August 1, Friday forenoon.	Present: Sir Stephen Fox; Chancellor Boyle; Mr. Hill.
	[The draft of a royal] letter to Lord Coningsby for 1,109l. 0s. 10¼d. to be paid to Lieut. Joseph Ternac de St. Eugene et al is read and approved.
	[Order for the issue to Mr. Blathwaite of] 300l. for secret service.
	Lord Lucas and the [Principal] Officers of the Mint [are called in] concerning some building ground in the Mint which formerly was in the possession of the Governor [of the Tower]. The Officers say the sweep of the great Coinage is there but will be cleared in a few months' time and then my Lord [Lucas] may be accommodated. My Lords direct them to hasten the making up of the sweep.
	[Write] to Mr. Clayton to be here this afternoon.
	Col. Brudenel, Col. Colt and the Attorney General [are called in]. The report of the Attorney General concerning the 1,500l. 4s. 10d. due for the clothes of Col. Brudenel's Regiment is read. The Attorney General says this money is due to the clothiers as assignees to the officers and soldiers and ought to be paid pursuant to the clause in the last Act. My Lords agree and order the money to be paid accordingly.
	Auditor Bridges is called in. Upon discoursing him and finding that he and Auditor Done are contented with 300l. a year for [making up] the Earl of Ranelagh's accounts for 7 years from 1692 April 1 and 150l. a year for his subsequent accounts, my Lords consent thereto: to be equally divided between them.
	[Order for] 1372l. 10s. 0d. to the Master of the Hawks.
	[Ordered that] 270l. to Capt. Delaval is to be paid.
	The Earl of Rochester comes in.
	Desire Mr. Hastwell and Sir Barth. Gracedieu to attend this afternoon or next Tuesday.
	Prepare a [royal] warrant for 200l. a year to Mrs. Willoughby from 1st August inst during pleasure in consideration of all such pensions and arrears of pensions as have been allowed to her in England or Ireland. Write to Mr. Blathwayte that my Lords have considered her case with the Lord Lieutenant.
	"State the pretension of Sir John Jacob that 295l. 17s. 5½d. being due from him to the King the remittal thereof can have no consequence to anybody else. Write so to Mr. Blathwayte."
	Write to Mr. Blathwayte that my Lady Dorchester represents to my Lords as if the King designed her some mo[re] money in part of the money she claims for maintaining the Countess of Anglesey; and my Lords desire to know his Majesty's pleasure whether they shall make her another payment of 400l. for one quarter, which is the least she expects.
	The King having orderd 200l. to Mr. Geldermalsen out of the remainder of the tallies in the Earl of Ranelagh's hands, my Lords finding that money appropriated desire to know his Majesty's pleasure whether it shall be paid out of the Civil List money.

	[The draft of the] letter to Mr. Blathwayt enclosing a warrant for 730l. and other warrants is read and approved.
	[Likewise the draft of] a warrant for taking off the respit on Perkin Vaughan's Company whilst he was a prisoner in France.
	[Likewise the draft of a royal] letter for satisfying 54l. 17s. 1d. due to the inhabitants of Stratford upon Avon from the officers and soldiers of Capt. Sandys' Troop out of their next clearings.
	Direct Mr. Henry Baker to state the account between the Lottery Farmers and Col. Vaughan.
	Upon the report of Henry Baker for Edw. Anderson and Edw. Edwards my Lords order them 50l. which is to be paid to them by him.
	[Write] to the Commissioners of Customs and of Excise to be here on Tuesday.
	[My Lords order] a sign manual for 300l. more to the Earl of Oxford.
	The officers of the Ordnance to be paid their year's salary upon the warrants [already] signed.
	[Order for] 200l. more to be issued to Mr. H. Baker.
	[The draft of the royal] letter for 10,708l. 10s. 6d. to the four Marine Regiments is read and approved. Ibid., p. 33.
August 5, Tuesday forenoon.	Present: Lord Godolphin, Sir Stephen Fox, the Chancellor of the Exchequer, Mr. Hill, Mr. Pelham.
	Mr. Addison [attends about the allowances of the Commissioners for Sick and Wounded]. The memorial for three years' salary is read. My Lords tell him they cannot consider their past services till such time as the accounts are passed, except 1,100l. which is the third part of the sum laid before Parliament for them.
	My Lords acquaint Mr. King that his privy seal is very extraordinary and that they expect his extraordinaries be very reasonable. Issue the 300l advance on his order.
	[Write] to the Navy Commissioners to be here on Thursday.
	On that day the [Treasury] doors to be shut [and the sitting to be devoted to the] Civil List scheme [of payments].
	On Mr. Samuel promising that the accounts of the Transports and of the Hawkers and Pedlars shall be prepared and delivered to the Auditors by Xmas next [my Lords direct] process to be stopped till that time. But in case of default fresh process is to issue without further order.
	Write to the Commissioners of Victualling to be here on Thursday morning.
	Write to Mr. Clayton and Mr. Herne to be here this afternoon.
	Sir Bartholomew Gracedieu agrees with my Lords to furnish in Jamaica monthly so much as the subsistence of the two Regiments sent or sending thither shall amount to for 6 months from the time that the second Regiment arrives there at the rate of 120l. in current money of Jamaica for every 100l. to be paid to him here, provided that the Paymaster of the Forces, Ireland do every month pay to him in London the subsistence growing due to the said Regiments in English money.
	Write to Mr. Joseph Martyn of Love Lane to be here this afternoon.
	[The following drafts of letters of direction] are read and approved a letter for 295l. 17s. 1¾d. desired to be remitted to Sir John Jacob.

	[The draft of a] king's warrant for revocation of Mr. Tancred's patent is approved and ordered to be sent to Holland [for the King's signature].
	Pay the quarter due to Mr. Latten.
	The Solicitor General [is called in]: he thinks in case the Exchequer Court have given no judgment against the Treasury Lords' power of stopping the process against Mr. Row et al. my Lords may renew their warrant for stopping that process. Mr. Tailure says he heard the warrant was mentioned in Court by Mr. Ettrick or Mr. Browne but was not produced.
	Write to Mr. Blakyston, Mr. Armiger and Mr. Parsons to be here on Thursday: [also the] Customs Commissioners. Ibid., p. 35.
August 7, forenoon.	Present: Lord Godolphin; Chancellor Boyle; Mr. Pelham.
	Desire Mr. Vanburgh to attend the Secretaries of State and show them the bills for "their" necessaries. The like to Mr. Blathwaite.
	Make a collection of the whole charge for parchment, paper, pens and ink and prints [printed matter supplied to or] in all offices.
	Order for 8,432l. 19s. 4d. to be issued to the Treasurer of the Chamber (in lieu of the sums in the list for bills) to be applied as per the list this day approved.
	Mr. Joseph Martyn agrees with my Lords to furnish in the Leeward Islands monthly so much as the subsistence of the Regiment to be sent thither shall amount to for 6 months from the time the said Regiment arrives there, at the rate of 125l. in current money of the Leeward Islands for every 100l. to be paid him here provided that the Paymaster of the Forces in Ireland do every month pay to the said Martyn in London the subsistence growing due to the said Regiment in English money.
	[Order for] Mr. Studholme to be paid 680l. in part of his allowed bill and one year upon his allowances for salary and travelling charges: but let him know that my Lords will make no payment for any work to be done unless the estimate be first made and approved by them according to the King's order.
	The Navy Commissioners are called in and their letter of July 16 last is read concerning the 32,331l. 6s. 8d. in the Treasurer's hands on the 3s. Aid tallies. They think it a just debt and [proper] to be paid. Let the navy Commissioners certify what [amount] of the [old debt of the] Navy incurred before the Revolution has been paid since [the Revolution].
	[My Lords order] Admiral Bendbow to have new credits in the West Indies, as he had in 1698, for any sums not exceeding 10,000l.
	Order for the issue to the Navy [Treasurer] of 40,000l. for wages: to be issued out of loans on the last part of the 3,700l. a week.
	20,000l. for the Ordinary of the Navy: by tallies on the last part of the said 3,700l. a week. Out of this is to be satisfied the bounty money for the sea Officers.
	57,644l. 12s. 3d. for the Course of the Navy: by tallies registered next after the above 20,000l.
	73,641l. 2s. 10½d. in further part of the Ordinary of the Navy: by tallies registered next after the above 57,644l. 12s. 3d.
	The process against Mr. Papillon is to stop until the first day of next term but is then to issue if the account be not passed. Treasury Minute Book XII, 36–37.

	[The draft of a royal] letter for 3,000l. for Mrs. Windham is read and approved.
	[Likewise the draft of a same] for 1,100l. for the late Commissioners for Sick and Wounded and 50l. for John Cruttenden.
	Mr. Armiger says the warrant for staying process against Row et al was in his hands and he acquainted the Lord Chief Baron with it but it was never produced in Court. Mr. Blakyston says Mr. Browne mentioned it in Court.
	Write to Sir John Hawles to be here to-morrow. Likewise Mr. Geo. Townsend.
	[The draft of a royal] letter for 8,432l. 19s. 4d. to the Treasurer of the Chamber for [Messengers'] bills is read and approved.
	[Likewise the draft] letter for 680l. and 97l. 6s. 8d. for Mr. Studholme.
	[Likewise the draft] letter for 987l. 3s. 9¾d. for Mr. Negus.

	See what the warrants for the extra services of the Wardrobe do amount to. Procure the ordinary Est[ablishment] of the Wardrobe.
	[The draft of a royal] letter for 570l. 10s. 2d. for transporting horses from Ireland is read and approved.
	[Order for the issue to William Lowndes of] 200l. for secret service.
	The Earl of Suffolk and the executors of Lord Grandison are to be heard on the first Tuesday after Michaelmas and in the meantime the grant to stop.
	Ordered for the issue of 28,898l. 12s. 8d. to the Earl of Ranelagh for 8 weeks' subsistence of the Forces from the 12th inst.: out of loans to be made by himself on the Low Wine Act [12 Wm. III c. 11]: the tallies to be registered in course.
	14,605l. 1s. 5d. to same for two months' clearings to June 24 last: in like manner: to be registered after the above 28,898l. 12s. 8d.
	2,469l. 5s. 6¾d. to same for the pay of the Garrisons for the same time: to be registered after the above 14,605l. 1s. 5d.
	1,696l. 1s. 11½d. to same to clear the General Staff Officers to Dec. 24 last (part of the 40,000l. for Exceedings:) to be registered next after the last sum: item struck through.
	225l. to same for Contingencies: out of loans on Low Wines: to be registered after the last sum.
	3,908l. 14s. 11d. to same: [by tallies] to be levied on Low Wines after the above 225l. for the pay of Col. Edw. Fox's Regiment from 1699 Dec. 25 to 1700 April 24: to be reckoned as part of the 40,000l. for Exceedings: item struck through.
	12,329l. 14s. 7d. to same to complete 40,000l. for the Exceedings of the year 1700: by tallies on Low Wines to be registered after the above 225l.
	The 100l. a week in the Scheme of [Civil List] Payments, beginning from 3 Sept. next is to be issued to the Works and applied to pay 4,315l. 8s. 1¾d. due to plumbers, masons, smiths, carpenters, bricklayers, painters and others for works in the royal Gardens done under the inspection of Mr. Tallman.
	The Solicitor General says he cannot advise the signing the warrant now prepared for superseding the writs for levying 1300l. issues upon Mr. Row and Mr. Bradshaw because he understood that though the former warrant was not produced in Court when the order was made yet that my Lord Chief Baron had afterwards been acquainted there was such a warrant.
	[The draft of a royal] letter for 17,221l. 6s. 10d. for Mr. Atwood et al in a list is read and approved.
	Prepare a sign manual for 1,000l. for Mr. Blathwaite for one year due — last upon his allowance out of the [Army deduction or] poundage as Secretary at War; and give notice of this to my Lord Ranelagh to avoid double payment.
	[Ordered that] 20,942l. 13s. 2d. to complete 41,000l. for half pay be issued [to the Earl of Ranelagh] by tallies on the Low Wines.
	[The draft] letter [of direction to the Exchequer] for 79,470l. 7s. 4¾d. for subsistence &c. is read and approved.
	The letter to Mr. Blathwaite sending the warrant for revoking Mr. Tancred's patent and [enclosing] other warrants [for the King's signature] is read and approved.
	Likewise the [draft of a royal] letter concerning appointing two Commissioners of Customs to more particular services.
	Likewise the [draft of a royal] letter for 1,500l. to the Duke of Southampton and 300l. to Mr. Bertie, Vice-Chamberlain of the Household.
	Mr. Maryot is called in. He promises that the rents of the manor of Kirton and Staughton Magna shall be reconveyed to the King and he will attend Mr. Lowndes about this.
	Hen. Killigrew to have 50l. out of secret service.
	Give out the docquet for the Paymaster of the Band of [Gentlemen] Pensioners.
	[Order for] 68l. 6s. 8d. for the fees of the Church on the Duke of Gloucester's interment: to be paid out of secret service.
	[Order for] 50l. to Mr. William Fanshaw to be paid out of secret service.
	[Order for] 30,000l. for sea service of the Ordnance: to be issued [to the Paymaster of the Ordnance] by tallies on the Low Wines after the sums already directed [to be registered thereon].
	The bill of the Sergeant of the House of Commons is to be be paid.
	Order for 400l. to be issued to the Works; for the Earl of Ranelagh.
	My Lords meet again on Tuesday the 16th, altered to 23 Sept. next.
	[Order for the issue to Mr. William Lowndes of] 300l. more for secret service.

August 19, forenoon.	Present: Lord Godolphin; Sir Stephen Fox; Mr. Hill.
	Ordered that 12,000l. of the money remaining in the Exchequer of the loans of the first part of the 3,700l. a week be issued to the Earl of Ranelagh upon account of the subsistence of the Forces in Holland.
	Memorandum: To speak to Mr. Pauncefort to desire the Bank to take some of the tallies now striking for the Forces on the Low Wines &c. as security for so much of the said 12,000l. as shall be necessary to be remitted to Holland. Ibid., p. 40.
August 20. forenoon.	Present: Lord Godolphin; Sir Stephen Fox; Chancellor Boyle; Mr. Hill.
	Mr. Clark comes in: acquaints my Lords that [he] is preparing the Establishment for Half Pay and desires to know whether he shall insert the Invalids therein: says that they were in the last Establishment and in the list laid before the House of Commons in the last Session. My Lords will consider this next Friday morning.
	Mr. Clark acquaints my Lords of the complaint of Col. Fox against my Lord Ranelagh relating to money due to his Regiment for subsistence and otherwise. Mr. Paunceford is called in: tell my Lords that some part of the Colonel's demands will be satisfied out of the tallies now striking in Lord Ranelagh's name on Low Wines &c. and as to the rest it will have its proportion out of the 40,000l. given for the Exceeding of last year.
	[Order for the] Earl of Manchester to have a quarter on his ordinary.
	[Order for] 730l. to be issued to the Earl of Ranelagh out of the Civil List funds for half a year's allowance to several French pensioners, to carry them to Ireland. Ibid., p. 41.
