Same to the Lord Treasurer [at Bath]. I have received a
pacquet from the Clerk of the Council in Virginia (the Governor
being sick) and have sent same to the Customs Commissioners
to report on. Having perused carefully the same [papers] myself
I notice that Mr. William Bird (who it seems is Auditor and
Receiver too) had in his hands July 10 last 6108l. 16s. 3d. for quit
rents due in or before 1701 besides what he may have received for
1702. And after deducting the sum of 3388l. 3s. 4d. directed by the
Queen's warrant supra pp. 307, 335 for arms, there will still be due
from him 2720l. 12s. 11d. on this head. There is also in his hands on
July 10 last for the 2s. per hogshead on tobacco (after satisfying the
Governor's salary and many other payments for the service of the
Government there) the sum of 3515l. 10s. 3¼d.; and also one Mr.
Carter, Treasurer there for the Imposition on Servants and Slaves,
hath in his hands 1491l. 3s. 1¼d. besides large sums imprested by
him to other persons. |

My opinion is that the same person should not have both the
offices [of Auditor and Receiver in Virginia]; that the accounts sent
being only cash accounts there are wanting the accounts of the gross
produce of the said quit rents and imposts, so that it may be known
whether the Receiver has duly charged himself and whether there
be not arrears in the hands of others; and that some care should
be taken to establish a better and more legal method for those
accounts and to secure the money for the future. |

I have received yours of the 26th [Sept.] post [ult.] and have communicated same to Mr. Chancellor [of the Exchequer]. We are of
opinion that the Tellers are chargeable with the money of the Annuities
and [ought] to pay the same in the very same manner as they are
by law chargeable in respect of other moneys in the Exchequer: that
the former warrants of the Treasury only give the four Tellers an
extraordinary allowance for the pains and hazard of them and their
clerks and did not erect any distinct Office for that [Annuities]
purpose: that the vouchers for that purpose ought to be examined in
the same manner as the vouchers for all other their payments:
that the clerks in the Annuity Office can be no further trusted with
cash, they being all in custody: and that the Tellers or their clerks
in their own Offices (which clerks have agreed thereunto) must pay
those annuities and have their vouchers inspected de die in diem
by the Auditor of the Receipt and the Clerk of the Pells. I apprehend
that prescribing any other method would be disagreeable to law
and hazardous. I have therefore with the advice of the Chancellor
of the Exchequer forborne to order any Incash or Outcash to be put
into any clerk's hands, to be under any distinct management with
them, until I learn your Lordship's pleasure therein. |

I enclose a demand for part of the Marine Regiments: for your
commands thereupon. |

As you desired, Mr. Walbank is made collector of the Malt Duties
in Cambridge Collection. |

I have attended [with] the Chancellor of the Exchequer again at
the Bank, and the Directors are not willing to advance any more on
the Land Tax and Subsidies but will furnish 50,000l. more to-morrow
at 5 per cent. for the Victuallers. I presume you will have a fuller
account of this from the Chancellor. |

I am now examining the vouchers of the Clerks concerned in the
Annuity payments. There have been none examined these 9 years
but I hope to put them in a method to come at the bottom of that
affair. |

There are endeavours from the [Tellers'] Clerks in three of the
Offices to charge all that is wanting upon one Teller. But I think
every Teller must be [held] responsible for the clerk he put into
the Annuity Office, the rather because they took different securities
[from such clerks] to answer the moneys, and this way it may be
