Dorset lately held same and that for the better discharging of the
said trust and intending to dwell there some part of the year he will
be obliged to disburse considerably in building outhouses, coachhouses, stables and in alterations to accomodate his family: therefore paying a grant of said offices and premises. |

I find hereon that since the King's accession a grant was passed to
the Earl of Dorset inter al of the offices of Keeper of Greenwich Palace,
[Keeper of Grenwich Palace and Steward of Say's Court, Deptford
Strond] the house called the Fryers and of Greenwich Park "which
I take to be all that this honourable petitioner desires should be
now confirmed to him by a lease for years." I have not found any
such grant for years made of offices. But a lease may be granted
him for 31 years of the house called the Queen's House with the
garden and grounds adjoining (other than what is already granted
out of the Crown for the use of the Royal Hospital for Seamen)

Indenture of agreement between the Treasury Lords and the
Trustees for Circulating Exchequer Bills and Managing the Subscriptions as by the Act [8–9 Wm. III C. 20] lately passed in Parliament for making good the Deficiencies of certain Funds and for
enlarging the Capital Stock of the Bank of England. |
|
To the end that every person, body politic &c. who may have
or be entitled to any tallies or orders on any branch of the revenue
or funds may not be under any necessity without their consent and
good liking to accept payment of such orders and tallies (when they
come in course to be paid) in Exchequer Bills as herein, and to the
end that ready money may be provided for exchanging the same
and for the public benefit and advantage of commerce the subscribers hereto (severally and respectively and not the one for the
other) agree with the Treasury Lords that they will within 7 days
of the signing hereof advance and pay in milled money or guineas
unto —, Trustees in this behalf, a fourth part of each such
subscriber's subscription; which fourth part shall be kept at the
Receipt of the Exchequer under 2 locks and keys, one in the hands
of the Trustees for the King, the other in the hands of the Trustees
for the subscribers: and such money shall be applicable to the
exchanging of the said Bills of Credit "and shall also serve as a
caution for the future advances of payments to be made by the
said contractors respectively in manner following, that is to say as
any of the said moneys so paid by the said contractors as aforesaid
for the said first fourth part shall be required to exchange Bills not
accepted or refused in satisfaction of tallies or orders of loan, the
said Bills or such tallies or orders of loan (as by the money of the
said first fourth part shall or may be taken up or satisfied to the
proprietors beforehand) shall be lockt up from time to time in such
manner as that there shall always lie as a security in the custody
of the said Trustees the value of the said fourth part either in money,
Bills or tallies and orders as aforesaid, which shall not be delivered
out [to the said respective subscribers for repayment of their subscriptions] till the whole [remaining three fourths of the] sums
subscribed shall be advanced, such remaining advances to be in
milled money or guineas and in such manner as the Treasury Lords
are to give 14 days' notice of in the Gazette and on the [the door of
the] office of the Chamberlains of the Exchequer "and as any other
part of the money subscribed (beyond the said first fourth part)
shall be required and paid for exchanging the said Bills, the Bills
that shall be exchanged therewith shall and may immediately be
delivered out to the use of the contractors and be current from
them as from any other person or persons whatsoever." |
|
If any contractor fail in his [instalment] payments the said first
fourth part shall be forfeited and go to the use of the rest of the
contractors and if they fail to make good his instalments then the
said forfeited first fourth part shall go to the use of the persons
injured or aggrieved by such non payment. |
|
The Trustees shall faithfully from time to time apply the advance
[or instalment] moneys to the satisfaction of such tallies and orders
as aforesaid, "which such Trustees shall faithfully do and perform
in all cases where any of the said Bills shall be actually brought into
the Receipt of the Exchequer instead of money for payment of
such tallies and orders and where the owners thereof shall be
desirous instead of such Bills to receive their payment or satisfaction of or for such tallies or orders in milled money or guineas."
In return therefor the Trustees shall receive the said Bills of Credit
for the use and benefit of the Contractors. |
|
The Trustees shall keep just accounts in writing of all their
receipts, payments and doings herein, to be open to the Treasury
Lords and to the Contractors. |
|
If the Trustees think it to be for the public service and the benefit
of the Contractors at any time to issue and dispose any of the advance
money in taking up and satisfying tallies or orders of loan before
there shall be money or Bills actually brought into the Exchequer
or other public office for payment thereof it shall be lawful for them,
with the concurrence of the Contractors, to do so, taking care not
to depart with any of the said moneys of the Contractors until such
time as the said tallies or orders are actually delivered and assigned
to them the said Trustees; and in every such case the Trustees
shall be answerable to the Contractors for whatsoever shall be
received at the Exchequer or any of the public offices in satisfaction
of tallies and orders so paid whether such [Exchequer] satisfaction
be made in money or in Bills of Credit. |
|
On their part the Treasury Lords covenant that the Contractors
shall receive 10 per cent. reward for the whole subscribed by every
contractor from the date of their several subscriptions for so long
as any contractor shall be liable to answer any part of his subscription as above; and if all the money subscribed shall be required from
the Contractors in less than a year's time or if there shall not be
occasion for issuing or employing the moneys so subscribed for so
long time [as a year] the Contractors shall nevertheless be entitled
to receive one whole year's interest at 10 per cent. on the sums
subscribed. |
|
Further, as soon as all the moneys subscribed shall be required
and paid in or advanced for purposes as above the abovesaid first
fourth part remaining in the custody of the Trustees shall be
delivered out to the respective Contractors: and all the interest
due (as well for the subscriptions as what shall be incurred on the
Bills or for the intermediate interest on tallies or orders taken up
and satisfied beforehand) shall be divided to and among the subscribers at such times as shall be thought most convenient by the
Trustees. |

The whole charge of executing the Trust as aforesaid shall be
borne and defrayed by the King. |
|

Memorandum: that [at] a general meeting of the subscribers at
the Guildhall London on the 21st day of April 1697 the subscribers
then and there present did declare their good liking (without any
contradiction) that on the 23rd April the subscribers should attend
at the Guildhall (personally or by such as should bring their tickets
subscribed by themselves) to choose the Trustees and that each
subscriber should give in a list of 18 names. On the said 23rd April
the far greatest part of the whole number of subscribers so appeared

You are hereby to send to the Agents for Taxes at their office in
Westminster on Saturday of every week an account of what moneys
have been paid the same week into your Mint at— upon the
respective taxes granted by Parliament and by what Receivers
General and what hath been paid back again to be brought into
the Exchequer; also in what time that which remains [in your
custody] will be coined. This return is to be continued weekly so
long as the payments and coinage of this kind shall be made.

The Treasury Lords command me to represent that the office of
Receiver General and Paymaster of the Revenues of Ireland did
formerly attend and go along with the said offices of Vice-Treasurer;
that in respect thereof the officer had a fee of 65l. 13s. 4d. per an. and
a deduction of 6d. per £ on the whole Establishment; that some
time before the late happy Revolution the poundage, which was very
considerable, was reserved to the Crown and John Price Esq. who was
Receiver General had only 1000l. a year out of same; that the said
offices upon the King's accession were held by Mr. Harbord with a
yearly fee of 65l. 13s. 4d. and the said poundage until the king (upon
granting the said offices of Receiver General and Paymaster to
Charles Fox and Lord Coningsby with poundage) was pleased to
make up a separate grant of the said office of Vice Treasurer to the
said Mr. Harbord with the fee of 1000l. per an. in lieu of all other fees,
salaries and profits formerly annexed to the same and moreover that
upon the death of said Harbord the said 1000l. per an. was particularly
excepted out of the grant which was then made of the said office [of
Vice Treasurer] to Lord Coningsby and his Majesty did not think
fit to continue the same; that the Treasury Lords lately represented
to the King (upon occasion of the addition to Mr. Methwyn's allowance) the inconvenience of making such precedents to officers whereon
the King declared his intention of suffering no such precedent for
the future. Although my Lords cannot advise this new charge
