to make abatements to John Mascall, owner of the privateer
Hoggback, William Thorp, commander ; to wit for damaged wines,
he having taken the ship Bunch of Grapes upon the high seas from
Nantes with 200 tuns of small Nantes white wine bound for Flanders
and brought the same into Dover and landed the wine there by
reason that she grounded on the bar and the said wines being all
then small white wines and many of them decayed are not worth
the Customs, there being an additional Duty of 15l. per tunn laid
on all French prize wines the last Sessions of Parliament : "though
it hath never been admitted into the practice of the Customs to
make an abatement of the Duties in proportion to the original
meanness or smallness of wines or other commodities by reason the
same is a thing of most pernicious consequence to the revenue."

said agents, representing therein that the foreign agents on transmitting
their accounts do deduct 10 per cent. for their care and pains
which you, Dodd and Warters think is too much, and that the

Same by same to the Receipt to take care (in making out the
particular imprest certificates for any Paymaster of the Forces)
that they be made distinctly as to the money issued to them for the
service of each individual year and in the certificates to express
the total issues where distinct services are mentioned : all by
reason that in the Acts for granting Aids several sums are particularly
appropriated for the Forces in England and Abroad and distinct
orders have been accordingly drawn for the same and significations
from time to time sent to the Exchequer for issues thereupon
accordingly, to the intent the accounts of the applications thereof
may be kept separate from the money granted for the service of any
other year ; and it seems reasonable to the Lord Treasurer for the
better and more clear accounting for each year's appropriation for
the Forces that all the issues to the several Paymasters thereof for
the service of each individual year should be contained in separate
and distinct imprest certificates.
It is intended that this order shall not in the least interfere with
the ancient usuage of making out the General Imprest Certificates
half yearly which are to contain all the moneys imprested to every
accountant as formerly. Ibid., p. 302.

power to me given in this behalf by an Act passed in the last Session
of Parliament entitled an Act [2-3 Anne c. 11] for better charging
several accomptants with interest moneys by them received and to
be received") to give allowance and discharge to Charles Bertie, in
his account for the year ended 1699 June 30 as Treasurer and
Paymaster of the Ordnance, of the sum of 1003l. 18s. 8d. surcharged
on him by the Auditor of the Receipt for interest received on tallies
and orders amounting to 52,898l. 2s. 0d. on the 1,651,702l. 15s. 0d.
Aid [the Twelve Months assessment of 2 Wm. and Mary Sess. 2 c. 1]
delivered to him by Edward, Earl of Orford, late Treasurer of the
Navy : all by reason that no part of said interest nor any consideration
or advantage in lieu thereof did come to the said Bertie but that
same was assigned to the creditors of the Ordnance.
Prefixing : (a) certificate by Lord Halifax [Auditor of the Receipt]
that he has examined the vouchers for the abovesaid sums of 25,000l.
and 27,898l. 2s. 0d. making together 52,898l. 2s. 0d. on said Aid
(as also for the sum of 15,000l. on like orders on Two Thirds
Additional Excise received by said Bertie from Charles Fox,
late Paymaster of the Irish Forces) and finds that the said interest
was received thereon : which item he therefore adds and surcharges
to the account of said Bertie according to the directions of the Act
12 Wm. III c. 11 § 25 for the said 52,898l. 2s. 0d. but that "as
to the aforesaid sum of 15,000l. I cannot pursue the directions of
the Act of Parliament in the examination thereof, the Register being
not yet discharged and the orders remain in the hands of the
respective proprietors and not in the Exchequer."

(c) Certificate by Christopher Musgrave, Clerk of the Ordnance,
and (d) affidavit by said Bertie that said tallies and orders ("tallies
and orders of fictitious loans") amounting to 52,898l. 2s. 0d. were
all the tallies and orders which during the late war with France were
delivered to him by any Navy Treasurer for the use of the Ordnance
and that no interest thereon came to him before the same were paid
to several artificers between 1691 April 23 and May 23 and between
1691 Oct. 2 and 1691-2 Jan. 23 pursuant to the orders of the Board
of Ordnance with the interest thereon to enable them to discount
the same at easier terms : and so similarly on the 10th January
1691-2 for the 15,000l.
(e) Certificate by Brook Bridges, one of the Auditors of Imprests,
Edward Hubbald, late agent to the said Bertie, paid away the said
tallies and orders. He is too old and infirm to be examined.

Report by same to the Queen on the petition of Hester Presgrave ;
said petition shewing that her husband Robert Presgrave was
employed as a clerk to Guy Palmes, late one of the four Tellers of
the Receipt, and misapplied some of the cash within his charge and
was before the opening of the present war retired into France and
continued there for some time until he could find an opportunity
of removing thence which he did and hath since made satisfaction
to Mr. Palmes for all matters between them and gotten a release
from him ; therefore praying a pardon for him and royal licence to
repair hither.
Hereon the Lord Treasurer reports that he has no objection to
such royal licence to Presgrave to repair to England in order to make
a discovery how matters were transacted at the Exchequer concerning
the money which was wanting in the office of said Palmes.
If he should make an ingenuous confession thereof to the end the
like evil practices may be the better prevented for the future I
propose a pardon to him. Ibid., p. 310.
Warrant by same to the Salt Commissioners to supersede the
process and extent against Michael Hall on his salt Duty debt of
753l. 6s. 8d. as surety for Francis Partis, Mathias Partis, and John
Woosley : on his paying down 83l. 6s. 8d. : the said Partis et al
having been admitted to a composition of 6s. 8d. in the £ but having
neglected to pay the composition money, whereupon their securities
and said Hall's goods have been seized to the value of 83l. 6s. 8d.
