaining 1,205l. 10s. 8½d. out of loans on Malt anno 1711: and is as in part of 1,500,000l. granted for [the service of the Forces in] Spain and Portugal anno 1711 and to be applied as follows, viz.

Treasury subscription of a Lord Chamberlain's warrant dated 1710 Nov. 19 [to the Master of the Great Wardrobe] for a livery for Walter Martin, ratkiller to her Majesty: to an estimate of 13l. Warrants not Relating to Money XXI, p. 31.
Feb. 17 Royal warrant dated St. James's for a patent to pass the seal appointed by the Act of Union as in place of the great seal of Scotland, to constitute and appoint John, Lord Balmerino, to be General of the Mint in Scotland loco John, Earl of Lauderdale, deceased: during pleasure: with the salary of 300l. per an.: to hold by himself or sufficient deputy for whom he is to be responsible. Feb 19 Same dated same to the Clerk of the Signet for a privy seal for 200,000l. to Thomas Micklethwaite, Receiver and Paymaster for Transports, as imprest for defraying the charge of transporting Land Forces. William Lowndes to the Agents for Taxes. My Lords receive frequent complaints that the [requisite copies of the] Act of Parliament [8 Anne, c. 10] for the new Additional Duties on Houses for Windows have not been distributed to the [Assessment] Commissioners in their respective Divisions who are to execute the Act in the County. Please give my Lords an account of the number of the Acts you have distributed and the places where they are wanting. Sir Robert Davers has sent a letter to my Lords about the want of more Acts in the County of Suffolk. Out Letters (General) XIX, p. 305.
Same to Mr. Granville, Secretary at War, to prepare a royal warrant for payment of 903l. 10s. 0d. to Major-General Thomas Pearce, being 13l. 10s. 0d. for his pay 23 Dec. to 31 Dec. 1709 as Brigadier and 890l. for same 1709–10 Jan. 1 to 1710 Dec. 22 as Major-General and for his aide de camp. Same to same to consult Secretary St. John [now Secretary of State, formerly Secretary at War] as to the method for paying Col. Nicholson, two Captains and a Lieutenant from Nov. 30 last to May 30 next and the other charges relating to the service upon which they are employed and what authority it will be proper for Mr. Howe to have in regard this seems to be an extraordinary of the war not provided for by Parliament. Same to the Stamps Commissioners. In Oct. last my Lords directed you to restore William Johns as a stamps distributor in Cos. Devon and Exeter. They are now informed that he is put into no more than a third part of what he formerly enjoyed. My Lords look upon this as a disrespect to their order and therefore direct you forthwith to appoint him to the whole and to displace such person as you may have put into any part thereof. Same to Mr. Anstis to report on the enclosed petition [missing] of the tinners of the stannaries of Penwith and Kerrier, Co. Cornwall, praying to be relieved in respect to the surplus tin in the said stannaries at the end of the last contract, to the amount of 5,625l. 6s. 8d. Ibid.
Treasury reference to the Surveyor General of Crown Lands of the petition of John Whitfeild shewing that he is recommended by Sir Constantine Phipps to succeed him [Phipps] as Steward of her Majesty's manor of Cookham and Bray, Co. Berks., but the charge of passing a patent under the Exchequer seal being great and the profits of that office being small he prays that he may hold same by a constitution from the Treasury Lords. Feb. 19 Treasury subscription for the execution of a Lord Chamberlain's warrant [to the Master of the Great Wardrobe] for blankets, sheets, &c. [not detailed], for the Pages of the Back Stairs: to an estimate of 101l. Warrants not Relating to Money XXI, p. 31.
Feb. 20. Allowance by the Treasury Lords of the Salt Office incidents bill, detailed, for 1710 Sept. 29 quarter: total 534l. 6s. 8¾d. Money Book XXI, p. 23.
William Lowndes to the Clerk of the Cheque to the Messengers [of the Chamber]. Mr. Vanbrugh has made objections to several articles in some of the messengers' bills. My Lords desire you to examine the messengers concerned and to report thereon. Out Letters (General) XIX, p. 307.
Same to the Treasurer of the Chamber to pay to the above messengers only such parts of their bills as are not objected to by Mr. Vanbrugh. Ibid.
Same to Mr. Wilcox [Surveyor General of Woods, Trent South]. I have read to my Lords your report concerning the repairs at her Majesty's house at Lindhurst in New Forest. What will be the charge thereof and was any money allowed to the Duke of Bolton for that use ? Ibid., p. 308.
Treasury reference to the Auditors of Imprests of the petition of Thomas Addison et al., late Commissioners for Sick and Wounded, praying a stay of process as well to their accounts as to any estreats thereupon. Reference Book VIII, p. 446.
Same to the Customs Commissioners of the petition of Geffery Power, John Marks and Thomas Franks, executors of John Smith late of Bideford, merchant, who died indebted 8,000l. to her Majesty for Customs, of which they have found means to pay all to about 2,300l., for payment of which [balance of 2,300l.] they pray three years' time, having been lately disappointed by having a ship of very considerable value laden with sweet scented tobacco taken by the enemy "and [? by the non-arrival of] 1,500l. which was expected from Joseph Smith, factor in Virginia, which he upon oath denies to be due". Same to Sir Edward Northey, Attorney General, of the petition of Henry, Visct. Montague, brother and heir to Francis, Visct. Montague, praying that a Bill may be brought in Parliament for vesting the trust now in Hen. Arrundell and one Carryll (who is attainted of high treason) of divers manors, lands, &c., in Cos. Surrey and Sussex solely in the said Arundell and his heirs. Ibid.
Same to same of the petition of Sir Phillip Medows and Thomas Brodrick, Comptrollers of the Accounts of the Army, shewing that they have considered the case of Sir James Bourke, bart., of the Earl of Portmore's Regiment, and conceive it a matter of law how far they can enter into an examination of the said Bourke's petition, being barred by an Act of 7 Anne [? 6 Anne, c. 61, limiting actions by claimants of forfeited estates], from proceeding any further therein. Feb. 20 Treasury reference to John Manley, Surveyor General of Crown Lands, of the petition of Lord Bulkeley praying a lease of the arable and waste ground and "appurtenances late Jos. ap Kenrick alias Duty" in the village of Cligozoge alias Cligizog [Clygyrog], in Tal y bolion, Co. Anglesea, in trust for Given Broadhead, widow, at the rent of 14s. 5½d. per an.: and also a lease to himself of the passage or ferry of Southcrook upon the river Menai between Penmaen and Lanthwa at the rent of 4s. 10d. per an. Ibid.
Same to same of the petition of Robert Hyde, gent., praying a building term of 50 years in the manor of Handbridge, of which he is possessed of 20 years by two leases and consisting principally of tenements in the city of Chester under the rent of 50l. 4s. 6d. per an., the houses being two thirds of the value of the lease and being very ruinous and will require much money to repair or rebuild. Same to the Customs Commissioners of the petition of Robert Mills, Surveyor of Berwick, and Daniel Tarvin, landwaiter of Kinsale, Ireland, desiring to exchange places, Mills having his friends and relations in Ireland from whom he has great expectation and Tarvin the like in England. Ibid., p. 449.
