William Lowndes to William Blathwayt enclosing an Order of
Council dated St. James's 1704 Nov. 30 touching the Ordnance and
other stores to be sent to Massachusetts Bay in New England. The
Lord Treasurer desires you to consider same and the estimate as
below and to propose to him in what manner her Majesty's pleasure
may best be complied with.
Appending : (1) said order in Council. The Commissioners for
Trade and Plantations by their report of 7 Nov. did lay before her
Majesty the humble desires of the Governor, Council and Assembly of
the Province of Massachusetts Bay that her Majesty would assist
that Government with 20 great guns and 100 barrels of powder and
ball proportionably for the fort which they have now enlarged and
finished on Castle Island in the harbour of Boston according to the
directions of Col. Romer sent thither by his late Majesty, "and that
the effects wherewith 500 small arms were to have been purchased
having been lost at sea, they might likewise be assisted by her
Majesty with a necessary supply." Hereupon her Majesty having
referred this matter to the Lieutenant General of the Ordnance and
other Principal Officers of the Ordnance, upon their report thereon,
and in consideration of her promise of furnishing that Government
with some great guns as soon as the fortifications there should be
built, her Majesty is pleased to order the Principal officers of the
Ordnance to deliver to Capt. Nathaniel Cory for the service of the
said Province the cannon, great guns and appurtenances as in the
estimate below, as of her Majesty's bounty and without any charge
to the said Government for the same : and also to furnish the other
stores and small arms as in said estimate to said Cory upon his paying
or giving good security to the Office of Ordnance for the value thereof.
And the Lord Treasurer is to issue to the Ordnance the money for
the said cannon, great guns and appurtenances according to the
said estimate.

Report by Treasurer Godolphin to the Queen in the petition of
the Old East India Company shewing that in April 1701 they set
forth the ships Natha[niel] and Bliss upon a trading voyage to the
East Indies from whence they returned in April last and were seized
by Alexander Gawne on pretence of trading in breach of an Act of
Parliament, and one ship was seized and non-suited on trial in the
Exchequer ; whereupon petitioners are prosecuted upon 2 other
informations for the 5 per cent. Duty according to the late Act of
Parliament [the Two Million Act 9-10 Wm. III c. 44].
I have referred this matter to the Customs Commissioners and the
Attorney and Solicitor General and submit their reports [missing],

a royal warrant to authorise John How [Paymaster of Guards and
Garrisons] to pay 6 months' subsistence as follows to the Regiments
which are to serve in the West Indies, viz. 3358l. 16s. 3d. for
Handasyde's Regiment, 3194l. 2s. 3d. for Livesay's, and 3493l.
0s. 3d. for Whetham's : all by reason that the muster rolls cannot
be returned in time for the ordinary remitting of subsistence money.
The colonels are to stand charged with the said sums until they

Lands, of the petition of Martin Folkes for a further term in a house

stables and 2 coach houses in a stable yard there, in the parish of St.

Featherston et al, merchants of London, shewing that their ships
were taken up in April 1702 by the Commissioners of Transportation
at rates only from 11s. to 14s. per ton per month for 3 months certain
and for so much longer as the Queen's service should require, expecting
to be sent only to the Mediterranean and not to the West Indies, as
they were, to the great increase of the charge of their navigation as
well as the loss of several of the ships and the lives of divers of the
masters and mariners : therefore praying consideration for same.
