Treasury warrant to the Surveyor General of Crown Lands for a particular and ratal of premises ut supra Tr. Cal. XIV, p. 368 (viz. the manors of Rosedale &c.) in order to a lease thereof to Richard Cull for 99 years in reversion of the Queen Dowager.
Prefixing: said Surveyor General's report on said Cull's petition for same. The manor of Rosedale consists of 39 farms leased at rents amounting to 130l. per an., worth 1690l. at 13 years' purchase. The improvement thereof I reckon at 462l. per an. which at five years' purchase is 2310l. The manor of Crowland was leased in 1671 at 173l. 15s. 6d. I value it at 1300l. I compute the improvement at 2041l. 8s. 5d. [per an.] as let on the rack which I value at 4800l. The manor of Hogsthorp was rented at 63l. 1s. 9d. in the Queen Dowager's jointure. I value it at 820l. 2s. 9d. at 13 years' purchase. The demesne lands have been surveyed at 171l. per an. and I value them at 1026l. The manor of Barton was rented at 81l. 5s. 8d. in the said Queen's jointure. At 13 years' purchase I value it at 1056l. 13s. 8d. The improved value of the ferry and some small parcels of land is 30l. per an. which at six years' purchase is 180l. The manor of Barrow is rented at 108l. 14s. 10d. which at 13 years' purchase is 1413l. 12s. 10d. The improvement is valued at 140l. per an. which is 624l. at six years' purchase. The manor of Gouxhill was rented at 29l. 13s. 10d. in the said Queen's jointure which at 13 years' purchase comes to 385l. 19s. 10d. Treasury order to the Customs Commissioners to observe (a) infra.
Prefixing: (a) order of the King in Council dated Kensington Oct. 23 last for stopping and prosecuting the Sea Flower an English sloop of 30 tons, Caleb Tibber master which arrived at Venice from Hunduras with logwood designing, as was supposed, to sail thence to Guinea to lade negroes and carry them to some port in the West Indies and so manage an indirect trade without touching at all in England, contrary to the Acts of 22 and 23 Charles II c. 26 for encouragement of the Plantation Trade and 9 and 10 Wm. III c. 26 for settling the trade to Africa: all on a representation from the Commissioners for Trade and Plantations read this day. Ibid., p. 291.
Royal warrant to the Lords Justices of Ireland (viz. Duke of Bolton, Earl of Berkley and Earl of Galway) to apply the sum of 33,633l. 0s. 10d. to complete the building of barracks in Ireland according to the intent of the appropriation clause in the Act of Supply in Ireland (Irish Act 9 Wm. III, c. 4), which item is an extraordinary charge for which the Establishment of Ireland contains no provision and therefore requires a royal warrant to authorise the regular issue of the money. Nov. 2. Royal warrant to the Clerk of the Signet for a privy seal for 1,000,000l. to Sir Thomas Littleton, Treasurer of the Navy, as imprest for the Navy and Victualling. William Lowndes to the Attorney and Solicitor General for their opinion on the enclosed letter [missing] from the Lords Justices of Ireland with a further state of the case relating to the wool licences in Ireland. Out Letters (General) XVI, p. 158.
Treasury reference to the Customs Commissioners of the petition of Claudius Rondeau and Philip Lernoult shewing that they have been dealers and traders in buying wool of the neighbouring graziers, they manufacturing same themselves into worsted stuffs; that soon after the late Act of Parliament against transporting of wool they gave bond in 500l. each not to transport wool and the Customs Officers permitted the country people to bring wool into Canterbury and suffered petitioners to buy same: notwithstanding which Mr. Oliver and Mr. Beverton, Customs House officers, have lately seized 60 packs of petitioners' wool: therefore praying relief. Treasury warrant to the Navy Commissioners to observe (a) infra.
Prefixing: (a) Order of the King in Council dated Kensington Oct. 23 last for the perfecting and passing with all expedition the accounts of several former Treasurers of the Navy which are still depending and not declared and passed, whereby great prejudice and inconvenience happens to his Majesty's service. Prefixing (a) A like order of same date relative to the passing of Navy Treasurer's accounts for the future (all in accordance with the Navy Commissioners' report on the memorial of Sir Thomas Littleton, Navy Treasurer:) viz.:
That the Pay Books for ships be closed within the year before the Treasurer tenders his accounts to be examined and signed by the Navy Commissioners.
That all imprests paid by the Navy Treasurer as well by bills from the Victualling Commissioners as from the Navy Commissioners within the year be brought to account and allowed in the ledger for that year except such as the Navy Treasurer and Navy Commissioners in conjunction shall suspend the allowance of, for the accommodation of the public; of which imprests so suspended a memorandum shall be entered in the ledger that so it may appear what money the said Treasurer has paid in that year more than he has had allowance of in the said ledger.
That the Cashier [appointed] for payment of the Victualling Bills shall be deputed by the Navy Treasurer and not by the Victualling Commissioners but for the better enabling the Navy Treasurer to carry on that considerable branch of his business that (instead of a clerk only at 80l. per an. for payment of the said Victualling bills) he be allowed a cashier at 150l. per an. and two clerks under him at 70l. and 50l.
The King further orders that Sir Thomas Littleton, Treasurer of the Navy, have a privy seal for enabling him to pass his accounts yearly although the accounts of former Navy Treasurers are not passed, he standing charged with no money but what comes to his or his agent's hands. Treasury warrant to the Surveyor General of Crown Lands for a particular of premises ut supra p. 168 (being mines in Cantermelenydd &c.) in order to a lease thereof to Tobias Le Gross, William Dey, William James and John Wolfe for 31 years at 13s. 4d. per an. and a tenth part of the profits.
Prefixing: said Surveyor's report on the petition of said Le Gross et al for same. There have been leases formerly to Sir Cyril Wych, Dr. Edisbury and others for digging for mines and minerals in the Principality of Wales but I can find no lease of coal mines or minerals in Cantermelenydd or waste of Rossamurth in the Hundred of Caverleeth [Cefnllys] Co. Henley, Sir William St. Quintin and Thomas Newport (the last named being loco Sir John Austen bart. one of the late commission and now deceased): with secretary &c. as in the last Commission. In 1662 a grant was made to William Legg, one of the Grooms of the Bedchamber, (on surrender of Richard Norton Esq.) of the annual rent of 31l. 2s. 11d. issuing out of the manor of Wardelham Co. Southampton (which manor was granted in fee farm 26 James I. to George Shires Esq. and John Wells under said rent) all for 45 years for payment of the keepers' fees in the forest and chace of Alice Holt and Woolmer Co. Southampton: and therewith was granted to him the office of Lieutenant and Keeper of the said forest and chace. As I have no survey of the premises I cannot value same. Treasury warrant to Sir Thomas Trevor, Attorney General, to enter a noli prosequi to the information against Thomas Crabb and John Harris concerning wool ut supra p. 184 which they hired William Parker and William Skreaze, country farmers of good repute, to carry to St. Giles Hill fair near Winchester under permits from the Customs officer at Shoreham but same was seized ut ibid simply for being moved at too early an hour, which is conceived not to be a sufficient cause for such seizure. Royal warrant to the Attorney or Solicitor General for a great seal for a grant and confirmation to Ralph, Earl of Montagu, Keeper of the Great Wardrobe, of the yearly sum of 2200l., to wit 2000l. for himself and 200l. for his deputy and all arrears thereof due and not yet allowed and passed: the said office having been granted to him by patent of 1671 August 12 and the said salary of 2000l. and 200l. per an. having been granted him for life by patent of 1674 Sept. 21 as in lieu of the ancient allowance or fee of measurages and the fee of poundage; but by patent of 1683 April 27 the payment of the said allowance was suspended; by reason whereof fresh direction and authority is to be given, as hereby, for said allowance and arrears thereon.
