July 6 The Treasury Lords to the Mayor, &c., of Lyme port concerning the fees taken by Mr. [John] Ellesdon, searcher of said port, for pack, packet and fardle, which fees are complained of by Sir John Strode, Mr. Henley and some merchants of said town. By Treasury warrant of Nov. 18 last Ellesdon was directed to take such fees as were allowed by Order of Council in 1624 until it should be made appear what fees were taken in the like cases in 4 James I. Ellesdon has produced a table of such fees as were taken in London port in 4 James I, "withal he having further made out that although the fees of the port of Lyme have not been particularly settled by Parliament since 1660 as some others have been, yet that where the fees are settled for the port of London and signed by Sir Edward Turner, Speaker of the House of Commons, that before the rules for the guiding the paying of fees are these words:—Rules that may serve for the ports in general: and in the table of fees for the searcher of London is set down how much a fardle or trusse, and how much a bale or case should contain in weight [viz.], three hundred the fardle and trusse and under that weight the bale and case." Require this therefore to be a rule to them—especially as there is no dispute between Ellesdon and the merchants of Poole and Weymouth. Treasury Outletters Customs I. p. 117.
Treasury warrant to Auditor _ _, to make an allowance in the account of the Farmers of the 12d. per chaldron of sea coals not transported, of all duty on coals for the poor of London. Ibid, p. 118.
The Treasury Lords to the Lord Privy Seal to give despatch to the warrant for transferring several payments from the Custom House to the Exchequer, to be there paid out of the moneys arising by the Customs revenue. "which being only matter of form and not touching the material parts of the grants of the person concerned their payments being out of the same revenue, but the consequence being considerable unto the more orderly governing of his Majesty's revenue." The Customs Farmers have represented that notwithstanding the Acts of Parliament against planting tobacco and the King's proclamation and the many orders of the Privy Council therein there are this year far greater quantities of tobacco planted in co. Worcester, and the authority, &c., contemned by open hostilities, to the great discouragement of trade, destruction of His Majesty's Plantations and lessening of the revenue of Customs: therefore require them to call on the Sheriff and Justices of the County to make a return in accordance with the order of the Privy Council of Aug. 14 last of what they have done to repress the unruly herein; and also to give it in charge to the Grand Jury to present all such offenders. Report to the King from the Treasury Lords on the business of the late expedition of Thomas Warren to Morroco, Sallee and other parts of South Barbary; 5,000l. having been agreed on the King's behalf to be paid to him if he should in his said expedition at his own proper costs and charges conclude a peace with the King of Morocco, the Governor of Santa Cruz, the people of Sallee or one or any of them according to such articles as were given him in your Majesty's instructions in that behalf: and a further 500l. having been likewise covenanted on the King's behalf to be paid to said Warren for presents to be made upon conclusion of the peace. If your Majesty be satisfied in the said Warren's performance of his articles a privy seal may be granted for said sums. But in regard the Customs stand charged with a debt of near 400,000l., for the payment of which one moiety of the Customs is set apart while the other moiety is assigned to the Navy and other charges, therefore the advise that the above sums of 5,000l. and 500l. be removed from the Customs and charged on the Hearth money. As for Warren's demand for moneys laid out for redemption of captives your Majesty is not obliged to reimburse same; he having no power to do the same.
