William Lowndes to Mr. St. John [Secretary at War]. The Lord
Treasurer has no objection to the draft new Establishment for Ireland
enclosed in your letter of the 14th inst. Please offer it to the Queen
in Council for her signature when the Lord Treasurer is present. He
also approves the warrant for 476l. to widow Buckle and Thomas
Merrett but as to the draft warrants for an allowance to two
Companies lately raised for Lord Mohun's and Col. Stringer's
Regiments he intends to speak with Mr. Southwell about that matter
before it be returned to you. Out Letters (General) XVII, p. 396.
Same to same to prepare a royal warrant to authorise Charles Fox
to pay John Nutin 3000l. for transport of 1500 recruits from Ireland
to Portugal [as in the above letter of direction supra p. 275]. Ibid.,
p. 397.
Same to the Attorney General for his report on the memorial some
time since referred to him concerning clothing desired to be exported
from Ireland to the Regiments in Portugal and Holland which the
Revenue Commissioners in Ireland think difficult to do [allow] out
of due observance to the Act [10 Wm. III, c 16] which prohibits the
exportation of the woollen manufacture from thence. (The like
letter to the Customs. Commissioners). Ibid.
Same to the Earl of Ranelagh. I have read to my Lord yours of
the 6th inst. concerning reversionary annuity orders resting in your
hands and the several sums amounting to 1579l. 10s. 1d. paid to the
out pensioners of Chelsea Hospital. You are to charge yourself with
all moneys arising by bona fide sales of the reversionary annuity orders
and by the returned Debentures. Send me a particular account
thereof for the Auditors of Imprests also a list of the said orders
which amounted to 5017l. 9s. 1d. : also the warrants which mention
the uses to which the said 1579l. 10s. 1d. is now to be applied. Ibid.
Same to the [Principal] Officers of the Works to report on the
enclosed estimate [missing] of works directed by her Majesty to be
performed in St. James's Park amounting to 391l. 7s. 7d. and the like

James's Park amounting to 2521l. 4s. 7d. (Cancelled with the estimates
and superseded by the letter of 16 August infra p. 339.). Ibid.,
p. 398.
Same to the Customs Commissioners enclosing the following [all
missing] viz. : (1) Mrs. Harwood's letter desiring that her brother
Edward Harwood, Surveyor of Chester port, may succeed the Collector
there lately dead : (2) a letter from the Board of Ordnance about the
sword and hanger blades seized at Shields : (3) Mr. Burchett's letter

Same to the Commissioners of Hawkers and Pedlars enclosing a
letter [missing] from one Richard Atherton proposing some advancement
in the Hawkers and Pedlars revenue. Ibid.
Same to Mr. Clarke. By a clause in a late Act of Parliament
[2—3 Anne c. 17 cl. LI an Act for punishing Mutiny] the sole power
of taking off respits from the Marine Regiments lies with the Lord
Admiral. Please submit to him the enclosed report [missing] of
Walter Whitfeild relating to the respits on Col. Holt's Regiment.
Ibid., p. 400.
Same to the Revenue Commissioners, Ireland, to report on the
enclosed petition [missing] of Philip Vincent, late Collector of
Dundalk, praying remission of a debt of 600l. owing by him to the

Same to Mr. St. John [Secretary at War] to prepare a royal
warrant to authorise John Howe [Paymaster of Guards and
Garrisons] to pay to Mr. English, under housekeeper of Hampton
Court, 12l. per an. for supplying coals and candle to the Guard Room
there ("for the Invalids that keep guard at Hampton Court").
Appending : report by said Howe on the memorial of the Invalids
who now do duty at Hampton Court praying an allowance as above.
In 1702 the sum of 24l. 12s. 0d. was paid to Mr. English out of Army
Contingencies for this service. As the Company is reduced and their
Guards fewer than heretofore I think 12l. per an. sufficient, being
something less than 9d. a day for coals and candles, which they only
want in the winter half. Ibid., p. 412.

Extract of a letter from William Blathwayt [as Auditor General
of the Plantations] to Colonel Byrd. I send you a duplicate of your
former Instructions with an addition of one [instruction] relating to
quit rents [ut supra Tr. Cal. XVIII, p. 244 under date 1703 April 19],
of which it is absolutely necessary to have an authentic accompt
either by a rent roll or otherwise. And for the better ascertaining
all accompts whatsoever it is become necessary (by particular
directions from my Lord Treasurer) that all your past and future
accompts be not only approved of in the Council of Virginia but that
you make oath to the truth thereof : and a certificate of such oath
is to be transmitted to me. In order that you may observe the best
method of passing such accompts I send you the forms ut supra p.
261 under date June 1.
Upon your receiving my deputation [to you as Deputy Auditor
for Virginia], which your son took care to send you, it becomes
necessary for you to alter the last article of your accounts both of the
2 shillings per hogshead and of the quit rents. I enclose a particular
memorandum of the said alteration : as follows.
Memorandum :
"By the [Deputy] Auditor's salary
for — at 7½ per cent. ..."
This article (from the time of the receipt of my deputation [to you])
is to be worded thus
to the salary of the [Deputy]
Auditor of Virginia for ... at 5 per cent. ...
more to him for making good
the Bills of Payment ... at 2½ per cent. ...
The above Memorandum is followed by the following memorandum
to Mr. Muschamp, [Receiver of Potomac see Tr. Cal. XVIII, p. 363].
My Lord Treasurer has ordered that all accompts of her Majesty's
revenues in the Plantations be kept in a better method than heretofore
in order to their being prepared every year for declaration. It
is therefore necessary that Mr. Muschamp do send over the accompts
of her Majesty's revenue from his entrance in that office, to be
examined before the Governor and Council and sworn to by the
accomptant and attested by the Governor and Deputy Auditor.
The accompt of the quarter part of the one moiety of 2 shillings
per hogshead (appropriated for buying of arms and ammunition
within that Province) are to be in like manner examined and attested.
Besides this 'tis observed that Mr. Muschamp's accompt for 1701
is not certified by the Governor ; nor does there appear any voucher
in discharge thereof.
(The like Memorandum (except the last article) mutatis mutandis
[was signed] for Mr. [George] Plater [Receiver of Patuxent District].
