Issue to Mr. Fox 600l. more to complete a bill of 3600l. for transporting
1500 recruits from Ireland to Portugal :
Likewise 195l. 10s. 0d. for levy money and clothes for 34 men
drawn out for Portugal : [to be issued] out of [the voted] Portugal
money and to be charged to the Regiment receiving the men :
Likewise 304l. for carr[iage of] clothes from Chester to Harwich.
[The above three items are to be issued] out of money saved by
respits.
Write to Mr. Sweet that there being great profit made by exchange
of the money remitted from Holland to Germany or drawn from
Germany to Holland, and Mr. Fox having directions three weeks or
a month ago to write to him [Sweet] for an account thereof, my Lord
Treasurer on speaking with Mr. Fox finds he has received no [such]
account. Write to him peremptorily that my Lord expects a very
exact account of this matter forthwith. My Lord is informed the
profit hath been above 30 per cent.
Mr. [Isaac] Newton and Mr. White are called in about a method
to hinder the counterfeiting of the stamps [used in the Stamp Duties].
[The draft of a] letter [of direction] for 3900l. for a quarter's salary
to the Lord Treasurer et al. is read and approved.
Order the Officers of the Works to take care that none of the
officers who are entrusted to make contracts or to allow any accounts
be employed by themselves or by any others in their behalfs in any

Ordered that her Majesty's pleasure be signified to the officers of
the Works to make the greenhouse at Kensington pursuant to the
alteration of the draft proposed by Mr. Vanburgh.
[Send a] letter to Mr. St. John to prepare a warrant to be signed
by the Queen to authorise Mr. Fox to pay to my Lord Galway (whom
her Majesty has appointed Commander in Chief of her Forces in
Portugal) any sums not exceeding 2000l., without account, towards
furnishing his lordship with equipage there, in order to his taking
the field : and that the same be placed to Mr. Fox's account of
incidents for the said Forces.
The Auditors of Imprests are called in with the Earl of Ranelagh.
My Lord Treasurer directs the Earl forthwith to deliver to the
Auditors his two remaining accounts, to wit his final account [as
Paymaster] of the Forces and his account of the Hospital [at Chelsea] :
which he promises to do accordingly.
[My Lord orders] Mr. Robert Montfort, who is going a volunteer
to Portugal, [to have] 30l. out of secret service : as the Queen's
bounty.
[My Lord Treasurer orders] Sir Alexander Bruce to be told that
in regard he [my Lord] cannot conveniently pay the 500l. (as was
proposed) to him for [or in lieu of] a grant of the debts owing from
several persons in Scotland to her Majesty's Post Office here, her
Majesty has thought fit to defer coming to any resolution about
granting the said debts : but is willing to allow him 100l. as of her
royal bounty, out of secret service moneys : towards the charge of

Several petitions are read. The minutes [of my Lord Treasurer's
decisions thereon are endorsed] upon them.
Mr. Fox is called in and his memorial is read. [My Lord] ordered
that Mr. Fox take up 20,000l. on the Land Tax tallies in his hands
for the 40,000 men at 5 per cent. interest : out of which he is to
apply 17,324l. 15s. 4d. according to his memorial of this day's date.
Direct him further to raise 1595l. 1s. 0d. on the like letters in his
hands for the 10,000 men at the like interest : to be applied to the
uses of the said men as in his said memorial.
Direct him also to take up 12,564l. 2s. 7d. on the like tallies in his
hands for the Portugal service and to apply same in part of the
150,000l. payable to the King of Portugal for two thirds of a million
patacoons for [the charge of] maintaining 13,000 men in Portugal.
Issue 156l. 5s. 0d. to Mr. Fox out of loans on the one third Tonnage
and Poundage : which sum, with 9375l. already received by him,
is to pay for 37,500 Rix dollars to be paid in bank money at Hamburg
by Mr. Stratford at 5s. 1d. per dollar.
The Comptrollers of the Accounts of the Army are called in.
Their memorials are read and the minutes taken [are endorsed]
thereupon.
The Commissioners for Sick and Wounded are called in. [On
being] asked what money may be necessary for subsisting the
prisoners of war they say about 50l. a day and that it should
begin from 1st August. My Lord Treasurer resolves that 1400l.
every calendar month shall be paid for the subsistence of those
prisoners and that the first payment shall be made on the 1st of
August next.
Mr. Dod and Mr. Waters are called in and present a memorial
which is read. The minutes are taken [and are endorsed] thereon.
The memorial of Mr. Atkinson and Mr. Roope is read [and my
Lord Treasurer orders] 3089l. 8s. 2¾d. of loans on the one third
Tonnage and Poundage to be issued to Mr. Fox for the Contingent
charges of the 8000 men in Portugal ; the same being intended to
be paid over to Mr. Nutin to be applied according to the direction
of Mr. Atkinson and Mr. Roope for transporting a battalion of the
Guards to Portugal with 20 officers' horses and 15 [horses] for the

Land Tax and on the one third Tonnage and Poundage : being (as

part of the 5000l. in the same memorial for Invalids.
The Ordnance may take up 30,000l. on their Land Tax tallies at

Brigadier Shrimpton is called in ; prays (1) that half a year may
be advanced to him on his pay as a Brigadier, the better to fit him to
repair to his command in Portugal. (2) And he presents a memorial
by order of the Earl of Galway wherein 'tis prayed that he may have
a store of shoes, stockings, shirts and cravats laid up at Lisbon
forthwith for the use of the Army, there being no such things to be
had there. (3) He further prays that the Queen be pleased to sign
a new Establishment for General Officers [for the service in Portugal]
to the number of one Lieut. Gen., two Major Generals and four
Brigadiers and that the Queen will name what General Officers
shall be paid [out] of the great number now in Portugal.
Upon all which my Lord Treasurer resolves (1) that Brigadier
Shrimpton's pay shall be advanced to Xmas next and that in order
thereto he is to bring a certificate from the [Army] Pay Office what
it amounts to.
(2) that 3000l. shall be paid by Mr. Fox to the order of the Earl
of Galway on account of subsistence to the Forces in Portugal ; to
be employed in providing a store of shoes, stockings, shirts and
cravats for the army in Portugal ; to be laid up at Lisbon : which
necessaries are to be charged to the accounts of the respective
Regiments from time to time as they shall receive the same, and the
value thereof deducted out of their pay to make good the money
that is intended be advanced for this service.
(3) As to a new Establishment for the General Officers my Lord
will speak with Mr. St. John about it.
[My Lord orders] letters to be sent to the Queen's Remembrancer,
the Lord Treasurer's Remembrancer and the Clerk of the Pipe
forthwith to send him an exact account of all fees claimed or taken
by them upon passing the accounts of any accountants in which
their offices are any ways concerned.
[The draft of a] letter [of direction] to the Auditor of the Receipt
is read and approved for issuing 13,126l. 1s. 4d. to Mr. How out of
loans in the Exchequer on the seventh 4s. Aid and on the one third
Tonnage and Poundage ; for uses as in the said Howe's memorial of
the 22nd inst.
[The draft of a] letter to Mr. St. John is read and approved for him
to prepare a warrant to authorise Mr. Howe to pay (out of the abovesaid
13,126l. 1s. 4d.) the sum of 10,649l. 12s. 9d. for six months'
subsistence to three Regiments in the West Indies to the 23rd Dec.
next, computed from the last muster rolls returned ; and a clause
[is] to be inserted in the warrant for setting [charging] the same
upon the Colonels till they produce the muster rolls in due form :

[The draft of a] letter to the Navy Commissioners is read and
approved for them to imprest 1400l. (out of money in the Navy
Treasurer's hands) to Mr. Povey, Treasurer for Sick and Wounded,
upon account for paying her Majesty's allowance for subsistence to
prisoners at war ; in [ready] money ; from 1 August, 1704. [The draft
of a] letter to the Commissioners for Sick and Wounded to cause
the said 1400l. to be applied accordingly is read and approved.
[My Lord Treasurer orders a] letter to be sent to the said Mr.
Povey to pay into the Exchequer all the money remaining in his
hands as part of the imprest moneys received from the Treasurers
of the Navy on account for the charge of Sick and Wounded during
the late war with France.
My Lord opens the proposals offered for remitting 100,000l. to
Amsterdam for subsistence of the Forces ut supra p. 42 : viz. :
(1) from Mr. Tourton and partners (2) from Sir Stephen Evance and
partners (Theodore Janssen and Nicholas Santini & Co.) and (3)
from Sir Henry Furnese. The two last being equal and more for
her Majesty's advantage than Mr. Tourton's my Lord accepts same
[to wit] as for 50,000l. to be remitted by Evance and partners and
as to the like sum by Furnese : one third at 30 days and two thirds
at 60 days : at the exchange rate of 10 guilders 6½ stivers of current
money per £ sterling.
Upon reading the memorial of Andrew Alvez Nuguera (Neguera)
and Abraham and Jacob Henkell my Lord is pleased to assure them
that by the 1st of Sept. next the value of 100,000 pieces of Eight
equal to 75,000 milreis shall be furnished to Mr. Fox to be by him
paid over to them (in case they have sufficient power from the King
of Portugal [for the receipt thereof]) for corn and other provisions
which they are buying for the Portuguese army : and this sum is
to be reckoned part of the subsidy for the King of Portugal.
Write to the Postmasters [General] that they proceed to settle
the matter before them wherein Mr. Dummer is concerned, and when
they have adjusted the same (leaving blanks for the rates and
[date of] commencement) they are to present the same to my Lord
Treasurer.
Upon reading a memorial of Mr. Howe of the 26th inst. [my Lord
Treasurer doth] order that 550l. be issued to him out of the money
in the Exchequer arisen by the 25 per cent. on French goods, upon
account to clear the servants and soldiers belonging to the Royal
Hospital near Chelsea to the 25th Dec., 1703. Ibid., pp. 276-8.
