January 1. Royal warrant to the Clerk of the Signet for a privy seal for the payment out of Civil List moneys in the Exchequer of the yearly sum of 240l. to Benjamin Bennett, Lieut. Governor and Commander in Chief of the Bermuda or Summer Islands in America : to commence as from Lady day last and to be payable quarterly during his continuance in that Government. Jan. 2. Letter of direction for 40,000l. to Charles Fox upon account for the pay from 1702 Dec. 24 for the 40000 men for the Allies : to be issued out of loans on the Land Tax passed in the present Session of Parliament. Disposition Book XVI, p. 127.
William Lowndes to [the Earl of Ranelagh] to receive forthwith from the Bank of England 18000l. loans (depositing with them 19000l. tallies on last year's Land Tax and Subsidies) and to apply and pay same together with 13315l. 14s. 8d. of like tallies in your hands to Walter Whitfeild, Treasurer for the 6 Marine Regiments, for their subsistence, offreckonings and clearings to Dec. 24 last : and to be reckoned as part of 10000 soldiers for sea service. William Lowndes to Mr. Howe [Paymaster of Guards and Garrisons]. I have acquainted my Lord with your memorial for subsistence in England (11,536l. 13s. 4d.), for several Companies in the West Indies (501l. 6s. 0d.) and for 6 Marine Regiments (4043l. 10s. 0d.).
As to the Forces in England my Lord makes no difficulty in ordering the subsistence, supposing there is no danger of their payments exceeding the muster rolls. As to the Forces in New York my Lord doubts they are not near complete and therefore what is issued to them must be on account till the muster rolls come, which ought to be hastened : and care is to be taken that the payments for subsistence do not exceed their full pay. The like care will be necessary for the Forces in the West Indies Islands. As there will be an opportunity of sending [money], thither speedily with the Earl of Peterborough it ought to be considered what advances of subsistence or credit should be furnished to those Troops till there be another occasion [opportunity] of sending. Warrant by Treasurer Godolphin to the Clerk of the Pipe for a lease to Henry Holmes Esq. of a parcel of ground called the Tilt Yard and the Garden called Walsingham Garden with the messuage erected thereon extending north from a certain passage near Pickering House to another passage called Sir Stephen Fox's Alley on the south, and abutting east on a lane leading from Charing Cross towards Westminster and west on the wall and garden of St. James's Park, being 98 feet in length at one end and 35 in width : which premises were demised to Sir Robert Holmes 1672 May 25.
Prefixing : particular by auditor H. Shales and memorandum of the premises : and ratal thereof by the Surveyor General of Crown Lands. Ibid., pp. 491-3.
Letters patent by same appointing John Thrale to be assistant and chief clerk in the Office commonly called the Transfer Office, with the yearly fee or salary of 100l. per an. as from Xmas last : to be paid by the Paymaster of the Million Lottery Tickets : and 1200l. per an. is hereby to be paid to Thomas Strickland, who is constituted to act in the office of Commissioner or Chief Officer in the said Transfer Office till such time as a Commissioner or Chief Officer be appointed : out of which sum said Strickland is hereby to pay 100l. per an. to said Thrale by virtue hereof. Erle praying that the 5 Regiments which were sent from Ireland to Cadiz upon the late Expedition and are now ordered to the West Indies may be paid their arrears, which he alleges to be due to them from the 14th of May last. Jan. 7. Royal warrant to the Clerk of the Signet for a privy seal for the issue by way of imprest to the Earl of Ranelagh of the unissued remainder of last year's funds appropriated for the subsistence, offreckonings and clearings of the Guards and Garrisons in England and the Dominions thereunto belonging (Ireland excepted) to wit for the year ended 1702 Dec. 24 : the said appropriations being 352,000l. (including 87,105l. 10s. 0d. for 10,000 soldiers for sea service) and likewise 700,000l. for 40,000 men to act in conjunction with the Forces of our Allies. Queen's Warrant Book XXI, p. 509.

William Lowndes to the Attorney General to report on the enclosed case [missing] relating to the freight of a ship to carry powder to Barbary [which is to go] towards the redemption of captives "and putting on board 2 months' provisions for them [the redeemed captives] at whole allowance." William Lowndes to the Victualling Commissioners. The Navy Commissioners have laid before the Lord Treasurer their letter to you of the 6th inst. upon the observations made by the Comptroller of the Victualling as to the accounts of Philip Papillon, late Cashier of the Victualling to the Earl of Orford. You are to observe the methods which the Navy Commissioners desire therein viz. in examining the imprest and other bills and in cancelling all imprest bills where Papillon has had perfect bills allowed by you. Jan. 12. Same to the Earl of Ranelagh to report on the enclosed petition [missing] of Col. Henry Holt on behalf of himself and the rest of the Officers of his late Regiment in the West Indies shewing that the Commissioners of Accounts are doubtful that the late King's warrant for allowing 3056l. 2s. 4d. to the said Regiment is not sufficient to enable them to certify for the said sum "by reason of some debts in the said warrant." Treasury reference to Mr. Travers, Surveyor General of Crown Lands, of the petition of Joseph Phelps shewing that he holds by lease several pieces of ground lying between the Queen's meadows at Hampton Court and the river Thames, and that it hath been the custom for the lessee thereof to graze horses or cows there, which is [now] forbid by the Master of the [Queen's] Stud : therefore praying "that the said meadows may be fenced or a yearly allowance [made him] for the value of the said lands." Treasury reference to the Excise Commissioners of the petition of Jane Clifford shewing that her late husband became indebted 36l. to the Crown for Excise, for security whereof he made over an estate in Reading to Mr. Noel ; yet his personal estate was seized by the Excise Officers and appraised at 100l. : therefore praying that Mr. Noel may deliver up her writings of the estate at Reading. Same to Henry Baker of the petition of Thomas Gleave, solicitor to the Acting Commissioners under 1 Wm. and Mary [Sess. 1, c. 32] to prevent the exportation of Wool, shewing that he has expended 153l. 7s. 11d. in prosecutions in the Exchequer Court, "which the said Commissioners having no salary cannot repay" : therefore praying payment. Same to Mr. Whitfeild [Paymaster of Marines] of the petition of Col. Holt in behalf of himself and the Captains of his Regiment shewing that he has had several of his new raised men dead and that at the muster taken Oct. 24 last 69 men were respited although they were then actually raised and upon their march and arrived in 3 days after the muster ; and at the muster taken 14 Dec. following there were but 5 men wanting to complete the said Regiment and 20 recruits arrived the next day after the muster : therefore praying that the respits may be taken off in consideration that these respited were effective men and the Officers had subsisted them some a month and some 6 weeks [before the muster].
