to be inserted in the Gazette, it is mentioned that the Exchequer Bank at
Exeter will negotiate bills of exchange gratis as well foreign as domestic
from the places therein named for any merchants, traders and others
and when their money is received upon such bills the said Bank will
pay them to content in London: but my Lords not well knowing
what may be meant by those words "pay them to content in London"
desire you will please explain that a little more fully; and also to
let them know to what value you suppose you shall be able to circulate
the said Exchequer Bills, so that they may supply you therewith

one per cent. [Mediterranean] Duty on the lading of the Upton Galley
on the petition of divers Turkey merchants ut supra p. 252: it being
certified by Major Lane, Surveyor of the Navigation [Act, London
port] that said ship is of 220 tons burthen, mounted with 22 guns,
55 men, one deck fluss, a hard deck to the main mast and a forecastle; so that she seems to want but a quarter of a deck of the
literal description and fabric mentioned in the Act of Frauds and
is otherwise of greater strength and force than is therein provided
and is a more serviceable and defensive ship to secure her goods from
capture and therefore, in the opinion of the Customs Commissioners,
though not within the letter of the Act is within the meaning thereof
and therefore fit to be discharged of the said one per cent. duty. Out

of which was under the Exchequer seal 1662, June 5, to Robert Steward
late Recorder there at 5l. per an. rent which was esteemed by Sir
Charles Harbord to be near the full value: and I cannot find

Prefixing: said Surveyor-General's report on said Moore's petition
for same. The land is an enclosure heretofore taken out of the waste.
It contains 36 acres but is very barren ground and has been anciently
let for 12d. an acre. In 1650 it was surveyed at 44s. per an. above
the old rent of 36s. A lease thereof was granted 1661, July 27, to
John Lyne for 31 years at 36s. per an. rent and 10l. fine. Afterwards
a new lease was obtained by David Moore, gent., the petitioner's
father [on Lyne's surrender] for 31 years from 1678 Lady day at
the same rent and fine of 4l. The land is mentioned in the surveys
as being formerly wood grounds but upon view it appears that there
are only birch and alder growing now on the outskirts thereof, the
residue being converted to pasture and arable, valued in that place
at 2s. 6d. per acre; at which rate it comes to 54s. a year above the

for same. The premises were granted 1672, April 19, to John Cranford,
citizen and leatherseller of London, at the nomination and in favour
of Sir William Reeves, Kt., without fine for 31 years at the above
rent. By his last will dated 1684, May 26, said Cranford demised
to petitioner who is one of the sons of the daughter and only child
of said Cranford, and he by indenture 1680, June 4, assigned to
Abraham Wessell his late father who by his last will, 1689, Sept. 9,
bequeathed to Abraham Wessell his second son who died aged 8
years intestate, whereupon this petitioner is become entitled. This
farm has been surveyed at 67l. per an. and the houses are much in
decay and will require 200l. to repair. I rate the new lease at 300l.

Prefixing: said Surveyor-General's report dated March 25 last
on said Knight's petition for same. The premises were last granted
1662–3, Jan. 22, to John Hoskins for 99 years terminable on the
lives of John and Elizabeth, son and daughter of John Hoskins, in
reversion after the death of Zenobia Hoskins, widow, whose life was
then in being under an old lease made in the reign of James I. at the
abovesaid old rent and increased rent of 20s. per an. and 3l. for a
heriot on the death of every of the said persons and 3l. more for a
farleive on every alienation or assignment and on a fine of 50l.
Zenobia died in 1664 and the heriot thereon was answered in the
[Receiver's] account of that year. Soon after the passing of the lease in
1662 John Hoskins assigned to Johan Hoskins, widow, who, 1674, June
22, transferred to Matt Kellow and he, 1683–4, Feb. 16, conveyed to
William Knight, to whom this petitioner is son and executor. John
Hoskins is dead and the premises are now held only for Elizabeth's
life. The tenement is valued at 10l. per an. above the old rent but
by others is certified to be worth only 11l. a year on a full improved
value. The increased rent has been paid for 30 years together with
the old rent of 6l. 10s. 0d. which is the highest proportion of any
rent in the whole Duchy. I therefore advise a fine, etc., as above.

of ground called Cock Close with a small tenement thereon and an

at the former rents of 4l. 5s. 4d. and 4s. 6d. per an. and a fine of
7l. 8s. 4d. which with 48l. 11s. 8d. (making a total fine of 56l.) is to
be allowed to the said Topham in satisfaction of so much due from
the Crown for rent paid by him to the Dean and Chapter of Windsor
for lands long since sold by said Topham's father to Charles II. |

said Topham's petition for same. The first item was granted in
1684 by Exchequer lease to Mary Hellhouse, widow, for 14½ years
from 1701 Lady day in reversion of a former term at 4l. 5s. 4d. per
an. rent and fine of 20l.; both which terms are now vested in petitioner. The chief profits of the premises arise by the inn which is
ruinous and chargeable to keep in repair. It is valued at 20l. per
an. by the surveys in my custody. The other item (of parcels at
Eton valued together at 6l. a year) were passed to John Eldred and
William Whitmore, 1610, June 10, for 60 years and a further 31 years
term in reversion thereof was granted, 1636, June 11, to William
Gwyn and William Loveing for 31 years. The petitioner has the

constat of a tenement in Upton, near Chester, in order to a lease thereof
to Edward Lloyd for 31 years at 4l. per an. rent payable from the
time of the recovery of the premises. |

Prefixing: said Surveyor-General's report on said Lloyd's petition
for same. The premises were granted by Queen Elizabeth, 1579,
Nov. 30, to certain persons and their heirs at a fee farm rent of
46l. 10s. and on the 19th Sept., 1580, she granted the manor of Upton
and lands there (except the said tenement) to other persons and
their heirs in fee under divers rents. On the 22nd Dec., 1579, all
the said rents were granted out of the Crown and are now vested in
the Dean and Chapter of Chester. The grantees as above conveyed
the tenement to one Davies in fee whose sole daughter married John
Barlow who had an only son Thomas who devised to a grandchild
and his heirs in tail, failing which then to one Wilme a feme covert
and her heirs, failing which then to one Deane an infant in tail, the
remainder to the heirs of said Thomas Barlow. The grandchild
died an infant and neither Wilme nor Deane left issue and Wilme
was the only known heir of Davis and would have been entitled to
the premises after the Barlowes upon whose [Wilme's] death the
tenement is escheated to the Crown. This is the Solicitor-General's
opinion on the case though the present Lord of the manor and the
Dean and Chapter of Chester do also pretend thereto. The tenement
is in the present possession of Barlow's widow who may justly claim

Moyle at the nomination of Mris Mary Jane for 31 years at 5l. per
an. rent and fine of 50l. the crop of wood then standing thereon being
of but 6 years' growth, with covenants for felling same but once in
9 years at seasonable times of the year leaving sufficient stores and
standards according to the statute. Soon after the passing of the
lease Moyle assigned the wood ground in Moresk to John Polwheel,
Esq., and that in Rillaton to said Spry's late father, Arthur Spry,
Esq. The rent is apportioned before the Auditor at 40s. for Moresk
woods and 3l. for Rillaton woods. |

By the Parliamentary Survey Rillaton woods contain 41 acres
valued at 6l. 3s. 0d. a year and Moresk woods contain 46 acres and
are valued at 6l. 8s. 0d. per an. By Sir Richard Prideaux's survey in
1660 the former is valued at 4l. per an., the latter not being surveyed
by him. The woods in Rillaton are now above 16 years standing
and 'tis presumed those in Moresk are of the same growth. Petitioner
and Mr. Polwheel have power to fell before the expiry of the existing

Same to the Receipt to cancel the tally and countertally stricken
at the Exchequer July 10 last purporting the payment of 24,571l. 5s. 4d.
by William, Earl of Portland for the purchase of several fee farm rents
"which sum was directed or intended to be issued to his lordship
as of his Majesty's free gift and royal bounty; but the same having
not hitherto been received by the said late Earl and his lordship
having [made no corresponding payment and having therefore] desired
the same may be vacated." A vacat is to be made on the entry of
said tally and on the order or directions for issuing same to said Earl.
