May 1. Treasury reference to the Customs Commissioners of the petition of John Smalwood of Liverpool merchant et al for leave to compound the debt due to the Crown from Edward Scarborough, late collector of said port for whom they were surety. Reference Book VIII, p. 319.
May 1. Same to Mr. Howe [Paymaster General of Guards and Garrisons] of the petition of Major Gen. Echlin shewing that he received 1620l. as levy money to raise his Regiment from 36 to 54 private men [per Troop] & was obliged to have same completed in 15 days: whereupon he applied 300l. thereof to buying horses & contracted for the clothes & accoutrements of the additional men “the patterns whereof lie before the Board of General Officers”: therefore prays direction for completing the said Regiment which will not be much more charge to the Queen or else to be allowed 441l. being so much out of the said sum as that he may not suffer for his diligence. William Lowndes to the Revenue Commissioners of Ireland to permit the delivery, Customs free, of clothing, detailed, for Col. Richard Munden's Regiment. Out Letters (Ireland) IX, p. 23.
Treasurer Godolphin to the Lord Lieutenant of Ireland to report on the 2 enclosed petitions [missing] of Mary De Lisle widow & of Frances Du Puis widow praying a continuance to them of the pensions enjoyed by their late husbands. Royal warrant dated St James's to Richard Crawley, Receiver of Salvage Money & other Perquisites of Admiralty, to pay 1000l. of salvage money in his hands to John Dodd, Receiver General of the Rights & Perquisites of Admiralty: the Lord High Admiral having by indenture dated 1702 July 27 declared that all the profits accruing to him by reason of his office should during the present war with France & Spain be disposed of to the benefit of the public: and by another instrument of 1702–3 Feb 16 hath directed that said Crawley to pay to the use of the public as by direction under the Queen's sign manual such salvage money or other droits or perquisites of Admiralty during the present war. Prefixing: report dated 30 April 1708 by said Commissioners on the Lord Treasurer's warrant of 1705 Aug 21 [supra, Treasury Calendar, Vol. XX, p. 392]. In obedience to the said warrant we have sold the white wines taken prize in the said ship as we had proposed in our report of 21 July [1707] preceding on the petition of Capt. Peter Tupper. Royal warrant dated Kensington to Spencer Compton, Paymaster of the Queen's Pensions & Bounties, to pay to William Popple junr [Secretary to the Commissioners for Trade] 40s. a day from April 15 last to be applied & distributed to the 40 poor Protestants & their Evangelical minister, making 41 in all, lately arrived from the Palatinate in Germany who intend to go speedily & settle in our Colony of New York: to wit from April 15 last until a fitting opportunity shall serve for their transportation thither.
