Treasury warrant to the Postmasters General to contract with Stephen Bigg for extending the post to several places near the stages of Warrington, Liverpool, Ormskirk, Preston, Lancashire and Manchester at a farm rent of 2526l. 14s. 5d. per an. for three years from him, which sum appears to be the neat profit of the postage of letters to and from the said towns for one year; for the first year he to have all the profit realised above the said rent, in view of his charge in settling several new stages; but in the second and third years to be accountable to the King for a third of such excess.
Prefixing: the Postmaster Generals' report on said Bigg's petition. Petitioner has been concerned for some years as farmer and manager of the Buckingham Branch which extends as far as Norwich and has behaved himself with great diligence, satisfaction to the people and encouragement to the revenue. The above extension will be of advantage to the revenue by reason the subject will be served more regularly and at less charge. Warrants not Relating to Money XVI, p. 385.

Surrey, to demand and receive the considerable arrears of rent standing out in the hands of several of the tenants of said manor and thereout to repair such parts of the old house [or palace at Richmond] as you think necessary. Royal warrant to the Treasury Lords for a lease to Edward, Earl of Jersey of the messuage or tenement called the Lodge in Hyde Park, and the gardens thereto enclosed with brick walls and all that field (paled in from the Park) called the Lower Field part whereof is now used for a kitchen garden, containing in all eight acres 39 perches and now in possession of said Earl as Ranger or Chief Keeper of said Park and adjoining the highway from Uxbridge to London on the north: to hold for 51 years at the rent of 13s. 4d. per an.

Royal warrant to the Attorney or Solicitor General for a great seal for a grant to Samuel Travers, Surveyor General of Crown Lands, Sir Christopher Wren, Sir William Ashurst, John Evelyn and William Draper of all that parcel of land near the Royal Hospital at Greenwich, adjoining the land of John and Tobias Grubb and Marc Blissett on the East, and of Richard Allen on the West, and on Stable Street on the north and on Turpin Lane to King's Lane on the south; and containing a ruinous barn, stables, and other buildings and containing two acres two roods 25 perches: to be held in trust for the said Hospital in free and common socage at a fee farm rent of 13s. 4d. per an.

Same to the Clerk of the Signet for a privy seal for the Treasury Lords to give warrant to Edward Pyle as Woodward of New Forest to detain in his own hands out of the sale of dotard trees in said forest the fee or salary of 150l. per an. for himself as from 1698 Xmas and 50l. per an. for a deputy to reside constantly in the forest. Royal sign manual revoking the royal warrant of 1690 Dec. 31 which granted to the abovesaid Simon and Mary de Brienne the custody and herbage of several fields or pasture grounds within the walls of Kensington Palace and in place thereof to grant same to the abovesaid Henry and Mary Lowman during pleasure: with proviso that they maintain the fences and ditches. Royal warrant to the Attorney General to acknowledge satisfaction on record of the verdict in the Exchequer Court in Michaelmas term 1698 against William Taylor for 225l. for exporting wool; and against Henry Baker for 216l. for the like in Hilary term 1698; and 67l. 4s. 0d. against Thomas Durant for same; and 219l. 12s. 0d. in Trinity term 1699 against Edward Tilden for same; and the composition of 40l. in Michaelmas term 1699 by John Gray and William Ward for same: they being all very poor and unable to pay. Same to the Treasurer of the Chamber to pay to the Keeper of the King's House and Wardrobe at Greenwich the arrears up to June 24 last on the annual allowance of 225l. to him for his said post and for keeping the gardens there which allowance is hereby to cease and determine from that date, the said House having been converted into a Hospital for disabled seamen. July 2. William Lowndes to the Receipt to issue 1000l. to me, Lowndes, on the [unsatisfied] order in my name for secret service "and also the money remaining in the Exchequer which was paid in there pursuant to a decree against the Africa Company." Disposition Book XV, p. 187.
Royal warrant to the Lords Justices of Ireland to acquit and discharge the Earl of Albemarle from the excess of the reserved rents of 458l. 17s. 7¾d. (for the estate of Viscount Clare) and 53l. 19s. 9d. (for the estate of Redmund and Hugh Mullady) above the sums of 54l. 4s. 11d. and 5s. per an.: the King having by his sign manual of 1699 May 30 directed such a reduction of the said rents but the letters patent for such reduction did not pass and by the late Act of Parliament all forfeited lands in Ireland are vested in Trustees: but the King is minded that the said Earl shall have the full benefit and effect intended him thereby: and, if need be, effectual patents are to pass for this purpose. Same to same to pass as follows the final account of John Price as late Receiver General of the Revenue of Ireland viz. from 1688 June 24 the time to which his former account was adjusted and declared.
Appending: state of said account with Auditor B. Bridges' report on the cravings therein and on the observations thereon of the Commissioners of Accounts, Ireland: (total charge, detailed, 38,933l. 15s. 111/8d. total cravings in discharge, detailed, 40,005l. 18s. 97/8d. of which the King disallows the claim of 1320l. 1s. 5½d. representing sums due to the accountant upon securities from persons who have forfeited their estates to wit 509l. 3s. 0d. from William Ellis and 810l. 18s. 5½d. from the Earl of Clancarty because the King is seized of their forfeited estates. The cravings include 1131l. 19s. 9d. paid to the late King James by ironwork and utensils of war delivered into the public stores and 1684l. 14s. 21/8d. paid to Sir Henry Bond for the use of the late King James: as to which item Bridges reports as follows "the 2816l. 13s. 111/8d. paid to the late King James after his abdication and before the battle of the Boyne, being forced from him [this accomptant] by an extent, the Commissioners of Accounts are of opinion ought in equity to be allowed him." Cal. Vol. X, p. 784: of which sign manual the only effect has been the delivery to her of the brass money coined by the late Earl of Tyrconnel and left in the stores of Limerick, Galway and Dublin, which amounted in value to her to 300l. only. Before July 3. Report by William Blathwayte to the Treasury Lords on Col. Quarry's petition ut supra p. 356 relatingto a Protestant divine and a schoolmaster in Pennsylvania and the orders in Council relating thereto. It may be for his Majesty's service and encouragement of the ministry in those parts to renew the several orders of 1695 Nov. 19 and 1697 Dec. 16 for the payment of the yearly salaries of 50l. to a Protestant divine and 30l. per an. to a schoolmaster in Pennsylvania out of the revenue of 1 penny per pound on the side [or coastal] trade of that Province, unless the said revenue shall be judged to be otherwise appropriated for the present year by a clause in the late Act of Parliament for an Aid to the King by the sale of forfeited estates in Ireland. July 3. Royal warrant, dated Hampton Court, to the Earl of Ranelagh to allow (in the accounts for the pay of the late Regiment of Foot under Col. John Gibson) the Company of Lieut. Col. James Stanhope as complete from 1693–4 March 20 to 1696 March 31: all by reason that upon the raising of the said Company in March 1693–4 the said Stanhope soon after obtained permission of the King to repair to Flanders to serve as a volunteer whereupon he committed the care of his Company to his Lieutenant who received the levy money but misapplied same and instead of raising the Company which was ordered to be mustered complete on May 20 following deserted with the money so that Stanhope was obliged afterwards to raise the Company at his own expense but could not join the Regiment, then at Portsmouth, nor muster till about two months after, whereby several respits amounting to 159l. 3s. 4d. were made: which respits the King hereby agrees to remove. My Lords have therefore thought fit to put this affair [of the Crown Land revenues] under your care and inspection. Royal warrant "given at our Court of Soesdyke" to the Earl of Ranelagh to give allowance in the accounts of the Regiment of Foot under Ventris Collenbine, of the pay of the Prince of Hess (who formerly commanded the said Regiment) and his servants and chaplain, the same having been respited on several musters but having notwithstanding received their subsistence all the time he commanded the Regiment: and likewise to allow the pay of men respited on the first two musters after their landing from Flanders viz. from 1692, Nov. 1; the King having after the battle of Steinkerk sent the said Regiment into England to be recruited by reason of its being much weakened in that action and they did not receive any money to enable them to raise the said recruits and after their landing in November 1692 the men that were lost in that service were respited on the musters.
