March 1. William Lowndes to the Customs Commissioners to observe the enclosed order in Council [missing] of the 26th Feb. last concerning the raising of men for the service of the Fleet. Out Letters (General) XVI, p. 317.
Same to Mr. Blathwayt. I have read to my Lords the letter you received from the Mayor of Harwich concerning some soldiers arrived there who have deserted the French service. The Corporation of Harwich shall be reimbursed the cost of the relief and subsistence of those men: "taking care that they take service on board his Majesty's Fleet according to the Proclamation lately issued in that behalf." Same to the [Principal] Officers of the Works to report on the enclosed petition [missing] of William Storey and William Clark for payment of the salary due in your office to them as respectively volary keeper and for planting and tending the plants in St. James's Park. Is it necessary they should be continued in their places? Ibid.
Treasury reference to the Customs Commissioners of the petition [missing] of William Haynes shewing that last summer he was trapped into landing some wines in his boat which were carried up in the New Forest and there seized: therefore praying relief from the fine of 150l., having never before been concerned in anything of this kind. Same to the Excise Commissioners of the petition of Rawlin Mallock shewing that his father, being Collector of Excise, in 1693 was robbed of 564l. of the King's money and spent 100l. in prosecuting one Perkins who though guilty was cleared by the Jury; that petitioner's cousin Rawlin Mallock (whose estate petitioner possesses) was bond for petitioner's said father in 2,000l. on which petitioner has raised 1,436l. and paid same to the Excise Commissioners: therefore praying to be allowed the balance of 564l. Same to the [Principal] officers of the Works of the petition of Matthew Roberts plumber shewing that in the Office of Works' estimate for the Gardens at Hampton [Court] they by mistake rated the pipes that were to be laid there but at 2d. per pound when the price agreed was 2½d., and which they could not alter by reason of their Lordships' letter to abide by that estimate: therefore praying relief. March 5. Royal warrant, dated Kensington, to the Earl of Ranelagh to give allowance in account to Col. John Gibson's late Regiment of Foot of the sums of 241l. 14s. 8d. for the subsistence of pay of 9 sergeants, 9 corporals, 4 drummers and 2 privates from the time of the disbanding of the said Regiment (1697–8 Feb. 26) to 1698 Oct. 31 when they arrived from Newfoundland and 250l. for so much expended by said Colonel on account of the contingent disbursements on the Expedition to Newfoundland: amounting together to 491l. 14s. 8d. and further to forbear to charge the sums following for provisions, the king having formerly declared in Council that he would give them provisions gratis viz. 838l. 17s. 3d. for provisions supplied by several persons out of their ships at Newfoundland; 188l. 6s. 0d. paid to Henry Gibbs, master of the ship Providence for wages and disbursements whilst she was employed by said Colonel; 594l. 8s. 6d. paid to Thomas Clerk on said Colonel's bill of exchange; 1,207l. 10s. 0d. received by said Col. on Sir Henry Ashurst's letter of credit to New England, which money was expended by Col. Gibson in buying provisions and refitting the ship Providence, which provisions the Treasury Lords directed to be delivered to the Victualling Commissioners when the said ship by contrary winds put into Plymouth: and further to give allowance for the pay of the Major, 3 Captains, 4 Lieuts. and 3 Ensigns employed in Newfoundland from 1697–8 March 1 after the breaking of the said Regiment to Oct. 31 following, during which time they were on no establishment. Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Susanna Perkins of the capital messuage and two thirds part of the manor of Bushey Co. Herts. which lately belonged to Sir William Perkins Kt. lately attainted and executed for high treason; and all arrears of the rents and mesne profits of the premises but she is first to give security to pay 200l. to Francis Arundell for so much expended by him in discharging a concealed mortgage on an estate in the town of Northampton purchased by the said Sir William and — Fuller, mother of the said Susanna Perkins; and also 500l. due on a bond dated 1674–5 June 12 given to the executors of William Somerville Esq.; and also 116l. 13s. 10d. expended by Henry Baker, Solicitor of the Treasury in taking out commissions of inquisition into the said estate.
