The first accompt is as late Commissary to the Danish Forces from
Nov., 1689, the time of their landing in England, until their embarcation at Hoylake in March following. The total charge is 34,730l.
for money received within the said time for the said Forces. |

In discharge thereof he craves allowance of 19,660l. for so much
paid at several times to Monsieur Rosenheim the Danish Commissary;
14,310l. for several payments made to the Duke of Wurtemberg;
21l. 15s. 6d. for several expenses and guides to conduct the said Forces
in their marches; 612l. 11s. 0d. to Col. Thomas Fairfax, Jno. Frankes
and others employed in attending and conducting the said Forces
in their several marches to Hoylake, viz., for their own extraordinary
expenses and for hire of carts and boats for carrying their baggage
and other contingencies; 14l. 10s. 0d. for procuring of several sums
of money and for allowance for guineas; 40l. 7s. 6d. to the said
Fotherby himself for 2 horses and furniture for himself and man;
40s. for stationery wares; and 734l. 2s. 6d. for receiving and paying
34,730l. at the rate of 3d. per £: making total payments by the
said accomptant of 35,215l. 6s. 6d. thus leaving due to him 485l. 6s. 6d:
but the said accomptant charging himself further to have received
261l. 5s. 3d. in full of his accompts and for his trouble of attending
the said Forces by Treasury warrant of 1690, May 30, there thus
remains due to him at the foot of this his accompt as Commissary
to the Danish Forces the sum of 224l. 1s. 3d. |

Ammunitions and Stores of War, Deputy-Judge-Advocate and
Paymaster to the Forces sent to the West Indies upon a late expedition
in 1692. Therein he charges himself with 100l. received 1692, Nov.
29, of William Blathwaite; 2,000l. received of James Kendall, Esq.
March 3 following; 850l. for 2,000 ounces of dust gold received the
27th of the same month of the said Kendall at 4l. 5s. 0d. an ounce;
754l. 10s. 0d. received the 21st of the same month of Major Whitstone and Major Peers; 1,000l. received the 27th of the same month
of the said Major Whitstone; 700l. received the same day of Mr.
[? Major] Harding and Major Prideaux; 500l. received May 13,
1693, of the agents of the [Royal] Africa Company; 241l. 7s. 5d.
received the same day of the said Major Whitstone for the balance
of provision sold; 180l. received from the Earl of Ranelagh the 12th
of Feb., 1694[-5]: in all 6,325l. 17s. 5d. |

Against the said charges he craves allowances as follows, viz.,

March 28 to 1693, June 27, being 92 days whilst he executed this
accomptant's places during his illness; 106l. 13s. 6d. paid for several
contingent charges to wit for carts, boat hire, and for loading, unloading and removing of provisions and stores; 133l. 6s. 8d. to himself
at 25l. a month and 100l. a year for his clerks for 4 months, 1692,

Ward, master of the ship Yarmouth, now in the King's service, the
King's share of the forfeiture of goods as follows: it appearing that
in Feb. last at Cadiz his Majesty's ship Canterbury took a prize in
the Straits called the Bon Jesus and afterwards brought her to Cadiz
and delivered her into the custody of Martin Westcombe, Esq.,
Agent for Prizes there; and the master and mariners of the Bon Jesus
being Frenchmen and French effects the cargo was publicly exposed
to sale being of many sorts of goods and the said Ward bought 25 chests
of prunellos from the said agent and shipped them on board the ship
Yarmouth for England and put them on shore at Deal in April last where
a transire (coast warrant) was given for the goods to pass to Ward's
correspondent at London where same were seized by Moses Lowman
and Henry Serjeant, Customs officers: on which matter the Customs
Commissioners have reported that the Act for continuing the prohibition of trade with France has altered the penalty from destruction
to sale by inch of candle with payment to the King of two thirds of
the forfeiture and the other third to the seisor: the goods were seized
as French and although they were prize goods yet they had not passed
a legal adjudication wherefore they were prosecuted to condemnation
and sold by inch of candle and the King's share of the proceed remains
in the hands of the [Customs] warehousekeeper: but on behalf of
the proprietor it is proved by the testimony of Thomas Willshaw,
Esq., one of the Commissioners and Principal Officers of the Navy
then Commissioner at Cadiz and by the certificate of Admiral Nevell,
Capt. Crawley and other commanders that the goods were sold to
Ward by his Majesty's Agent and Commissioner of Prizes at Cadiz
and that the proceed of these sales was actually applied to the King's
service there and the said goods are since in due form legally adjudged
prize: wherefore Ward has great equity to be relieved: with which
opinion the Principal Commissioners of Prizes agree. Out Letters

it appearing that John Reynolds and Cornelius Dennis of London,
merchants, lately directed their agent at St. Sebastian to ship for
them wines on a vessel duly qualified to bring goods thence to England,
who accordingly shipped 30 tuns of wines of the growth of Spain in
the Michaell, Santiago D' Gixuzeaga, master, but on arrival the ship
and cargo are seized under the Navigation Act: on which matter
the Customs Commissioners have reported the 3rd inst. that the
case is the same with that of Robert Harrison, Charles Savage and
others concerning the ship St. John Baptist supra p. 267, viz. the
ship being English built and owned but sailed by foreigners and
seized therefor; and that in this case the Duties are already paid
and come to more than the King's part of the forfeiture would come
